Respondent: Central Public Information Officer/DLW, Diesel Loco Motive Factory, Varanasi, U.P. Date of Hearing: 22.10.2014 ORDER RTI Application: 1. The appellant filed an RTI application dated 04.12.2012 seeking information on certain points regarding employees of High school laboratory mentioned in the RTI application. The PIO responded on 08.01.2013. The appellant filed first appeal dated 30.01.2013 with the First Appellate Authority (FAA). The appellant filed a second appeal dated 22.02.2013 with the Commission. Hearing: 2. The respondent participated in the hearing through video conferencing and referred to the appellant’s RTI application. The respondent stated that the appellant was a Laboratory Assistant and he had filed an RTI application due to certain grievances. The respondent stated that the appellant wanted that Laboratory Assistant should be treated at par with the teachers. The respondent further stated that the CAT had directed that the case should be decided by a Committee under Railway Board. 3. The respondent stated that a decision was taken in the department and it was concluded that the Laboratory Assistance cannot be placed at par with teachers because they lack the desired qualification. The respondent explained that in this light the appellant in his RTI application has put up many questions i.e. number of post, number of teachers and the duties rendered by the Laboratory Assistant etc. 4. The respondent stated that a comprehensive response was sent on 08.01.2013 on the various questions. 5. The respondent said that if the appellant wants to see any file on the subject that facility will also be provided to him. 6. The appellant did not participate in the hearing. 7. The action taken by the respondent is in conformity with the RTI Act. Decision: 8. No further action is required at the level of the Commission in the matter. The appeal is disposed of.
