111 drivers lose their driving
licenses for drunk driving
NEW DELHI, Oct 21: In a crackdown against drunk driving in
the national capital, Delhi government has suspended licenses of
89 drivers for a year while licenses of 22 drivers of commercial
vehicles have permanently been cancelled for the same offence.
"We have suspended licences of 89 drivers, who were
found driving vehicles under the influence of alcohol for two
or more occassions in a year by the traffic police.
"Besides, we have also permanently cancelled 22 licenses
of drivers of commercial vehicles for indulging in drunk
driving in the national capital," said a senior official of transport department.
The official said that these drivers have committed an act
which endangers safety of public on the city roads, adding that
the habitual tendency of drunk driving on the part of these
offenders may lead to traffic accidents in future endangering
their own lives and that of other road users.
"The action was taken after Delhi Traffic police recently
sent us a list of such drivers found driving vehicles under the
influence of alcohol for two or more occassions," he added.
According to the official, traffic police has also sent transport department another list of 25 drivers for strict action
against them.
"On police's request, we will soon send a notice to these
25 drivers found guilty for drunk driving to seek their explanation on this matter. If we are not convinced with their
replies, we will either suspend or cancel their driving license,"
he added.
Toll in cracker manufacturing unit
explosion climbs to 17
HYDERABAD, Oct 21: The toll in the explosion at a fire cracker
manufacturing unit at Vakatippa village in East Godavari district
on Tuesday rose to 17 with six more persons succumbing to burns
at a local hospital, police said.
The toll in the explosion has now climbed to 17 from 11,
after six injured died at a hospital in Kakinada town. The dead
comprise 14 women and three men, East Godavari SP M Ravi
Prakash told PTI.
The victims of the private cracker unit, located at Vakatippa
village in Uppada Kothapalli mandal near the district headquarters town of Kakinada, were working when the blast took
place on Monday afternoon.
Initially, the police had said that there were 18 workers
working in the unit at the time of explosion. Later, Andhra
Pradesh deputy chief minister N Chinnarajappa said that 30
persons were present at the site when the explosion occurred.
The manufacturing unit where the explosion occurred had
applied for renewal of its license, he said.
The explosion had left 9 workers dead on the spot while
two others died on Monday while undergoing treatment at a
hospital. As per preliminary reports, the explosion was a result
of a chemical reaction during the cracker manufacturing process. District collector Neetu Prasad has ordered a magisterial
inquiry into the explosion while the state government had said
that steps are being initiated to shut down those fire cracker
manufacturing units which are operating illegally.

KANNUR, Oct 21: The
railway police, probing the
death of a woman who was set
ablaze inside a vacant train
compartment on Monday, have
released a rough sketch of a
youth believed to be in the age
group 22 to 25, who has
committed the crime.
According to the police,
the incident occurred on
Monday morning around
4.30am on the Kannur-Kayamkulam Executive Express.
According to those in the
know of things, the police
have got some vital clues
about the suspect.
A middle-aged woman and
a youth were seen arguing for
long as they were walking on
the platform and was heading
to the train that was to depart
later. Those who were present
at the platform had given a
brief description of the youth
and with their help the railway police and the Railway
Protection Force prepared the
sketch that has now been
made public.
According to the police,
the two of them boarded the
13th compartment of the train
much before the departure
time. After a while, people
noticed fire in the compartment and the youth rushed out
of the train and disappeared
into the darkness. By the time
police officers came to the
compartment, the woman had
suffered serious burn injuries
as she was doused with alcohol. She died on Monday
night at the Kozhikode Medical College Hospital and on
Tuesday afternoon, her body
was handed over to her relatives after conducting the post
mortem. She has been identified as 45-year-old Khadeeja
and a resident of Kondotti in
Malappuram district.

BJP of hypocrisy for its failure to disclose names, Jaitley
said the Congress got it all
wrong because media "completely misreported" the case.
"Media said we are not
going to disclose it. Our case
was we will disclose it as per
the due process of law," the
minister said.
He further said that India's
double taxation avoidance
agreement with Germany only
restrain disclosure of names
in media and not in court.
"No, it (tax avoidance
treaty) did not prevent us
from disclosing the names. It
merely says disclose it to a
court and don't disclose it to
the media. And when you
disclose it to a court, it automatically gets carried into the
media. That's all we are saying," Jaitley said.

PM Modi to spend Diwali in flood-hit Srinagar
NEW DELHI, Oct 21: Prime
Minister Narendra Modi
tweeted today that he would
spend Diwali, on Thursday, in
flood-hit Srinagar.
"Will be in Srinagar on
Diwali, 23d October & will
spend the day with our sisters
& brothers affected by the
unfortunate floods," PM
Modi tweeted. This will be
his fourth visit to Jammu and
Kashmir since taking charge
as prime minister in May.
Close to 300 died and
more than 1.5 million people
were affected by the floods,
the worst the state has seen in
50 years. Mr Modi visited
Srinagar once before to survey the large-scale damage.
The Election Commission
has indicated that Jammu and
Kashmir is fit to hold elec-
tions due by December,
though the state's ruling National
Conference
had
recommended deferring the
process saying much infrastructure had been destroyed
by the flood.
All other parties have reportedly
told
Election
officials that the polls should
be held on time.
In the five months since he
became Prime Minister, PM
Modi, 64, has used most
major holidays to connect
with the masses.
On Mahatma Gandhi's
birth anniversary on October
2, he launched the "Swachha
Bharat" or Clean India campaign close to his heart and

Tihar Jail launches e-library
for women inmates

NEW DELHI, Oct 21: In an effort to empower the women inmates of Delhi's Tihar jail, an e-Library has been set up in its
premises which would cater only to them.
Director General (Delhi Prisons) Alok Verma inaugurated
the e-library in the presence of former IPS officer Kiran Bedi
and other senior officials yesterday.
"E-learning will not just help these women to read and
learn but also make them get used to computer application and
become tech-friendly," DIG Tihar Jail, Mukesh Prasad said.
The library, which has 5-6 computers and two tablets with
the application installed for this purpose, will be run with the
help of Bedi's NGO 'India Vision' and supported by security
agency GS4.
Speaking on the issue, Prasad underlined that it is a step
to empower around 600 women inmates, encourage them to
read electronically and give them access to prompt e-learning.
In another event to mark Diwali festival, 20-25 children
aged below six years, who are staying along with their mothers in the jail, gave a performance.
"It was an effort to make the inmates and their children feel
good on the festival," Prasad said.

KATHMANDU , Oct 2: India and Nepal signed an agreement on
Tuesday to start selling electricity to each other, deepening energy
ties between the two nations and boosting New Delhi's efforts to
grow its influence among its smaller neighbours.
Under the agreement, India will help develop Nepal's vast
but underexploited hydropower potential and buy electricity to
help tackle its own energy shortages.
The agreement commits both countries to buy and sell
electricity during times of shortages.

locality, Superintendent of

SRINAGAR, Oct 21: Jammu
and Kashmir chief minister
Omar Abdullah expressed
hope on Tuesday that Prime
Minister Narendra Modi
would take a "serious look" at
the issue of AFSPA as the time
was "opportune" to make
progress on it.
"Regardless of what happens over the next few
months (due to elections), I
do hope that the Modi government will take a serious
look at this issue of AFSPA.
And I believe, I believed even
a few years ago but more so
now, given the fact that there
has been a steady improvement over the years, that this
is an opportune time to make
progress on that issue," Omar
told reporters here.
For the past several years,
Omar has been pitching for
phased revocation of the controversial law that gives
sweeping powers to the
Armed forces involved in
anti-militancy operations in
the state.
The chief minister said
though the situation in the
state had shown a considerable improvement over the
years, new "reasons were
found" to not proceed on the
issue of revocation of
AFSPA.
"The situation showed a
considerable improvement.
Year on year, there has been
reduction in militancy in double digits, percentage wise. If
you take the base as 20082009, the decline in the
militancy has been of the order of 60 to 70%.
"But unfortunately new
reasons were found to not
proceed on the AFSPA issue,
particularly the withdrawal of
the US forces from Afghanistan. We were being led to
believe that 2014 was going
to be a very violent year for
Jammu and Kashmir because
the withdrawal of the international
forces
from
Afghanistan would lead to a
corresponding increase in
militancy in J-K. (But) that
didn't happen," he said.
Omar said none of the
persons involved in waving
of ISIS flags in Srinagar had
any links to militancy.
"Police has conducted an
inquiry into it and most of the
people who have been found
to be waving (ISIS) flags
have been identified ... till
now, none among them has
been found to be related to
militancy," Omar told reporters on the sidelines of a
function here.
The chief minister said a
case has been registered
against those involved in flag
waving incidents.
India warns Pakistan of more pain
NEW DELHI, Oct 21: India
warned Pakistan on Tuesday
of more "pain" if it continued
to violate a ceasefire on their
disputed border in Kashmir
and said it was up to Islamabad
to create the conditions for a
resumption of peace talks.
The two sides exchanged
mortars and intense gunfire
this month, killing at least 20
civilians and wounding dozens in the worst violation to
date of a 2003 ceasefire.
While the firing has abated,
tension remains high along a
200-km (125-mile) stretch of
the border dividing the nuclear-armed rivals.
"Our
conventional
strength is far more than
theirs. So if they persist with
this, they'll feel the pain of
this adventurism," Indian
Defence Minister Arun
Jaitley told NDTV in an interview.
Indian Prime Minister
Narendra Modi's government
came to power in May promising a tough response to
violence in the Himalayan
territory.
It accuses Pakistan of
helping Islamist militants
cross into its side to keep
alive a 25-year armed revolt
in India's only Muslim-majority state.
Military officers on both
sides say Indian border commanders adopted a more
aggressive stance in the
clashes this month, firing
1,000 mortars on one day
this month.
It was not clear what triggered the fighting. Pakistani
army officials said the trouble began with India's
decision to beef up border
defences, in violation of the
ceasefire pact.
Indian army commanders,
for their part, were incensed
by the killing of a soldier on
their side of the Line of Control in Kashmir in a
remote-controlled explosion
that they blamed on militants
backed by Pakistani army
regulars.
"When Pakistan used to
fire, we always had a shield
in our hand. This time we
also had a sword," said
Jaitley, a close associate of
Modi who is also finance
minister.
Modi invited his Pakistani
counterpart, Nawaz Sharif, to
his inauguration as part of a
push to rebuild trust with
neighbours.
But while relations with
the smaller neighbours are
improving, Pakistan has remained a stumbling block.
In August, the Modi government abruptly called off
talks between the two countries' top diplomats, objecting
to Pakistan's ambassador to
New Delhi holding talks with
Kashmiri separatists ahead
of the meeting.
Jaitley said it was up to
Pakistan to create the conditions for dialogue.
"Of course we can talk to
Pakistan, but it is up to Pakistan to create an atmosphere for talks. Pakistan has
to stop triggers which upset
the environment in which
talks are held," he said.
