Assignment Title: Consultancy Services for the Supervision of the Kenya Power System
Reinforcement

The Kenya Electricity Transmission Company (KETRACO) has received financing from the
World to fund the construction of the Eastern Africa Electricity Highway. This component
comprises the following:



Construction of Isinya 400/220 kV substation
Installation of Capacitor Banks at Thika Road and Athi River 220 /66kV substations
Installation of additional Transformer at Nairobi North 220/66kV substation
The World Bank intends to apply part of the proceeds for consultancy services (“the
service”) that include:







Assistance during pre-award technical discussion for the supply and installation contract;
Preparation and submission to KETRACO of a detailed project implementation schedule;
Review and approval of technical documents during execution of the supply and
installation contract;
Supervision of construction works and certification of contractors payments;
Preparation of monthly and quarterly progress reports;
Preparation of Project Completion Report and;
Follow-up any issues during the defect liability period.
KETRACO now invites eligible consulting firms (“Consultants”) to indicate their interest in
providing the Services. Interested Consultants should provide information demonstrating
that they have the required qualifications and relevant experience to perform the
Services.
The shortlisting criteria are:
a. General Experience of Consultant in power system projects
b. Specific Experience of Consultant in design and supervision of substations of 400 kV
and above
c. Technical and managerial organization of the firm
d. Experience of the Consultant in sub-Saharan Africa)
For the purposes of demonstrating experience in the expression of interest, consultants
should list at least 3 and at most ten successful project implementation experiences in the
above items.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s
Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits &
Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth
the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a
subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality- and Cost-Based Selection
(QCBS) method set out in the Consultant Guidelines.
Expressions of interest must be delivered in a written form to the address below on or
before Tuesday 11th September 2012 at 5.00 pm local time.
