However, it is not possible to enrol online if the course you wish to enrol on requires a pre-course interview, you are paying the benefit fee or you wish to pay by direct debit. It is not the policy of Essex County Council to refund fees automatically when a change in circumstances prevents or discourages a learner from continuing with a particular class. Before you can enrol online you will need to register your details with us so we can allocate you a log-in identity. Existing learners will need to check their last receipt or learning agreement as this will give them their student code or alternatively you can request your log-in details from your nearest centre (see inside back cover). New learners will need to register their contact details via our website www.essex.gov.uk/adultlearning By telephone You can enrol by telephoning your local centre (see inside back cover for contact details). Our enrolment advisors can answer any questions you may have and process your enrolment if you are paying by debit or credit card. We do not accept American Express cards. By post or in person Simply post your completed enrolment form (available in the middle of this document) with a cheque or postal order payable to Essex County Council to your nearest centre. Alternatively you can enrol in person at any of our centres. Pay by direct debit at no additional cost You can pay for some courses via direct debit at no additional cost, please contact your local centre for further details (see inside back cover). It is not possible to enrol online if you are paying by direct debit. 4 Fee refunds are only made on the following basis: Course withdrawn from programme before commencement – full refund. Course withdrawn from programme after commencement – pro-rata refund. Cancellation/transfer request received at least 10 working days before the course begins. No charge for transfer, but further costs would apply if transferring to a course of a higher fee. Refund requests for courses received less than 10 working days before commencement – no refund. In exceptional circumstances, at our discretion, once courses have started refunds or a credit note may be considered. All requests for refunds should be made within two weeks of your last attendance. Any examination or accreditation fee included in the course fee will not be refunded nor will credit be given. Please apply to the Operations Manager at your nearest centre. Refund fees will be returned by the same method in which the course fee was paid. If paid by credit or debit card, the original card used, must be provided for the refund. Payments made by cheques will be refunded through Essex County Council (ECC) finance as cheques are no longer issued in our centres. However, if preferred an electronic money transfer can be paid to the account holder by supplying bank account details. Learners deciding not to return to the course and who have paid by direct debits or instalment payment arrangements are still liable for payment of the full course fees. Fees remaining outstanding will be invoiced to learners by ECC finance, the same applies where ECC are unable to collect course fees due to cancelled Direct Debits. Like us on facebook Fee Information There have been some changes made by the Skills Funding Agency (SFA) regarding fees. Although this section will outline some of the funding criteria, the situation may change. Please contact your nearest ACL centre if you have any questions about the fees or costs of any courses you are interested in. Learner eligibility for funding Fee payments To be eligible for either a fully funded, or part funded course, a person must be resident in the UK/EEA for 3 years prior to the beginning of the course. And a person must be a British/EEA citizen, or have the right to abode in the UK, or be a refugee who has been resident in the UK since the granting of refugee status, or an asylum seeker with 6 months residency. People of any age, who are in full time education are not eligible for further funding for courses. Any additional learning needed to complete a qualification is the responsibility of the full time education provider. Course fee payments can be made at any main Adult Community Learning Essex centre. If you are eligible for free tuition fees as a result of meeting the necessary criteria, your booking will be made on receipt of the relevant proof of entitlement documents at an Adult Community Learning Essex main centre. You can pay your fees in full by cheque, credit/debit card or cash. You can book and pay for some courses via the internet. These will require full payment at the point of booking. Direct Debit payments are available to help manage the cost of learning and in exceptional circumstances, individual payment plans can be arranged. Please note that no further course bookings can be taken until all outstanding payments have been made. Fee remission Individuals on Job Seekers Allowance or Employment and Support Allowance in the Work Related Activity Group (ESA/WRAG), both income based are entitled to free tuition. Published fees The fees published in this document assume that there is no eligibility for fee remission as described above. If you think you may be eligible for further help with fees, please contact your nearest ACL Centre (see inside back cover). Learner Support Funds Adult Community Learning Essex is committed to support learners wherever possible, and for the academic year 2011 – 2012, we are providing a small Learner Support/Bursary Fund to help those on low incomes with the costs of course fees, childcare, materials or resources needed to complete examination or accredited courses. These funds are limited. If you think you may qualify for financial help then please contact your nearest ACL Centre. You will be asked to provide some evidence so that your application for support can be assessed. www.essex.gov.uk/adultlearning 5 Helpful information Information, advice and careers guidance We work in partnership with Next Step the adult career service to offer you free, confidential, impartial information, advice and careers guidance. Our careers advisers are professionally qualified and can give individual advice to help you make the right choices about learning and work. Please contact your local centre (see inside back cover) to arrange an appointment. Learning Support We are committed to supporting all learners. If you have particular needs we hope that you will tell us. We invite you to do this at any stage of your programme. We will agree a support plan with you to ensure that you have a successful learning experience with us. We provide support for people with learning difficulties and/or disabilities, for example visual impairment, mental health difficulty and those with other medical and physical conditions. It is important for us to know as much about your individual needs as is possible, this includes any support you may require while undertaking exams. If you would like to speak to a member of our dedicated Learning Support Team in confidence please give your details to a member of our reception team at your nearest centre (see inside back cover). Diversity and Equality We are committed to fairness and equality of access, opportunity and outcome for all learner’s and potential learners. We positively welcome enrolments from everyone, regardless of age, culture, disability, ethnicity, gender, race, religion/belief and sexual orientation. 6 We have a fully embedded Single Equality Scheme, undertake Equality Impact Assessments and regularly review and update policies and procedures in response to Statutory Requirements. We work with the Directorate and County Diversity and Equality teams, in addition to other agencies and organisations and offer Focus groups in a range of areas across the county to gain feedback to inform our future development. When appropriate we make reasonable adjustments to ensure you gain the most from your learning experience. 16 – 19 year olds We are able to provide free tuition for young people who have passed school leaving age (completed year 11) and who are not currently in full time education. However, please note that free tuition only applies to courses that are approved for 16 – 18 year olds and are usually those that lead to a qualification. Unfortunately we are unable to accept enrolments for 16 – 18 year olds on non approved courses, or for young learners who are enrolled on full-time courses. Course viability Courses that do not reach a viable size have to be closed or may be merged with another. It is therefore important that you enrol as early as possible to help ensure that your chosen course will run. Once a course has started additional learners will be welcome if space or the nature of the course allows. Like us on facebook Better skills, brighter future Family Learning Our free English and maths courses offer you a chance to: improve your skills help you in your work or in getting a job help children with their school work progress onto further training or education courses increase your confidence in everyday maths and English. To support the work of Schools, Children and Families we offer a range of Family Learning activities that enable children and parents/ carers (including grandparents) to learn together. Our ‘outstanding’ service (Ofsted Grade 1 – July 2009) offers a range of programmes, including literacy and numeracy, that aim to encourage parental involvement in raising attainment through links to the national curriculum and to support the outcomes of Every Child Matters. Traditionally most of this work has taken place in association with partners such as schools and Children’s Centres and we intend to maintain and develop these working relationships, in some cases providing fully funded programmes for priority areas and groups. However for 2011/12 we have decided to make some of our Family Learning programmes available to a wider audience by including them in this Directory; please see Family Learning section of the course listing. If you would like to find out more about our Family Learning Partnership Programme or for information and advice on any of the courses on offer please contact our team of professional Family Learning staff at your local centre; contact details can be found in the inside back cover. All our classes: are small and friendly enable you to work at your own pace are designed to meet your individual needs. All learners work towards a qualification. Many of our classes can be joined at any time, so you do not need to wait for a start date. Contact your nearest centre to discuss which course is most suitable for you and to arrange an assessment. Online courses We are now offering online maths and English courses. You will need to attend one of our main centres for an induction session and also for your test. The rest of the course can be completed at any time of the day from any PC with internet access. ESOL (English for Speakers of Other Languages) There is a charge for these courses however, people in receipt of benefit or on low wages may be able to get help with course fees. If you join a course after the start date, fees will be reduced according to the number of weeks left to attend. You cannot enrol online for these courses. ESOL is for you if: English is not your first language; you need to learn to speak everyday English; you need to improve your reading and writing; you want to gain an ESOL Cambridge Skills for Life qualification. There may be spaces available for you to join a course during the year. Call us now to discuss your needs, availability and course fees. Would you like to gain new skills to enhance your chances of finding work? Adult Community Learning Essex operates a number of Work Clubs within the county, many of which are delivered in partnership with other agencies, such as Libraries or Voluntary and Community organisations. They are designed to support individuals to ‘brush-up’ existing skills or gain new ones to help them join or re-enter the job market. Customer Service (Levels 2 and 3) Suitable for anyone who is currently working within an organisation supporting customer service. Health and Social Care (Levels 2 and 3) Designed for people who are supporting and assisting others with their physical and emotional care and daily living needs.
