INVESTIGATIONS, ENGINEERING DESIGN
AND CLEAN-UP AT A CERCLA SITE
EPA REGION 4, POMPANO BEACH, FL
J. M. Waller completed a remedial
investigation and feasibility study
(RI/FS), remedial design (RD), and
oversight of remedial action (RA) for a
former dry cleaner site. The RI/FS included
extensive investigation of impacts to soil,
soil vapor, and groundwater. The RD/RA
was designed and implemented to address
contamination to all three media in the most

cost-effective manner possible. We designed
an innovative remedy for groundwater,
specifically, the injection of emulsified oil
substrate (EOS) to promote anaerobic
bioremediation of the chlorinated volatile
organic compounds. The in-situ groundwater
treatment program used EOS to stimulate
in-situ anaerobic biodegration.
NATIONAL ENVIRONMENTAL POLICY ACT (NEPA)
SERVICES TO THE U.S. MARINE CORPS AT MACAS
BEAUFORT, SC
Our team prepared an Environmental
Assessment (EA) to analyze the potential
impacts of actions associated with the
acquisition of real estate interests in 13
parcels totaling up to 807 acres of land
located within, or adjacent to the Air
Installation Compatible Use Zone (AICUZ)
footprint of at Marine Corps Air Station
(MCAS) Beaufort. The complex real estate

acquisition was needed in order to prevent
encroachment issues associated with the
beddown of the F-35 Lightning II and to
maintain the operational integrity of MCAS
Beaufort by permanently limiting adjacent
land uses that were incompatible with
aircraft operations. The EA supported
critical base programming actions and
budget decisions.

STORMWATER COMPLIANCE SUPPORT TO THE
U.S. AIR FORCE
POPE AIR FORCE BASE, NC
J. M. Waller designed new storm drainage
pretreatment systems at Pope AFB
in compliance with National Pollutant
Discharge Elimination System (NPDES)
and Clean Water Drinking Act promulgated
standards. Our team reviewed existing
hydrologic data for Pope AFB and
determined the best approach for treating
stormwater pollution as close to the pollution

source as possible. The team provided a
usable design to install (approximately 12)
Vortechnic® and Stormceptor Storm Water
Treatment Systems. The designs
also included installation of Ultra Urban
Drop-In Filters, and Safe Drain pre-treatment
units at other critical locations of lesser
stormwater flow.

TOXIC SUBSTANCES CONTROL ACT COMPLIANCE (TSCA)
FOR THE TEXAS ARMY NATIONAL GUARD
CAMP BOWIE, BROWNWOOD, TX
We provided site remediation, demolition,
and asbestos abatement support in
compliance with TSCA for the Texas Army
National Guard (ARNG) at Camp Bowie
ARNG Training Center, Brownwood, Texas.
The Officer’s Club was originally painted
using lead-based coating with asbestos
insulation. Our team surveyed the historic
structure, wrote the compliance and
asbestos and soil remediation specification,
developed the independent government
estimate and cost to complete budget,
provided onsite environmental supervision
of all abatement, air monitoring, and soil
remediation activities. The project was
completed under budget and in accordance
with a compressed schedule.

Our team has supported the Air Force
in all areas of cultural/natural resource
compliance support including Integrated
Natural Resource Management Plans
(INRMP), wetland delineations, timber
inventories, natural resource data bases,
cultural/historical resource surveys, and
wetland rehabilitation studies.

We accomplished five INRMPs to meet
the statutory regulations of the Sikes Act
Improvement Act (SAIA) and Air Force
Directives at multiple locations. We worked
with Air Force federal and state partners,
the United States Fish and Wildlife Service
(USFWS) and state fish and wildlife
organizations in developing these plans.

Contingency Plan (ICP) for two
Air Force Space Command installations
utilizing the ICP “One Plan”. Our team
combined significant elements of the current
Spill Prevention Control and Countermeasure
(SSPCC) Plans with the existing Hazardous
Material (HAZMAT)Emergency Response
Plans into a single ICP that satisfied the
requirement of both 40 CFR 112 and
AFMAN 32-4013.
Or team provided a complete, usable, and
up-to-date plan that meets all applicable
federal and state requirements. We also
conducted a thorough capability assessment
to identify all base and local community
resources available for response to HAZMAT
releases.

More than 28 million square feet of facility assessments/studies at 48 Air Force Reserve Centers
We serve as the prime A-E consultant
assisting the Air Force Reserve with
managing their current facilities as
productive assets. Under the FOCUS
project, J. M. Waller is performing fenceto-fence facility condition assessments,
space utilization studies, cost estimating,
identification and prioritization of
deficiencies and development of
programming documents.
Facilities assessed include operational
facilities such as aircraft hangars,
maintenance shops, and squadron
operations buildings, and support facilities
including repair shops, dining halls/
cafeterias, office and administrative facilities,
training and educational facilities, and
recreational facilities.

RENOVATION FOR THE AIRCRAFT MAINTENANCE
SQUADRON (AMXS), BUILDING 91
WHITEMAN AFB, MO
Building 91 was selected to cover a shortfall
of space for AMXS. The existing space
detracted from the professional appearance
of the building, leading to a detrimental
impact on personnel moral. A facility of
adequate size and configuration was needed
for AMXS personnel to perform mission
critical assignments. The team renovated
12,987 SF of interior space including
Comprehensive Interior Design (CID) and
installed new PVC pipeline from a low spot
near the exterior HVAC unit to the street
to eliminate standing water. The restroom
renovation brought the space up to ADA
compliance and helped decrease
utility costs. The update also provided an
open air office concept to the space.
RECRUIT HOUSING & TRAINING REPLACEMENT PLAN
LACKLAND AIR FORCE BASE, TEXAS
J. M. Waller served as prime contractor
developing the master plan, facility condition
assessments, architectural programming and
planning, economic analysis, GIS mapping
and Geodatabase design for the 2.5 million
SF campus at Lackland AFB, Texas.

The design involves creating two distinct,
equal training campuses large enough to
accommodate four squadrons each. The
plan included multiple dormitories, physical
training areas, drill pads and a combat skills
development area. The plan was designed
to replace deteriorated facilities and failing

WORLDWIDE AIR FORCE FIRE PROTECTION
SYSTEM AND LIFE SAFETY
CODE ASSESSMENTS
J. M. Waller was the subject matter expert
supporting the designated Authority Having
Jurisdiction (AHJ) for worldwide Air Force
medical facilities. Our team assessed the
current condition of existing systems at
medical and dental clinics and hospitals
to ensure compliance with current fire
protection standards and life safety codes
and to prepare for, or maintain, medical
facility certification.
We documented facility and system
deficiencies, develops cost estimates for
repair or upgrades to fire protection and life
safety code features of the facility, provided
engineering recommendations for project
implementation and priorities.
MILITARY FAMILY HOUSING
PROGRAM MANAGEMENT
Hickam AFB
HICKAM AFB AND BELLOWS AFS, HI
J. M. Waller provided program management
services for the installation-wide military
family housing (MFH) programs at
Hickam AFB and Bellows AFS HI, for the
last seven years. Program management
services have covered studies, analysis,
planning, engineering, historic preservation,
environmental support and construction
management supporting 1,718 single and
multi-family MFH units with a total of 2.5
million SF. Our support has covered both
Air Force-owned MFH units as well as the
current MFH Privatization efforts which are
designed to replace much of the Air Force’s
traditional MFH inventory with privately
developed housing which will be leased back
to Air Force occupants.
J. M. Waller was awarded a 2012 Preservation
Honor Award from the Historic Hawaii Foundation
for this project.

ROOFING ASSESSMENTS
AND NATIONAL ROOFING INITIATIVE
J. M. Waller, as the prime A-E consultant,
is the USAR roofing subject matter expert
and leads the USAR National Roofing
Initiative including a roof repair/replacement
program of $20 million per year. We provide
nationwide engineering and technical
support to USAR for roofing maintenance,
repair and replacement programs. We
led the assessment of roofing systems

identifying R values, membrane and deck
condition and composition, wind uplift
impacts, and condition of flashing and
vapor barriers. All data from the condition
assessments is entered into a roof asset
management software program for analysis
and recordation.

Planning advice to ensure that equipment
transportation arrangements are
compatible with the Project Equipment
Packaging, Handling, Shipping &
Transportation Plan and schedule.
Our team also arranges and provides
transportation to afford the most rapid
and timely delivery, distribution and
accountability of project equipment.
HAZMAT transportation certification,
Air Worthiness certification, U.S. Customs
Shipper’s Export Declaration and other
documentation are also provided as
required. We ensure in-transit- visibility of

REF Project Equipment and Property via
appropriate use of Government Furnished
Radio Frequency Identification tags as well
as end-to-end in transit management of all
REF owned, REF leased, and Department
of Defense provided cargo containers.
In addition to cargo container transit,
we provide daily receipts, shipments
and in-transit-location reports including
populating appropriate information into
the REF database. Our team also provides
a liaison with the Forward Deployed
Operational Logistics Support function and
provides vehicle management within the
REF.

Theater Deployment Plan to ensure timely
