The regional council comprises six villages in the lowest-place on earth. Kibbutzim: Almog, Beit Ha’aravah, Mitzpeh Shalem and Kalya, the Vered Yericho agricultural cooperative, and the community settlement of Avnat, located a 20 minute drive from Jerusalem and 70 minutes from Tel Aviv. The regional council has a population of 1,200 with an average age of 38-42 including returning residents and the forecast is for the region’s population to rise to 7,000 by 2020. Settling the region is based on mutual sureties and cooperation. The regional council’s selection in leading the D&B rankings comes together with the title of “Strong Regional Authority” which brings incentives and was awarded this year by the Interior Ministry in its reporting of local authority activities. Education The council’s education system significantly promotes demographic growth and arouses great pride among residents. According to the Central Bureau of Statistics data average annual expenditure per student in Megilot Dead Sea is one of the highest in the country at NIS 12,000. The number of students passing their matriculation exams is about 20% higher than the country's average. This year a new school was opened at Avnat, school buildings were enlarged, and new classrooms, a technology class, computer room and library were built, laptops were bought for teachers, student scholarships for excellence were disbursed, and incentives and pay bonuses were awarded to the council’s teachers. Agriculture as a Regional Economic Engine About 70% of the village’s produce is exported due to the climatic, geographical and land conditions: thanks to the heat ripens agricultural produce early; the unique minerals in the soil add exceptional color, flavor, aroma and fragrance; the dryness and the remoteness endow natural protection and reduce crop spraying. About 50% of the council residents’ income (NIS 70 million) is based on growing dates, as well as notable crops led by basil. Cowsheds in Almog and Kalya yield about six million liters of milk per year, and this quantity will increase this year with the construction of a cowshed at Beit Ha'aravah, and 4.25 acres of turkey coops produce meat and eggs. Israel’s Eastern Riviera as a Main Tourist Anchor About 40% of the council’s resident’s income is based on tourism. In 2008, the Dead Sea was registered for the New 7 wonders of nature competition by Megilot Regional Council. Thanks to extensive mobilization by the Tourism Ministry, Prime Ministry office and Israeli government, the world’s largest natural spa was chosen as one of the world’s ten natural wonders. This made it the most visited region in Israel with an average rise of about 10% in annual tourism following a rise of 43% over the previous five years. Among the tourist anchors: Qumran (where the Dead Sea Scrolls were found), Einot Tzukim, Dragot Cliffs, the baptism site Kasar El Yehud, 4 unique desert bathing beaches, and various levels of guest houses and accommodation. Construction of a unique regional center for heritage and art is in advanced stages of planning. Industry and Cleantech The council’s residents are developing industries based on the region’s attributes: heat (sunshine), salt, distance from urban centers and use of the unique minerals of the Dead Sea and its beaches. Thus Dead Sea Laboratories has been set up specializing in cosmetics with its products marketed under the AHAVA brand name that has become Israel’s ambassador of beauty worldwide. A solar energy park and paramedical cleantech industrial park are under construction. Environmental Quality The Council promotes life in harmony with the environment (Sustainability). With the Dead Sea’s selection as one of the ten natural wonders of the world, the government allocated NIS 845 million to the Dead Sea, and through the Ministry for Environmental Protection NIS 120 million is being invested in a five-year plan to treat the outcomes from the falling level of the Dead Sea. The Council is working to implement an outline plan to rehabilitate the environment of the Dead Sea’s natural basin and for obtaining budgets for rehabilitating and developing beaches and tourist sites infrastructures. In addition, one of the flagship stations of the Better Place electric car venture is located in the region. Research & Development The Dead Sea region is a laboratory for leading technological development based on the area’s uniqueness. The Dead Sea and Arava Research Center initiates research and the application of its output. A special skin laboratory has been opened and participates in activities between researchers and the region’s students, and with international bodies including the World Bank. R&D is also implemented by leading companies. Local entrepreneurs have set up an archive for preserving documents based on the dry climate and are developing unique agricultural tools, natural and industrial water technologies and more. Researchers and entrepreneurs are invited to make their homes in the Council’s villages and to become part of the research center. Sport, Culture, Leisure and Rock n’ Roll! Each Passover for the past 16 years the “AHAVA – Dead Sea Festival” is held in the Council – Israel’s only rock festival, hosting the best Israeli musicians and thousands of visitors. The Council also organizes cultural evenings and sports activities together with tourist sites, develops cycle and walking trails, is a partner in signposting the Trans-Judean desert trail as an alternative challenge to the Israel Trail, and initiating varius cultural and sport events.. The Council assists entrepreneurs in tourism including moon-buggy businesses, horse ranches, artists, guest houses and leisure villages, and is in constant contact with the region’s nature preservation parks (NPA). The Council’s villages have fitness clubs, and some of Israel’s most challenging abseilingsites. Unique Benefits for Businesses and Homes The region’s new industrial zones have grown up as a response to the resident’s spirit of entrepreneurship and include startup tracks for entrepreneurs interested in transferring their businesses to the region with a clear preference for cleantech.
