-2THE APPLICANTS ARE REQUESTED TO ATTEND THIS OFFICE DURING SUBMISSION OF APPLICATION FOR PURCHASE OF TENDER
PAPERS FOR VERIFICATION OF SIGNATURE.
Tender documents, specific price schedule of items for the works and other relevant particulars may be seen by the
intending tenderers in the office of the Assistant Engineer, Barrackpore Sub-Division-II, P.W.D. on all working days between 11.00
A.M. to 4.00 P.M.
Intending tenderers are required to produce valid S.E.E.C. approved enlistment certificate, fixed security deposit receipt (in
applicable case for claiming exemption from depositing earnest money), valid partnership deed (in case of partnership firm), current
I.T. (Quotating PAN No.) & S.T. clearance certificates, P.Tax deposit challan, P.Tax clearance certificate and current saral form all in
original alongwith one set of self-attested Xerox copies to the Executive Engineer-I at the time of application for being entitled to
purchase tender papers. It may be emphasized that WITHOUT THE ABOVE DOCUMENTS IN ORIGINAL THE APPLICATION MAY NOT BE
ENTERTAINED.
In case of road works, documentary evidence showing possession of requisite machineries, tools and plants viz. road roller,
tar-boiler, spot mix plant etc. in original alongwith one set of self-attested Xerox copies should be produced at the time of
application for permission of purchase of tender documents.
Earnest money in the form of eligible instruments as per rule duly pledged in favour of the Executive Engineer-I, P.W.D.,
Barrackpore Division, Government of West Bengal or in the shape of Demand Draft payable to the Executive Engineer-I, P.W.D.,
Barrackpore Division must be deposited alongwith the tender for those who have not kept fixed permanent securities with the
Government. VIII th. Issue of NSC cannot be pledged as Earnest Money as per postal rule. Unpledged instruments will not be
entertained. In case of partnership firm(s), the pledged instrument(s) must reflect the name(s) of the firm as well as the name (s) &
address(es) of the partner/partners who is/are authorized to pledge the same as per valid partnership deed(s). For claiming
exemption from depositing earnest money, attested Xerox copy of adequate fixed security deposit receipt must be submitted
alongwith the tender.
In case of Registered Unemployed Engineer’s Co-operative Societies, audited balance sheet showing accounts upto 20042005 and necessary registration papers in support of their registration, current S. Tax clearance certificate, P.Tax deposit challan, P.
Tax clearance certificate acknowledgement of current I.T. Return, current saral form PAN Card/Receipt of application for PAN Card in
case the same is not issued, eligible list of Registered Unemployed Engineers Co-operative Societies issued by the concerned
Assistant Registrar of Cooperative Societies, showing the name of the society must be produced in original alongwith one set of selfattested Xerox copies at the time of application for issuance of tender papers. Also documents in original alongwith one set of self
attested Xerox copies in support of the following criteria are required to be produced at the time of application for issuance of
tender papers that 1) the Society consists of at least 10(ten) members of which at least 60% hold Degree of Diploma in any branch in
Engineering 2) at least one member of the Society holds plumbing license (in case of S&P works only). WITHOUT THE ABOVE
DOCUMENTS IN ORIGINAL THE APPLICATION MAY NOT BE ENTERTAINED.
If the dates fall on holidays or on days of bandh or natural calamity, the dates defer to next working days.
Assistant Engineer, Barrackpore Sub-Division-II reserves the right to refuse permission to any applicant without assigning
any reason whatsoever and no challenge against such refusal will be entertained.
All tenderers are requested to be present personally during the opening of the tender positively. If considered necessary,
instant bid may be conducted immediately after opening of the tender to lower down the rates and in no case his/their absence will
stand against holding the same.
In case of inadvertent typographical mistake found in the specific price schedule of rates, the same will be treated to be so
corrected as to conform with the prevailing relevant schedule of rates and/or technically sanctioned estimate.
The intending tenderer is required to quote the rate in figures as well as in works in his own handwriting and in same ink as
percentage above/below or at par than the relevant price schedule of rates. The intending tenderer is required to is sign in
English,Bengali or Hindi signature of tenderer in all location must be identical.
Conditional tender will not be entertained.

-3The accepting authority reserves the right to reject any or all the tenders without assigning any reason and he will not be
bound to accept either the lowest tender or any of the tenders.
In terms of Finance Department’s order no. 853-F dated 01/02/2006, communicated under circular no. 599A/4M-28/06
dated 27/09/2006 of the Accounts Branch Public Works Department, Government of West Bengal, a cess 1% of the cost of
construction works etc. will be levied from the bills of all the works and the amount so collected will be remitted subsequently to the
“West Bengal Building & Other Construction Workers Welfare Board” such levying of cess @ 1% for the said purpose will be effective
from 01/11/2006.
Clause 17 of condition of contract of the printed tender from no. 2911(ii) shall be substituted vide order No. 177-CRC/2M57/2008 dt. 12.7.2012.
“Any intending bidders who have failed to execute more than one works contract under any Directorate of this Department
and was terminated by any sub rule under clause 3 of Tender Form No. 2911 or terminated under any clause of Standard Bidding
Document by the Engineer-in-Charge/Employer during last 3(three) years will not be eligible to participate in any bid under any
Directorate under this Department for another 2(two) years from the date of imposition of last termination notice by the Engineerin-charge.”

materials to fill up the interstices of coarse aggregate, watering including
lighting, guarding, barricading and making necessary earthen bundh of

labour charges of all men and machinery and compacting to the required
density, as per Clause 404 of Specifications for Road & Bridge Works of
MoRT&H (5th Revision).
(iii) Grading-II Aggregate (53 mm to 22.4 mm) Using
Stone Screening Type B (11.2 mm)

Prime Coat
Providing and applying primer coat with Cationic Bitumen Emulsion of
approved grade conforming to IS: 8887-1978 and requisite quantity on
prepared surface of granular base including cleaning of road surface and
spraying primer using Mechanical means including cost and carriage of
bitumen emulsion and all other incidental costs of work complete as per
Clause 502 of Specifications for Road & Bridge Works of MoRT&H
(5th Revision).
(i) For WBM / WMM Surface: (with primer @ 0.70-1.0 kg/sqm)
Tack Coat
Providing and applying tack coat with Cationic Bitumen Emulsion of
approved grade conforming to IS: 8887-1978 on the prepared surface
cleaned with Hydraulic broom, moistening the surface including cost
and carriage of emulsion, hire charges of machinery and labour, cost of
fuel and lubricants all complete as per Clause 503 of Specifications for
Road & Bridge Works of MoRT&H (5th Revision).
(i) On Bituminous Surface
(Using Bitumen Emulsion at the rate of 0.20 to 0.30 kg per sqm.)
Bituminous Macadam using Mobile Hot Mix Plant
(Light Duty)
Providing and laying bituminous macadam with Mobile Hot Mix Plant
(Light Duty) using approved crushed aggregates of specified grading as
per Table 500.4 premixed with bituminous binder, transported to site
laid over a previously prepared surface at specified laying temperature
by means of approved and suitable arrangements to the required grade,
level and alignment and rolled with suitable power roller for break down,
inter-mediate and finished rolling as per specification to achieve the
desired compaction including cost and carriage of stone materials and
bitumen, hire charges of machinery and equipment, cost of fuel and
lubricants and wages of operational staff, quality control complete as per
Specifications for Road & Bridge Works of MoRT&H (5th Revision).

Open-Graded Premix Surfacing using Bituminous
(Viscosity grade Paving Bitumen / Modified

Providing, laying and rolling of Open - graded premix surfacing of 20 mm
thickness composed of 13.2 mm (@ 0.018 m³ per m²) and 11.2 mm (@
0.009 m³ per m²) size stone aggregates, including thoroughly cleaning of
the surface, screening, cleaning and pre-heating stone chips and fully
pre-coating the same either using viscosity grade paving bitumen or cutback or emulsion, carrying the mixture by any suitable arrangements,
laying the mixture uniformly over the surface, including line, grade and
level to serve as wearing course on a previously prepared base,
including mixing in Mobile Hot Mix Plant (Light Duty) and thoroughly
rolling with a smooth wheeled roller 8-10 tonne capacity, finished
to required level and grades including the cost and carriage of stone
chips and matrix, heating the matrix, preheating the aggregates to
required temperature and including the hire charges of Mobile Hot Mix
Plant (Light Duty) and other machinery, pay of operators, cost of fuel
and lubricants etc. complete to be followed by seal coat of either Type A
or Type B as per Technical Specification Clause 508 for Rural Roads of
MORD.
Providing and laying Premixed Seal Coat (Type B) with approved
quality sand/grit @ 0.6 m3/ 100 m2 and bitumen binder on thoroughly
cleaned black top surface coated with tack coat, including heating and
mixing cleaned sand/grit (100 % passing through 2.36 mm
sieve and retained on 180 micron sieve) uniformly with bitumen binder,
laying and spreading the mix at an uniform rate using suitable means,
brushing the surface, if necessary, to ensure uniformity, followed by
rolling with power roller including the cost and carriage of binder and
aggregates, cost of heating the binder and aggregates and all other
incidental charges, cost of fuel and lubricants, including hire charges of
machineries, tools & plants required for construction and quality control
complete as per Clause 511 of Specifications for Road & Bridge Works
of MoRT&H (5th Revision).
