NOTICE INVITING TENDER
April 8, 2011
Sealed tenders are invited in two bids (Part-I Techno- Commercial bid and Part-II Price bid) from bonafide, experienced contractors with
good financial standing & reputation and fulfilling the qualifying requirements stated hereunder, for the following work:

Rs. 1,000/- to be paid by Demand Draft (DD) only in favour of IOCL, Panipat
Refinery, payable at Panipat.
If the tender document is downloaded by the bidder from the website, i.e.
www.indianoiltenders.com , the bidder is exempted from paying the above
tender fee.
24 (Twenty Four) Months.
The intending tenderers shall have to furnish proof of their pre-qualification and
experience along with the Part-I Techno-commercial bid. Copies submitted in
support of credentials shall be self-attested. Pre-qualification criteria will be
checked at the time of techno-commercial evaluation of the offer.
Rs. 9.00 Lacs. Proof of ATO shall be submitted in form of TDS Certificate or
Audited balance sheet.
3 work each of Rs.9.00 Lacs OR 2 work each of Rs.12.00 Lacs OR 1 work
of Rs.15.00 Lacs. Similar nature shall be defined as “Any Labour Job involving
Skilled Labour”. Detailed Work Order including covering letter and Schedule of
rates and Completion Certificate with executed value of work shall be required.
Completed value of work as mentioned in the completion certificate shall be
considered for evaluation against single / multiple work order value required under
PQ, however where the executed value is not mentioned in the completion
certificate, the copy of the certified bill shall also be acceptable for determining
value if submitted alongwith completion certificate.
1. PF Code Allotment letter.
2. Assessment Order or copy of Income Tax Returns (duly acknowledged by
Income Tax Department), for last 3 years, shall be furnished.
3. Power of Attorney in favour of person authorized to sign the tender document.

Tender documents (non-transferable) shall be downloaded from the website
www.indianoiltenders.com upto 02.05.2011 by the bidders themselves. Alternately
the tender can be got issued by the bidder from the Tender Issuing Authority from
2.30 PM to 4.30 PM against the submission of an application along with the
requisite tender fee mentioned above.
Tenders obtained from any other sources (except the above two sources)
shall not be accepted.

IOCL takes no responsibility for delay, loss or non-receipt of tender document sent
by post/courier.
Telex/ Fax/ e-mailed offers shall not be accepted.
Tender shall be submitted in two bids as per ‘GCC-Instructions to tenderers’ in a
sealed envelope super scribed with the name of work, NIT No., Date of opening &
the bidder’s name & address.
Rs. 30,000/- to be paid by Demand Draft (DD) only in favour of IOCL, Panipat
Refinery, payable at Panipat.
Tenders without Earnest Money will be rejected.
Tender (Techno-commercial) shall be opened on 03.05.2011 at 3.00 PM or at a
later date convenient thereafter.

Tender may be finalized based on credentials submitted alongwith Techno-commercial bid only without any
correspondence with bidders in case of deficient PQ documents. Bidders are required to go through the
Notice Inviting Tenders (NIT) & Tender Documents carefully and enclose all required alongwith Technocommercial (Un-Priced) Bid in order to avoid rejection.
IOCL reserve the right to cancel the tender in part or full / extend the due date of Tender submission etc.
without assigning any reason & allow Preference to PSUs / NSIC / IOCL JVs etc. as per applicable Govt. /
Company policy.
Bidders are to quote their most competitive rates. IOCL reserve the right to negotiate the rates as and when
deemed fit.
Completed value of work as mentioned in Completion certificate/ other supporting documents shall only be
considered as value of single order or multiple orders as indicated in NIT against Pre-qualification
requirement.
Legal dispute, if any, shall only be within the jurisdiction of Local Court situated at Panipat (Haryana).
Use of white/ erasing fluid for correcting the rates is banned. Wherever the rates are corrected with white/
erasing fluid, the bids will be summarily rejected.
