"It was the Congress government which imposed the Act taking into account the growing militancy in the Valley and Chidambaram was very much there, holding pivotal position in the central government," he told PTI here. The Minister of State for Parliamentary and Minority Affairs alleged that the Kashmir Valley became a "safe haven for anti-India forces supported by Pakistan" during the Congress rule. "Do we need to remind a former minister, deemed as an extremely intelligent leader, that during Congress rule when Pakistan-based intruders attacked Kashmir and occupied a portion of former Maharaja's state, it was the then government which handed over the dispute to UN and accepted plebiscite. "You create the problem and when your successors take measures to find out the solution, you demand modifications just to avail political benefits," he claimed. Chidambaram had recently termed AFSPA as an "obnoxious law", and said it had no place in a modern and civilised country. The BJP leader also hit out Security measures intensified at senior Congress leader Salman Khurshid asking him to observe the performance of the Narendra Modi Government with open heart, open mind and open eyes instead of giving a year's time for assessment. "There is too much to observe and assess including Jan Dhan Yojna, cleanliness scheme, market determined diesel prices free from administrative control, launching of war against black money and corruption, among others." Khurshid had yesterday said that it was too early to review the shortcomings of the Modi government and it should be given at least six months to a year's time to perform. The union minister also asked Congress leaders to The Supreme Court today grantedfour more weeks' time to the CBI to collect details about all registered NGOs in the country and whether they file balance sheets before the authorities. A bench comprising Chief Justice H L Dattu and Justice A K Sikri asked the probe agency to write to the chief secretaries of the states which are not providing the details despite the court order in this regard. "We will direct the CBI to take appropriate steps," the bench said during the brief hearing of the 2011 PIL filed by lawyer M L Sharma. He was examined at various hospitals when he started refusing food and developing fever. Doctors, however, mistook the symtoms for a minor cold. When the infant was admitted at Sky Hospital, his pulse rate per minute was close to 291. A team led by Dr Shyamkishor, Chairman, Sky Hospital, through utmost care and dedication, was able to succesfully operate and cure the symptom. Speaking to mediapersons, Dr Shyamkishor informed that adults can also develop Wolff-Parkinson-White Syndrome. The doctor advised people with unsual pulse rate to immediately consult a doctor. The court in July had granted three more months to CBI to provide details about all registered NGOs. The agency, however, had submitted that most of the NGOs are not filing IT returns. It had said that Gujarat and Tamil Nadu have not given information about the NGOs working in their states and Andhra Pradesh, Bihar, Haryana, Madhya Pradesh, West Bengal, Odisha and Maharashtra provided only partial inputs. NGOs have come under judicial scrutiny with the Supreme Court on September 2, 2013 asking the CBI to provide details about such The Supreme Court today made it clear to the Jammu and Kashmir government that it cannot force the Centre to take quick decisions on its demand for Rs 44,000 crore for relief and rehabilitation of flood victims. "We cannot to be forcing them to take a decision tomorrow," a bench comprising Chief Justice H L Dattu and Justice A K Sikri said. "Appropriate decision will be taken by the Finance Ministry and the Planning Commission," the bench said in a brief order. The state government has demanded central grant of Rs 44,000 crore for rehabilitation of flood victims. Centre has announced over Rs 1,700 crore assistance to the state to help the flood victims. The apex court asked the state government to apprise it of relief and rehabilitation work undertaken so far by the State Disaster Management Authority (SDMA) in the flood-ravaged state. "You (State) should be in a position to tell us as to what has been done so far," it said. "The state has said that the authority (SDMA) has been constituted and it is functioning. However, the Advocate General has not been able inform us about the decisions taken by it," it said and sought a report from the state government on November 24, the next date of hearing. Earlier, the Election Commission had told the apex court that its Model Code of Conduct will not come in the way of ongoing relief and rehabilitation work for the flood victims in the state which is going to polls in five phases from November 25. The bench is hearing petitions including the PIL filed by Bhim Singh. Earlier, the apex court had favoured relaxation of Model Code of Conduct in poll-bound Jammu and Kashmir to remove any hindrance in government's relief and rehabilitation work. The court had also raised questions about the registered organisations and their financial statements on a PIL seeking probe into alleged embezzlement of funds. The apex court had expanded the scope of the PIL which was filed in 2011 against an NGO, Hind Swaraj Trust, run by anti-corruption crusader Anna Hazare. Earlier, the agency had expressed difficulty in probing and collecting information on NGOs and had pleaded that the task be handed over to states, but the plea was summarily rejected by the court which directed the agency to comply with its order. "If CBI can probe murder cases then why not probe against NGOs? You can do so many things, you do it also," the bench had said.
