IMPHAL TUESDAY 28 OCTOBER 2014
First ever BJP Govt in Maharashtra
to be sworn in on Friday
MUMBAI, Oct 27:
The Nationalist Congress Party
on Monday said it would
abstain from voting if the
proposed Bharatiya Janata
Party government seeks vote of
confidence in the legislature.
"In the interest of stability
in the state, the NCP will
abstain from voting if it is
called for. In case the Shiv
Sena joins the coalition, there
should not be any problems.
However, we will not vote
against the minority government and create instability in
the state," NCP state spokesman Nawab Malik told
reporters.
Earlier, in a media interview NCP president Sharad
Pawar made it clear that in
case a situation warrants a
vote to establish majority in
the assembly, his party would
keep off the vote.
Pawar cautioned that in the
present political situation if
the NCP votes against (BJP)
the state could face elections
within next six months.
Malik added that since it is
the peoples' mandate for the
party here on Tuesday.
The new chief minister of
the first-ever BJP government
in Maharashtra is likely to be
sworn in October 31, in a
mega-public ceremony at the
Wankhede Stadium.
Over 30,000 people, including Prime Minister
Narendra Modi, BJP president Amit Shah, Union
ministers, several chief ministers, central party leaders
and other VIPs and guests are
expected to witness the oathtaking ceremony.

Indian and Bangladeshi governments were working in
close coordination in the fight
against terrorism. “Both the

The Supreme Court on Monday
dismissed the plea of S Nalini,
undergoing life imprisonment
in the Rajiv Gandhi
assassination case, challenging
the law mandating the Centre's
approval for her release and
that of six other convicts.
"Sorry, we are not interested," a bench comprising
Chief Justice HL Dattu and
justices MB Lokur and AK
Sikri said.
Nalini had challenged Section 435(1) of the Criminal
Procedure Code which mandates the state government to
consult the Centre before premature release of a convict if
the case was investigated by
the CBI.
She has been in jail for the
last 23 years and undergoing
life imprisonment after her
death sentence was commuted. She was sentenced to
death by the trial court in the
case on January 28, 1998.
Nalini's death sentence
was commuted to life term by
the Tamil Nadu Governor on
April 24, 2000.
"Though 2200 life convicts who had put in less than
10 years of imprisonment
were prematurely released by
the Tamil Nadu Government
during the last about 15
years, she was excluded from
consideration for premature
release only on the ground
that her offence was investigated by the CBI i.e. her case
was covered by Section
435(1)(a) CrPC. The said
section is unconstitutional,"
her petition said.
The Centre had earlier contended that the Tamil Nadu
government can't release the
convicts without its approval
and had derailed the state
government's decision to release them.
After the apex court had
commuted the death sentence
of convicts Murugan, Santhan
and Perarivalan, the Tamil
Nadu government on February 19 had proposed to remit
the sentences of all seven
lifers, including the three, and
release them.
The decision of the state
government to release the
convicts was challenged by
the Centre before the Supreme Court which had
stayed the decision and referred the matter to a
Constitution Bench.
The court had on February
20 stayed the decision to release
of
three
convicts--Murugan, Santhan
and Arivu-- whose death sentence was commuted to life
term by it on February 18 in
the case, saying there had
been procedural lapses on the
part of the state government
on the decision to release
them.
The apex court later on had
also stayed release of convicts Nalini, Robert Pious,
Jayakumar and Ravichandran
in the case.
Santhan, Murugan and
Arivu are currently lodged in
the Central Prison, Vellore
and they are in jail since
1991.

over before the session commences, almost six months
after the constitution of the
new House.
“We expect the arrangement to be in place before the
winter session,” said an official at Parliament over the
exercise which has dragged
on after the declaration of the
results of the 16th Lok Sabha

BJP to contest all 87 seats
in Jammu & Kashmir
JAMMU, Oct 27
Ruling out any pre-poll alliance
in Jammu & Kashmir, BJP on
Monday said it will contest in all
the 87 constituencies in the
upcoming assembly elections.
"We won't be entering into
any pre-poll alliance with any
political party as we are considering to field our
candidates on all the 87 assembly constituencies in the
state," BJP MP and party in
charge for Jammu & Kashmir
Avinash Rai Khanna told
PTI.
He said the party would
soon come out with its first
list of candidates, as the Election
Commission
has
announced the dates for the
elections.
Exuding confidence that
BJP would replicate its recent
performance in Haryana and
Maharashtra assembly polls
in Jammu & Kashmir,
Khanna said the party will
win more than 44 seats.
"We will go beyond 44
seats and form the next government in Jammu &
Kashmir," said Khanna, who
presided over a function at
party office here.
The BJP leader said the
party wants to strengthen democracy in the state and its
main poll plank would be to
provide corruption free governance to the people.
"Our manifesto is clear,
we will provide a corruptionfree,
fear-free
and
dynasty-free governance to
the people of Jammu & Kashmir. We want the people of
the state to give us a chance
and if we fail they can throw
us out after six years,"
Khanna said. —PTI
