Diasporas globally send more than 3x as much funding to countries of origin than ODA. 23.04.2015 DRC Diaspora Programme Page 9 Lessons learned - Commitment more important than technical development and project management skills; - Link between project impact and type of transnational partnership adopted - Holistic view on diaspora necessary - Focus on young and 2nd generation diaspora members holds additional potential 23.04.2015 DRC Diaspora Programme Page 10 Important considerations - Recognition vs. Utilization, Cooperation vs. Co-option - Facilitation & Enhancement vs. Mainstreaming - Impact - several levels - Transnationalism & the co-development concept - Multi-leveled support 23.04.2015 DRC Diaspora Programme Page 11 Improving the Diaspora Programme Key inputs from diaspora workshops at AGM 2015: Diaspora input Focus on integration of diaspora projects with DRC projects. Facilitate interaction with policy makers. Stricter eligibility requirements with regard to diaspora applicants’ capabilities Enhanced focus capacity building of local partners should be enhanced. Improve communication strategy towards whole organizations, not only individuals who have participated in trainings. Capacity building activities tailored towards the type of projects. Focus on mobilizing the diaspora youth and make separate youth projects. Provide tools for increased cooperation and exchange between diaspora organizations. 23.04.2015 DRC Diaspora Programme Page 12 Diaspora input DP ‘answer’ Focus on integration of diaspora projects with DRC projects. CDRD (more info later) Facilitate interaction with policy makers. Future focus on facilitation of a broader engagement of and with diasporas. Stricter eligibility requirements with regard to diaspora applicants’ capabilities. Diversification of diaspora fund: Strategic partners – high requirements, larger grants, additional development support and capacity building from DRC Scouting fund – low requirements, small grants, basic development support and capacity building from DRC. Enhanced focus capacity building of local partners should be enhanced. Focus on building that aspect into diaspora applications – CB of local partners to be part of future projects. 23.04.2015 DRC Diaspora Programme Page 13 Diaspora input DP ‘answer’ Improve communication strategy towards whole organizations, not only individuals who have participated in trainings. In next phase, the DP will generally seek to strengthen projects’ anchorage within the diaspora organisations, and – for strategic partners – seek to invest in CB aimed at developing the organizational capacity as such. Capacity building activities tailored towards the type of projects. Future focus on more diverse CB. Focus on mobilizing the diaspora youth and make separate youth projects. Evaluation points toward the same – DP will seek to build in focus on youth projects and projects with partnerships between “young & old” in next phase. Provide tools for increased cooperation and exchange between diaspora organizations. 23.04.2015 DRC Diaspora Programme Page 14 Diaspora Programme – future vision: Diaspora fund: Capacity building: -Strategic diaspora partners; -Scouting of new Diaspora Orgs. -Support of skilled individuals -Diaspora emergency assistance -Project management; -Organisational development; -Fundraising & advocacy Overall diaspora engagement: Diaspora entrepreneurs -Matching grants – business development -Advocacy support -Network facilitation -Diaspora changemakers – community leaders in country of residence. Research & learning Cross-cutting; within DP and international networks. 23.04.2015 DRC Diaspora Programme Page 15 Currently ongoing processes: > Re-negotiating with Danida (ongoing) > Continuation of DP, hopefully with additional content > New grant on Diaspora as humanitarian actors > ECHO – start June 2016 (no funding mechanism)’ > Mapping and utilizing other funding sources > National funding for capacity building? > Funding for business support? > Collaboration with other diaspora programs > DiaGram 23.04.2015 DRC Diaspora Programme Page 16 Linking DRC & the diaspora Collaboration between CDRD and Diaspora Program? What is CDRC? Through a community-driven process, communities analyze their resources and needs, prioritize their requirements, develop a Community Action Plan (CAP), receive and manage resources, carry out their projects, and ensure quality and accountability. 23.04.2015 DRC Diaspora Programme Page 17 How-to: 1. Linking diaspora organisations with unfunded CAP projects, with CDCs as partners (diaspora as project partner) 2. Providing a channel for diasporas to provide direct (own) funding to CDCs with unfunded CAP projects (diaspora as donor) DRC provides the data, DOs can chose to support. 23.04.2015 DRC Diaspora Programme Page 18 Overall, the DP will seek opportunities to broaden its scope in order to support a more diverse range of diaspora activities, on the base of a more holistic view on diaspora actors and their potential. 23.04.2015 DRC Diaspora Programme Page 19 http://drc.dk/relief-work/diaspora-programme/
