National IMPHAL, MONDAY 03 NOVEMBER, 2014 Govt to form teams to identify source of Ganga pollution NEW DELHI, Nov 2 Expediting Prime Minister Narendra Modi’s pet project of cleansing the Ganga, the Centre will constitute 25 special teams to check the source of pollution of the holy river so that further action could be taken accordingly. The teams to be drawn from different wings of the Ministry of Water Resources would inspect various drains of the river during winters as there is no flow from the glaciers then, which will give ample scope to them to locate the source of discharge released by industries and other polluting factors. The exercise, which is expected to be completed before the commencement of summer, would be subsequently carried out in all the Ganga-flowing states, sources said. “For instance, the teams would be inspecting five or six drains (nullahs) at Kanpur to prepare the data. This would help us draw plans on the requirement of treatment plants,” an official said. Moreover, it would also help in quantifying the volume of effluents discharged by the industries for initiating appropriate action in the future. “Initially, we thought about employing consultancies for the purpose. But we then decided to carry it out on our own as we will have firsthand information about pollution,” the official noted. The exercise is being done in winter since effluents get mixed up in the river’s natural flow in summer along with the water from melting glaciers, thus reducing the chances of identifying the source of pollution. The Ganga originates as Bhagirathi from the Gangotri glacier in the Himalayas at an elevation of about 7,010-m in Uttarkashi district in Uttarakhand and flows for a total length of about 2,525km before its outfall into the Bay of Bengal through the former main course of Bhagirathi-Hooghly. Over the years, the Ganga and its tributaries have become the channels of transport for industrial effluents and drains for the wastewater of cities. It is learned that Ram Madhav met Sajjad Lone, who heads a faction of his slain father's Abdul Ghani Lone's party, People's Conference, this week. BJP and Kashmir politicians are tight-lipped about the meeting. Senior journalist and Aam Aadmi Party (AAP) leader Ashutosh said that no clarification can justify Vadra's misbehavior. "Allegations do not mean you push the mic away, press should be allowed to ask questions. Clarification doesn't justify misbehavior," Ashutosh said. BJP leader Mukhtar Abbas Naqvi said the incident was in bad taste, and added that such things were not in his (Vadra's), his party's or his family's favour. Communist Party of India (CPI) leader D. Raja said, "I condemn this behavior, we should not behave like this when in public life." Meanwhile, security outside Robert Vadra's residence has been increased. The police has also set up barricades outside his residence. On Saturday, Vadra lost his temper and pushed an ANI reporter's away, when asked a question about his land deals in Haryana. "Are you serious? Are you serious? Are you nuts? What is wrong with you," Vadra kept asking repeatedly. Vadra and his security guards also threatened the reporter and asked him to turn off his camera at a private event held at the Ashoka Hotel. -ANI BHOPAL, Nov 2: With the announcement of civic poll dates in 280 civic bodies of state, including 11 municipal corporations, model code of conduct came into force on Sunday. These polls will be held in two phase. Civic polls will be held on November 28 in Indore, Gwalior, Rewa, Satna, Singrauli, Sagar, Dewas, Burhanpur, Ratlam and Khandwa. In Katni the polls would be held on December 2. A total of around 29000 electronic voting machines which have been designed especially for the civic and panchayat polls will be used in these elections. Commission has also set the election expenditure limits of the candidates contesting in these polls, for the municipal corporation which are having population above 10 lakh the expenditure capping has been fixed at Rs35 lakhs but for those corporations where the population is below 10 lakh, the expenditure capping for the candidate is Rs 16 lakh. Of the total 16 municipal corporations, elections in Bhopal, Chhindwara, Morena, and Jabalpur will be held in December. Clean India drive will benefit poor people : Modi NEW DELHI, Nov 2: Prime Minister Narendra Modi on Sunday said proper implementation of the Clean India campaign will benefit poor people. "The special emphasis on the Clean India Campaign will benefit the poor. BJP stormed to power in Haryana for the first time in the history of the state after the October 15 polls. -PTI Jindal plant land diversion: CBI likely to quiz Jayanthi NEW DELHI, Nov 2: CBI is likely to convert into FIRs the preliminary enquiries against Jindal Steel and Power Ltd and JSW Steel for alleged diversion of forest land for their plant in violation of norms and may also examine former environment minister Jayanthi Natarajan. CBI sources said the agency may also include in the FIRs several senior environment ministry officials who were part of the clearance process. They said the agency may also call Ms. Natarajan for questioning after registering the FIRs in these cases. The sources said there were alleged irregularities in the allocation process as the environment ministry changed its position a number of times before the land was cleared in 2013. The inquiry has been initiated against unknown officials of JSPL and environment ministry for alleged irregularities in the diversion of Saranda forest land in Jharkhand between 2007 and 13, they said. Records with the state government and the Centre are being examined by CBI, the sources said. They said that 512.43 hectares of ecologically-sensitive Saranda forest land in West Singhbhum district of Jharkhand were diverted for the Ghatkuri Iron Ore mining lease project in favour of JSPL. The diversion of the land was questioned by several environment activists as well as the MB Shah Commission. The sources said that diversion of the land is in alleged violation of the laid-down norms. The Forest Advisory Committee (FAC), which comes under environment ministry, allegedly ignored the fact that there was no wildlife management plan for the forest.
