“It not only incorporated
oil spill response but integrated the incident command system,” Eldred said.
“We did a practical on-thewater spill that revealed a
number of things that happen in real life. The drill was
very realistic.”
The training’s tabletop
scenario required the establishment of an incident
command system and the
activation of an emergency
operations center and the
regional operations center,
he added.
The water exercise utilized equipment brought
from various regional
ports, including Mayport,
Jacksonville and Kings Bay.
That equipment has been
standardized throughout the
region, said Chris Christoffersen, the CNRSE program
director for port operations.
“If people were to come
from another installation,
they would see the same
equipment that was on
their previous installation,”
Christoffersen said.

s I write this article, I am
recovering from this cycle’s
physical readiness train-
ing.
The PRT is a test of endurance
and strength to say we are fit for
duty. Thankfully, I passed my test.
When I go into the test, I have
goals that I shoot for. My ultimate
goal for myself is to score an excellent before I have a permanent
change of station from here. That
did not happen this time round,
but I am closer than before.
I was disappointed in some areas
and felt accomplished in others.
Though I showed improvement, I
still beat myself up on my shortcomings.
When thinking of the PRT, I cannot help but think of Hebrews 12:12. It talks about us running a race
of endurance that is set before us.
Our faith journey is not a sprint.
It is a marathon. You do not want
to burn out before the end. You
also do not want to quit before the
race is over.
So how does one endure? The
first is through training. I have
talked on this before so I will make
this quick.
You must do different faith disciplines such as praying, studying
the Bible, going to church, volunteering and more. I cannot run a
marathon because I wake up one
day and decide I want to. It will
take months or even years of training to get myself ready. We cannot
endure to the end if we do not take
the time to train ourselves on a
daily basis.

of faith: a parent, a
pastor, or a friend. I am not saying
that having a mentor is wrong. It is
important to have those who can
push you, like a personal trainer.
However, we need to be careful
not to idolize those people. As a
mentor once told me, “I hope to
never fail you, but I also know I am
human.”
The only person who will not fail
you is Jesus. We need to follow his
example. We need to make ourselves more Christ-like. Jesus is the
one who will perfect you over this
race. So start setting goals in how
to become more like Jesus.
The final way to keep your
endurance is to leave the baggage
behind. As I said, I beat myself up
over my shortcomings. I passed
and I improved in an area, but I
stayed focused on the category I
felt I fell short on personally.
If I focus on my failures then I
will lose sight of Jesus and never
make it. They will weigh me down
so that I will tire before I make it to
the finish line.
We are humans. We will make
mistakes or sin along the way. We
are not perfect. That is why Jesus
is still perfecting us. The key is not
to let these mistakes/sins weigh us
down.
They could be our own failures
or what others have done to us that
we won’t let go of the baggage.
Imagine performing the PRT
with some extra weight on you: 25
pounds on your chest while doing
your sit-ups, or 25 pounds on your
back for pushups, or holding 25
pounds in each hand while you
run your 1.5 miles. Some of us
would probably fail if we did that.
We cannot expect to finish the
race if we hold on to our weight
as well. You may need to forgive or
ask for forgiveness. You may just
have to learn and try not to make
the same mistake twice. Either
way, stop carrying the weight and
finish strong.

T
he Environmental
Management System was established
to ensure a comprehensive approach to preserving and protecting the
environment.
The basis for EMS is
found in executive order
13423, which calls for
“strengthening
federal
environmental, energy and
transportation management.”
The order, signed by
President George W. Bush
on Jan. 24, 2007, sets goals
in the areas of energy efficiency, acquisition, renewable energy, toxics reductions, recycling, renewable
energy, sustainable buildings, electronics stewardship, fleets and water con-
servation.
Additionally, the order
requires more widespread
use of environmental
management systems as
the framework in which to
manage and continually
improve these sustainable
practices.
An EMS is simply a systematic approach to managing an organization’s
environmental concerns.
The expected outcome is
continual improvement
in environmental performance.
By setting an environmental policy, then identifying organizational environmental concerns and
defining what will be done
to control them, planning is accomplished after
improvement programs
are set up.

uying a car can be
a stressful process, especially if
you have not done your
research ahead of time.
Before visiting a dealership or even considering
what make/model you
would like to buy, it is a good
idea to explore your financing options. You should
compare interest rates on
bank, credit union, and
financial websites and visit
your local credit union or
bank to determine whether
you can get pre-approved
for a car loan. Securing a
loan yourself simplifies the
negotiation process and will
help prevent an impulse
purchase.
Rather than having only
one model in mind, consider various models that
will meet your transportation needs. You can also
research information about
each vehicle by visiting consumer websites that rate
the vehicle’s reliability, fuel
economy, and safety features.
Once you have determined which models you
would like to purchase,
contact your automobile
insurer to determine if there
will be any changes to your
insurance premium.
After doing the financing “legwork” call different
dealerships to find out what
incentives they offer. If you
are buying a used car, ask
for a vehicle history report
to determine if that vehicle has been salvaged or
involved in any accidents.
Should you choose
to finance the purchase
through the dealership or
your bank, make sure you
can actually afford the vehicle you want to buy.
When purchasing a car
through a dealership, the
dealership must provide
you with certain documents. These include the
sales contract (also called a
bill of sale), a retail installment contract (if the vehicle is financed through the
dealership) and a service
contract (if you agree to
purchase a service package).
Before signing, carefully read each of the documents. The dealership will
not be bound to honor any
agreements that are not
contained within the documents. Conversely, you will
be bound to any written
provisions.
It is important to review
the purchase price section of the sales contract to
make sure the price reflects
what you negotiated with
the sales associate.
Pay particular attention
to the itemization of the
purchase price, which usually includes expenses such
as: the amount of any down
payment, dealer incentives,
value of any trade-in, tag
and title fees, dealer fees,
sales tax, and warranties
or extended service agreements. Also, closely inspect
the Truth-in-Lending information discussed in more
detail below.
Some dealerships offer a
consumer a three day right
to cancel the purchase or
a “cooling off” period if
they change their mind
about the purchase. This is
not required by law and is
only available if the dealer chooses to offer it to a
purchaser. Make sure you
ask the dealer if they offer
a right to cancel before you
sign the purchase contract,
otherwise you may be stuck
with the purchase.
Before you sign a contract
to purchase or finance a
car, make sure the terms of
the financing are favorable
to you and you can actually afford the vehicle. The
Truth-in-Lending Act is a
federal statute that covers
open credit, such as credit
cards or lines of credit, and
close ended credit, such as
car loans and mortgages.
The statute was enacted
to ensure that credit terms
are disclosed in a purposeful way so consumers are
more educated when they
compare credit terms.

do the work,” said one attendee.
Many of those attending had previously served on the board but after
several years grew weary of the workload and the lack of participating
civilians.
“This is a revelation,” said CMWRA
President Glenn Hayes. “It makes me
feel good to see more than three people.”
The organization has a consistent
source of funding - about $10,000
annually - from revenues provided
by Pepsi and the NEX for vending
machines located on base.
“We try to have activities when we
have the funds,” Hayes told the group.
“We have great success with our holi-
day party.”
The party hosts about 300 civilians,
which enjoy a $5 holiday dinner and
vie for $3,000 in door prizes.
“If we could get more people to
participate, we could form more committees to organize more activities,”
said Hayes.
In previous years, the CMWRA has
sponsored Caribbean cruises, box
lunches and holiday Conch train
tours.
“Right now we’re trying to get more
people to attend the meetings,” Hayes
said. “We have the same three or four
who attend, the same three or four
who buy gifts, the same three or four
who set up the event. We need more
members to come out and be active.”
In January, CNIC returns for another audit of CMWRA. The number of
meetings, attendance and activities
will be reviewed once again.
“If they don’t see any activity,
they will recommend disestablishment to the CO once again,” said
Mike Benfield, Morale, Welfare and
Recreation’s business manager.
Benfield has been assigned as acting
auditor for the local CMWRA.
Nearly every member attending
the meeting Wednesday volunteered
to either lead or assist on a committee supporting the holiday party, set
for Dec. 15 at the Key West Marriott
Beachside Hotel.
The various committees included ticket sales, door prizes and gift

talking to me,’” Herdt said as he
addressed spouses and family
members at the ball. “In a very
real sense, you are a Sailor too.”
During his speech, Herdt
compared the Navy of today to
that of his time on active duty,
noting the changes in technology and leadership practices.

change the way that we led.
And today, I think we have the

The Navy has the capability to respond
to any size spill, Christoffersen noted. An
oil spill is defined as any amount of oil
that may leave a sheen across the top of
the water.
Equipment is strategically positioned at
shore locations around the world, including in the Keys, as well as aboard Navy
ships, to assist when spills enter the water.
Eldred will share what he has learned in
upcoming NAS Key West Port Ops training.
“It [training] is not just a one-time
thing,” Eldred said. “It’s something that
needs to be reoccurring.”

Navy Briefs
USS America joins fleet
USS America (LHA 6), the Navy’s
newest and most technologically
advanced amphibious assault ship,
was commissioned during a formal
ceremony at Pier 30/32 during San
Francisco Fleet Week Oct. 11.
More than 8,000 friends, family
members and invited guests gathered
in front of the ship to witness its introduction to the fleet.
America is the first ship of its class
and the fourth ship named “America.”
The first America was originally a racing schooner launched in 1851 and
served in the Navy until 1873 before
returning to civilian life. In 1921, she
was presented to the Navy for preservation as a relic and remained at
the U.S. Naval Academy until being
scrapped in 1945. The second America
transported troops during World War
I. The third ship to bear the name was
a Kitty Hawk class aircraft carrier, CV
66, which supported operations from
the Vietnam War through Operation
Desert Storm.
Cole attack remembered
The Arleigh Burke class guidedmissile destroyer USS Cole (DDG 67)
conducted a remembrance ceremony
for fallen service members of the Oct.
12, 2000, terrorist attack.
Paraded on the flight deck, the crew
stood at attention as the ceremony
began at 11:18 a.m., the exact time
when suicide bombers detonated an
explosive-laden boat directly against
the port side of the ship while refueling in Aden, Yemen. Seventeen Sailors
were killed and 37 were wounded as a
result of the attacks.
The blast tore a 40-by-60 foot hole in
the side of the ship. Sailors fought valiantly for 96 hours, freeing shipmates
trapped by twisted wreckage, containing flooding and restoring engineering
systems vital to the ship’s survival. This
ship is currently conducting naval
operations in the U.S. 6th Fleet area of
operations in support of U.S. national
security interests in Europe.
