BJP: Open to support from
any party, except Congress
NEW DELHI, Nov 11: As its government braces for a trust vote
in Maharashtra on Wednesday, BJP on Tuesday said it welcomes
support of all parties except Congress for development of the state.
The BJP will welcome support of all parties except Congress, which is "responsible for the mess", so that the
government can work for development of Maharashtra and
fulfil the aspirations of its people, senior BJP leader Rajiv
Pratap Rudy said.
The remark by Rudy, who was in charge of Maharashtra
affairs of BJP till recently, indicated that the BJP was not
averse to receiving support of all non-Congress parties in the
state, including the NCP.
"Those who want to come forward for the development of
Maharashtra should come. We want to take along all those
who want to come forward for the development of
Maharashtra. I hope Shiv Sena will turn around," he said.
Asked about Sharad Pawar's NCP, he said that party has
already extended unconditional support but dismissed suggestions that they will be running the show in the state.
On a query whether Union minister Anant Geete will soon
resign and Shiv Sena will sit in opposition in Maharashtra, he
said he was not aware of Geete resigning.
"Even prior to elections, we wanted to take Shiv Sena
along and post-elections also, wanted it to be part of the
government," he said.

after 21 new ministers read their
oaths of office, Prime Minister
Narendra Modi read out the rule
book to them, listing the conduct
he expects with a specific focus
on the winter session of
Parliament beginning later this
month.
PM Modi is learnt to have
told his ministers to avoid
going on leave and be prepared to work even on public
holidays. The PM, known to
be a workaholic, has in his
six months in office calendared
some
of
his
government's most important
activities and events on public
holidays or Sundays.
When Parliament is in session, he reportedly wants his
ministers to cut down on unnecessary tours and ensure
maximum presence in the
Houses. He advised them to
come prepared with proper
answers for questions posed
to them during Question
Hour.
He spoke for 20 minutes;
all but three of the 66 ministers in his expanded team
attended Monday's meeting.

Rijiju had prior engagements,
while Heavy Industries Minister Anant Geete skipped the
meeting as his party Shiv
Sena remains undecided on its
relationship with the BJP.
During the meeting, the
PM is said to have asked his
ministers to be ready with
bills pending in both Houses
of Parliament along with new
legislative proposals. He discussed strategy to ensure that
the month-long session remains a "smooth affair" for
the government, which plans
to pass most of its pending
bills as well as introduce
some key new bills.
Sources said the PM has
also asked all cabinet ministers to take their junior
ministers into confidence. A
senior minister said after the
meeting, "The PM told us
that ministers of state must be
given proper work and responsibility and files should
be routed through them so that
they are familiar with government policy." He said the PM
has suggested that all cabinet
ministers meet their MoSs
every Wednesday.
During the previous Congress-led UPA regime,
several ministers of state complained that their cabinet
ministers gave them no work
or access to files.

20 Congress MLAs suspended
for entering well of the House
GANDHINAGAR, Nov 11:
Around 20 Congress MLAs
were suspended for a day by
Gujarat Assembly Speaker
Ganpat Vasava Tuesday after
they rushed into the well of the
House and started shouting
slogans against the state
government on the issue of
Minimum Support Price
(MSP) for cotton.
On the last day of
Assembly session today,
Congress MLA from
Jamnagar-Rural Raghavji
Patel interrupted the
proceedings of the House
and insisted a debate on the
MSP offered to cotton
growing farmers, as he
claimed that the MSP is
very low.
Patel was also unhappy
over Speaker's decision of
not including his question
about the MSP in the
Question Hour.
However, Speaker
stopped him from raking up
the issue and claimed that
the decision of not including his question was taken
by former speaker.
As an interim solution,
Vasava asked Patel to
discuss the issue with state
Agriculture Minister in his
office after the day's
proceedings end.
Not convinced, Patel
along with many other
Congress MLAs started
shouting slogans "Give
justice to farmers". They
came prepared with placards
having such texts and
rushed to the well of the
House.
After repeated warnings,
Vasava finally suspended
these 20-odd MLAs who
entered the well and were
protesting while asking the
marshals to take them out
of the House.
Meanwhile, Leader of
Opposition (LoP)
Shankersinh Vaghela,
former LoP and senior
Congress leader Shaktisinh
Gohil and Congress Chief
Whip Balwantsinh Rajput
along with 10 other MLAs,
who were not suspended as
they had not entered the
well of the house, walked
out of the House in their
support.
Speaking to reporters
outside the Assembly,
Vaghela said the state
government is trying to
silence the voice of peoples'

enrolment number should suffice.
Incidentally, the government's proposal to make
aadhaar card mandatory for
issue of fresh passport,
comes in spite of Supreme
Court's ruling on September
24 that Aadhaar cannot be
mandatory for accessing public services and subsidies.
As regards verification of
criminal antecedents of the
passport applicant, MEA has
been assured by NCRB that it
will have a system in place in
the next two months, which
will help it validate criminal
antecedents of the applicant
based on NCRB database,
before issue of passport.
MEA is of the opinion that
the identity of an applicant
carrying an aadhaar card or
one who has applied for it, is
already established to a major
extent. Added to this,
NCRB's validation and the
applicant's self-declaration
should be enough to issue a
fresh passport on post police
verification basis.
As per current practice,
passports are issued within a
week of receipt of police verification reports. Prior police
verification is mandatory for
first-time issue of passports,
unless applied under tatkal
category. In the case of minor
applicants, re-issue cases,
tatkal applications etc, police
verification is either not required
or
done
on
post-verification basis.
For tatkal applicants, additional documents including
verification certificate are required. In the case of re-issue,
passports are issued without
reference to the police, based
on self-declaration of the applicant relating to his/her
nationality, criminal antecedents, pendency of court
proceedings, warrant/summons etc.
As per the new modalities,
the applicant may be given the
address of the police station
responsible for police verification, at the time of issue of
passport. This will help him/
her actively pursue and complete the process of police
verification before undertaking foreign travel.
Any wrong declaration by
the applicant would entail
impounding or revocation of
passport.

of Poonch district.

Tuesday, party spokesperson
Anand Sharma confirmed that
PM Modi has not been invited to the event. The
two-day international conference will be held from Nov
17 at Vigyan Bhavan in New
Delhi. Sharma said that 54
world leaders have been invited for the conference.
While names of those who
accepted the invitation are yet
to be revealed, reports said
many world leaders have
committed to participate in the
event. The Congress will
kick-off the year-long celebrations on November 14,
Nehru’s birthday, with a
function in Delhi's Talkatora
Stadium where party president Sonia Gandhi will
administer a pledge to party
workers to uphold and reaffirm the Nehruvian vision.

assault took place nearly 20 days back, but only came to light on
Monday when the girl complained of health issues.
Her parents then took her to a doctor, who confirmed the
assault. The report on IBN-Live adds that police has registered
a complaint under Section 376 of IPC.
The accused are believed to be students of Class 8 and 9
and apparently accosted the victim while she was on the way
to the bathroom. They took the minor to the school hostel,
where the assault took place. It seems that the school is yet
to take any action against the accused. The girl's parents are
demanding that the school release the names of the attackers
and dismiss them from the school, adds the report.
The latest sexual assault report comes after news came in
from Kolkata of a class 1-student being molested in the school
bus by the bus driver. According to TV reports, the incident
happened when the school children were being taken for
rehearsal for a cultural activity in another school. No action
was taken by the school authorities for a week even after the
parents complained to them about the incident right after it
took place.
More recently Bangalore had hit the headlines as various
incidents of sexual assault against minor girls in school were
reported. A six-year-old was raped, while another four-yearold was sexually assaulted all on school campus.
With the latest report from Kerala, it is evident that sexual
assault cases against minor girls are on the rise, and that
schools have failed to keep their wards safe.

police verification for issue of
fresh passports may soon be a
thing of the past, with the
ministry of external affairs
(MEA) proposing to rely on
aadhaar card for identification
of the applicant and on the
National Crime Records
Bureau's (NCRB) database for
validation of his/her criminal
antecedents.
With
the
applicant's self-declaration on
aspects like citizenship,
criminal antecedents, criminal
proceedings,
summons/
warrants etc also thrown in, the
government may soon start
issuing fresh passports on a
post-verification basis.
The simplified police verification system seeks to
resolve issues raised from
time to time regarding prior
police verification and consequent delay in issuance of
passports.
According to the revised
modalities proposed by the
consular, passport and visa
division of the MEA and discussed with the home
ministry, law ministry and
Intelligence Bureau on Monday, the government is, on the
directions of Prime Minister
Narendra Modi, making
Aadhaar card a mandatory

from small arms and automatic weapons on 7 BOPs
along IB in Arnia sub-sector in Jammu district from
around 2030 hours late last
night," a BSF officer said
here on Tuesday.
BSF troops guarding the
borderline along IB took positions
and
retaliated
effectively to the Pakistani
firing which resulted in intermittent exchanges of fire,
he said.
Two BSF jawans suffered minor injuries in the
firing exchanges and have
been shifted for treatment,
