Board of Directors!
Mr. West W. Walker, M.Ed. a resident since 2006, and a full time
educator with the Tracy Unified School District. He
would like to see a new Weston Ranch by having cameras in public areas, and outreaching to every segment of
the Weston Ranch community. He supports the Neighborhood Watch and CC&R Groups as the best way to
unite WR. He previously served on the W.R.O.C. board as President.

Gordon Brooks has been a resident of WR since 2001. He
does government security operations, as owner
of www.guardforce.us. He is a former Fresno police
officer and a federal agent with the Federal Protective
Service. He is featured in a documentary that
A&E/Speed TV did on one of his operations, type in “Dangerous
Drives Prisoner Transporters” on www.hulu.com. Mr. Brooks would
like to see the security needs of our community improved, including
Neighborhood Watches. His motto is, “Team Work Makes the
Dream Work at Weston Ranch” .

Association?
Richard Smith is an original purchaser of Weston Ranch. He is
passionate about improving the quality of life in WR. He was recently
featured in a news story stressing his concern with the
lack of a dedicated police force for the roughly 23,000
population in WR. He wants the police substation to
return. He and his wife also rescue pets in the community, and is actively involved with social media. He is a former Weston
Ranch Community Organization (WROC) Board of Director and is
looking forward to working toward a vision which unites all residents
and presents one clear voice for the community.

Jocelyn Hillyard moved to Weston Ranch from the San Francisco
Bay Area in 2003. She has always been involved with
positive change in Weston Ranch: Since 2005 she has
been a Neighborhood Watch Captain and worked with
Stkn Code Enforcement called “V.O.I.C.E.” (Volunteers
on Identifying Code Enforcement). Her and her husband are the
cofounders of the popular Facebook Neighborhood Watch site.
Thomas Campagna is an original purchaser at Weston Ranch. He
has recently completed accounting and Business degrees at San Joaquin Delta College and is working towards his Accounting BA. He was recently Treasurer of
WROC. He is found constantly online scanning the
numerous issues in WR, and out in his car assisting those in need.
He is excited about a new organization at Weston Ranch which
involves each resident and owner uniting the community. He is
concerned about WR-wide safety as a NW Block Captain.
Susan Goudie-Adams, LVN II is one of our newest
residents in Weston Ranch (March 2013). She has a
unique perspective as a new resident and what her
expectations are in deciding to call WR her home.
Susan has lived in the San Joaquin and Stanislaus
Counties for the last 30 years, where she has been
active with Turlock Youth Football and Pitman Band Fundraising.
She has worked in the medical field for the last 20 years. Her number
one priority is keeping WR safe and protecting the investment we
residents have all made here. Her plans include getting a Neighborhood Watch up and running and to be as active in Weston Ranch as
she had been in Turlock.

Our Mission
What are “CC&R’s”
The mission of the Community Association is to help unite and organize all 78 units
and 5600 homes of Weston Ranch!
√ Organize Neighborhood Watches
√ Eliminate blight and improve our image
√ Help neighbors who are in violation of
code enforcement
√ Assist neighbors in understanding their
CC&Rs
The “Covenants, Conditions, and Restrictions” (CC&Rs) were
signed by every owner in
each unit. They allow each
unit to form a committee to:
1) Help neighbors who are
unable to resolve city code
violations. The elderly,
single parents, handicap can
be helped with the
“Handymen-of Humanity”
volunteer group.
2) Offer variances to those who need more time to resolve city
code violations (Been cited? Unit Committee and WRCA can
help!).
3) Identify gross violators of blight and nuisances.
4) Remind investors that rentals are required to follow
CC&Rs.
5) Assist in amending CC&R’s based on recent changes in
laws, and neighbors desires.

you are an active, or inactive neighborhood. Besides
passing a phone list, neighbors are meeting each other,
having block parties, acquiring security cameras and
keeping their homes safe! Will you help and join today?

OUR PUBLIC IMAGE
Weston Ranch has been mentioned as “Ground
Zero” nationally in the media. We are a community facing many identity problems overcome
by out-of-town investors and temporary residents who do not find Weston Ranch as their
permanent home. In addition, the homeowners
and residents who do care are disjointed and
disorganized: is Weston Ranch just a part of
Stockton or its own community with its own
identity? With its modern housing and different
school district: we are unique in that each of us
signed property rights allowing us to ORGANIZE
into committees and assist our neighborhoods!
Further, we have been given the LEGAL AUTHORITY granted in our CC&Rs to select a
REPRESENTATIVE as part of a central group: we
shall call it the “Community Association!”
