smuggler, troops of 30 Assam
Rifles of 9 Sector AR under the

Free assessment camp
IMPHAL, Nov 18: Free assessment camp will be
organised by the National Institute for the Empowerment of
Persons with Multiple Disabilities (NIEPMD), Chennai
with Spastic Society of
Manipur with an aim to provide
aid and appliances to persons
with disabilities in Manipur.
The camp will be held at
SSM premises, Ghari, Airport Road near HRD
Academy on Nov 21 from 9
am and at Kiyamba Shanglen,
Bishnupur near DC Office on
Nov 22, according to a statement.
The distribution of aid and
appliances would be held in
the last week of December.
Senior citizens can also avail
the benefits.
IED recovered
IMPHAL, Nov 18: Troops of
9 Assam Rifles of 26 Sector AR
under the aegis of HQ IGAR
(South) detected a suspected
IED on Nov 17 while patrolling
to New Mongjang. The
suspicious IED was placed at
the base of a tree in the general
area New Mongjang. The area
was immediately cordoned off
and bomb disposal squad was
called in who later destroyed the
IED. Owing to the vigilant
troops of the Assam Rifles who
spotted the IED on time,
casualty to either civilians or
security forces was averted, a
statement issued by the PRO of
IGAR (S) said.

New buffalo breed distributed to farmers

Husbandry Department with
funding from the North Eastern
Council (NEC) under Ministry
of Development of North
Eastern Region (DONER),
distributed a new buffalo
variety Murrah (Milch Murrah
Buffalo) to selected farmers in
a function held at the District
Veterinary office, Thoubal
today.
The Murrah breed buffalo
(Bubalus bubalis) is a breed
of domestic water buffalo
mostly reared for dairy production.
The distribution event was
graced by Veterinary & Animal Husbandry, Commerce &
Industries and Sericulture

Delivering the keynote address of today’s function,

Saidokhum Joute said the
department would, under an
NEC funded scheme ‘Adoption of Milch Murrah
Buffaloes in and around
Loktak Lake’, hand out a total
of 400 buffaloes to selected
farmers.
Out of a total of 150
Murrah buffaloes which were
meant to be distributed during
the first phase of the distribution session that was held in
the State Veterinary office today, the department was able
to hand out only 40 such animals to the selected farmers,
the remaining 110 being on
the way.
OT inaugurated at Senapati Hospital
SENAPATI, Nov18: The much awaited operation theatre (OT)
was inaugurated at Senapati district hospital today. The OT debuted
today with a successful delivery.
RD&PR Minister Francis Ngajokpa attended the inauguration function as the chief guest in the presence of Health
Service & NRHM Director Dr Okram Ibomcha, Deputy Commissioner Jacintha Lazarus and CMO Dr Loli Mao.
Civil bodies’ members, NRHM officials, district medical
officials and others also attended the function. CMO Dr Loli
Mao in his welcome speech expressed difficulties of making
the hospital functional due to the shortage of grade IV staff
especially nurses as there are only 11 nurses against the
requisite strength of 29. The hospital is also in need of one
radiologist, OT technician and one CSSD. Presently, there is
only one specialist in Anesthesia, 2 gynaecologists and two
trained anaesthetists.
Francis Ngajokpa while lauding the State and district officials in fulfilling the wishes of the people also acknowledged
the contributions of Chief Minister O Ibobi who after laying
the foundation in 2006 pushed hard to make the upgraded
hospital a reality.
The Minister said that the significant declining incidences
of bandh and other forms of agitation for the past two years
paved the way for developmental activities.
He also appealed to the civil bodies to provide moral and
physical protection to the medical sector to enhance health
services.
JD(U) appeals

IMPHAL, Nov 18: The Janata Dal United(JDU) today urged all
the 60 MLAs of the State to take a decision for the removal of the
Disturbed Area Status in the State during the forthcoming winter
session.
Speaking to mediapersons, Janata Dal United Manipur Unit
president M Tombi stressed the need of removing AFSPA
from the State which has claimed many innocent lives. He also
condemned the Government for charging rights activist Irom
Sharmila, who has been on a fast demaning the repeal of
AFSPA, of attempting to commit suicide.
On Inner Line Permit System, M Tombi said that the
Committee formed by all the political parties of the State is
making its best effort to impose the ILPS at the earliest and
a proposal regarding the matter would be submitted to the
State Government soon. Moreover, JD (U) and Aam Admi
Party have also submitted a regulation to the State Deputy
Chief Minister. M Tombi also appealed to the Committee of
Higher Secondary Students Union of JCILPS to co-operate
and not resort to any agitation.
Speaking on the upcoming Sangai Festival, M Tombi
urged the State Government to provide better power facilities
to prevent crime and for the convenience of the commuters.
Rally organised
IMPHAL, Nov 18: The Peace and Vigilant Team members and
Rani Gaidinliu Resource Centre and Organic Farmers of Noney
Zone conducted a rally for peace and non-violence at Noney on
November 17.
Around 300 people took part in the rally which started
from Happy Colony and culminated at the community ground,
Noney III. Resource persons Masana, Additional Public Prosecutor, Imphal West and Pantipuilu Golmei, Human Rights
defender deliberated on the protection of women’s rights and
women’s participation in the village decision making process.
Truck saved from being gutted
IMPHAL, Nov 18: Timely intervention of the Manipur Fire
Service team saved a straw loaded vehicle from being completely
gutted. A truck loaded with straw (MN 01-6774) caught fire after
it came into contact with a powerline along Malom Yarou Loukon
-Konthoujam road in Imphal West district today around 2 pm. The
owner of the truck is one Yumnam Romel (46) of Malom Tuliyaima
Awang. The fire was extinguished with the intervention of the
Manipur Fire Service team.
Although the scheme was
meant for Loktak and its surrounding
areas,
the
Department would distribute
the animal to farmers residing
in catchment areas, the Director added.
The buffalo breed has been
purchased from a cooperative
farm in Haryana where this
particular breed is believed to
have originated.
Construction of sheds and
distribution of fodder for the
animal also comes under the
scheme, Joute informed. The
construction works, however,
would be taken up by
Manipur Tribal Development
Corporation.
The Murrah breed buffaloes are tame animals and do
not require much maintenance. The buffaloes thus
distributed come with a one
year insurance package and
are mostly three-four months
expecting cows, Joute added.
Speaking on the occasion,

Govindas
Konthoujam said out of an
estimated 2.36 litres of milk
demand every year, the State
contributes merely 81000 litres. That is, the production is
lagging behind by about 50
per cent or more than the
consumers demand.
The introduction of the
Murrah breed, the Minister
added, is mainly aimed at increasing milk productivity
and economic growth of the
State.
The Minister also advised
farmers to consult their nearest veterinary centre in case
these buffaloes fall sick and
added that the department
would contribute every possible help in the rearing of the
animal.
The Minister also declared
that the department shall provide motorcycles for its staff
to carry out artificial insemination of these animals.

interact with disabled people

Three members of Light for the

confederation of National
development NGOs had an
interaction programme here
today at Kangpokpi Women
Welfare Organization office.
The interaction programme
was hosted by All Disabled
Union, Sadar Hills (ADUSH)
in collaboration with Manipur
North Economic Development
Association
(MANEDA).
More than 60 disabled
persons within Sadar Hills
attended the programme
which was also attended by
various CSO leaders including Kuki Inpi Sadar Hills,
Kangpokpi Town Committee,
Kangpokpi Women Welfare
Organization, Senapati Disabled People’s Association
Manipur (SDPAM) and special educators from SSA.
Many disabled persons
highlighted their problems
and hardships to the members

IMPHAL, Nov 18: The Kangleipak Students' Association (KSA)
today met Director of Education (S) to highlight the grievances of
All Manipur Govt Aided School Employees' Coordinating Committee which has been launching agitations on various demands
including implementation of ROP, 2010.
According to a statement issued by the KSA, the Director
has assured all possible help to fulfil the demands of the Aided
School employees and settle the issue once and for all.
The Association also exuded confidence that the Education
Minister would give positive response to the demands during
a meeting with the AMGASEC Committee tomorrow.
In case of failure to meet the demands during the talk, the
KSA in collaboration with the teachers would launch different
forms of agitation, it cautioned while urging the authority
concerned to understand the sentiments of the teachers and
students communities.

Court cancels bail of journalist,
sends him to jail
NEW DELHI, Nov 18: A
journalist, facing trial under the
Officials Secrets Act for
allegedly procuring documents
and uploading them on a news
portal, has been sent to jail by a
Delhi court which cancelled his
bail granted earlier saying he
was "intentionally delaying"
the proceedings.
Mathew Samuel, who
worked with news portal
tehelka.com, was sent to judicial custody till November 21
by special CBI judge J P S
Malik who said there was no
justification in releasing him
on bail again.

WAD decries police action
IMPHAL, Nov 18: Women Action for Development (WAD) has
expressed serious concern over the injuries caused to six girl students by the cops while taming the agitating mob which protested
the rape and murder of a girl at the premises of CJM Court Thoubal
yesterday.
Though the accused was remanded to 5 days police custody, people of the State lack trust and faith in the investigation
system and the protocol of delivering proper justice, a statement issued by WAD said.
"It is an act of injustice that the agitated student girls were
brutally treated by the cops while taming the agitated crowds
which turned violent, thereby victimizing and injuring 6 more
girl students," the WAD statement said.
Such routine incidents are very unfortunate and highly
condemnable, it said while adding that special mob controlling
tactics and training are highly essential for the cops to tame
mobs so that there is less damage.
The negligence of the Home Department and prolonged
trials of the convicts lead to distrust on the system from
people's perspectives.
Implementation of special fast track Courts for crimes
against women and children and thorough investigative protocol by the investigating agencies within a limited time frame
can serve in delivering proper justice.
Women Action for Development also expressed serious
concern over the bail demanded by a rape accused SN
Ngoupuni on ground of illness.

quashing of the trial court order framing charges against
him for allegedly hatching a
criminal conspiracy with government officials to obtain
secret papers in 2000 is pending before the high court.
The trial court has fixed
November 21 for recording of
statements of prosecution witnesses in the case.
CBI had alleged that
Kumar, Thomas, Bahal and
Samuel entered into a criminal
conspiracy to obtain secret
documents, which were exhibited on tehelka.com on
October 9, 2000.

website had put out a story
"Are Dutch Innocent" which

SENAPATI, Nov 18: A one day awareness programme on
Livestock Insurance Scheme, was organised by the District
Veterinary office, Senapati today at the DRDA Conference hall.
The awareness programme was sponsored by the Manipur
Livestock Development Board, Sanjenthong, Imphal and was
inaugurated by ML Markson, President, NPO as the chief
guest and Kamal Kumar Das, general secretary, Taphou Area
Multi-Agricultural and Livestock Farmers’ Society, as the
president of the function in the presence of Dr H Shantikumar
Singh, Joint Director, DVO Senapati and other doctors of the
Veterinary Department. About 70 farmers attended the awareness programme, where Th Phunindro Singh, Development
Officer, Oriental Insurance Company Limited, Imphal, Dr O
Lokendro Singh, Vety Officer, Manipur, Livestock Development Board, were the resource persons who enlightened the
farmers with the need and importance of insuring livestock of
farmers through the financial assistance from the Government

Rally cum public convention
IMPHAL, Nov 18: A mass rally cum public convention will be
held at Thanagong village and Khangsillung Higher Secondary
School, Khoupum on November 21 at 10 am in support of the
development of Bishnupur-Nungba road (Tongjei Maril) and to
defend the disruption of the development works from any
individual and organisation, according to a statement issued by the
convenor of Zeliangrong Students’ Union Khoupum Area
(ZSUKA).

Man from Rajasthan shows
Ebola-like symptoms
JAIPUR, Nov 18: A 35-year-old man, who showed Ebola-like
symptoms, was kept at an isolation ward at Sawai Man Singh
Hospital here before he left for Delhi.
"The suspected patient, identified as Mohammed Rehan
Khan, was suffering from fever and blisters. He first reported to a private hospital last evening from where he was
referred to the medical ward at Sawai Man Singh Hospital,"
Head of Medicine Department of the hospital Dr C L Naval
said.
"Last midnight, the patient left the isolation ward with his
relatives to Delhi after submitting a letter of leave against
medical advise," Naval said.
The patient, who belongs to Vidhyadhar Nagar area in the
city, had recently visited Vadodara. A preliminary clinical
investigation indicated that the patient had no contact with
any other Ebola patient nor he travelled abroad, Naval added.
