Political parties, civil society and advocacy groups have repeatedly been saying that the elections could have been held after five or six months instead of in the wintry months of November and December. They said that both the state and Central Governments, besides the Election Commission, could have agreed to declare President’s rule, rather than going ahead with the poll schedule in a calamity-ridden region. The latest to join the poll critics’ bandwagon is the advocacy group -- Kashmir Centre for Social and Development Studies (KCSDS)—which today called for a more holistic approach to the socio-economic concerns of the people of the flood-hit state. Addressing media in the capital today, KCSDS chairperson Professor Hameedah Nayeem demanded a highlevel judicial probe into the reasons for the holding of elections at this time; to investigate the causes of the flood; the criminal negligence of warnings given in 2010 by flood control authorities, and to fix responsibility on those guilty on a priority basis. She further stated that while nobody can predict or stop the vagaries of nature; the government, both at the state and central levels, could have plugged all loopholes in advance and taken necessary measures to lessen the impact of the flash floods. Nayeem said that the probe must be completed in a timebound manner of three months. She said that looking at the magnitude of the losses incurred in 20 of the state’s 22 districts, the state and central governments would do well to seek international aid and assistance to restore normalcy at the earliest. “The magnitude of the challenge to reconstruct Kashmir demands multilateral and multi-pronged steps, including a liberal financial package, policy interventions, debt waivers and soft loans,” she said in a statement. “Given that the capital of the business community has got eroded, and the property of the salaried classes is devastated, the Jammu and Kashmir state should be declared a free economic zone with a tax holiday of about 20 years,” she further stated. Nayeem said that the Centre should approach multilateral institutions like the Asian Development Bank (ADB) for disaster risk man- Women need to be encouraged for greater participation: Lekhi NEW DELHI, Nov 7 Speaking at a session on ‘Gender Equality: The Unfinished Revolution’ at the India Economic Summit, Member of Parliament Meenakshi Lekhi said that women need to be encouraged for greater participation. Citing the example of Gujarat, she said her party had been encouraging participation of women at all levels – the Panchayat and the Legislative Assembly – through measures such as 33 per cent reservation for women, saying that her party believed in increasing participation and empowerment of women in the event which was organized by the Confederation of Indian Industry and the World Economic Forum in New Delhi. Focussing on gender-based norms and perceptions and how they could be transformed in India, the session saw panelists and participants speaking on women in different spaces in their life: at work, at home, and in their various roles, the perception and the reality. Film Director Shekhar Kapur who directed films like Bandit Queen and Elizabeth, said that both his films dealt with the issue of power: in one, the assertion of male power, caste dominance through rape and in the other political power and how the protagonist had to deny her sexuality in order to rule and dominate, especially the men. “Culturally, especially in the Indian sub-continent, we see women as property. We need to change that, he argued, and stressed on the role that media could play in changing that perception. We also need to recognize and appreciate the contribution of all women, especially those whose economic contribution may not be recorded conventionally, for example women working in farms, as fisherwomen etc,” Kapur said. “We believe that women should have the freedom of choice,” said Rebecca Reichmann Tavares, Representative, UN Women Multi-Country Office for India, Bhutan, Maldives and Sri Lanka. “We have to understand how women see themselves, and how they make their choices in order to be able to empower them,” she added. While things are changing at the ground level she stressed on the need for better partnerships between men and women in order to bring about change. Sharmeen Obaid Chinoy, Documentary Filmmaker, SOC Films, Pakistan and CoChair of the India Economic Summit, who has made a film on acid attack survivors, said her film explored the concept of choice. “Traditionally, there are so many societal and economic pressures on a woman that she does not really have a choice. We need to break the glass ceiling – of the mind – and of course in the workplace, and empower women to make choices,” said Chinoy. Speaking of the corporate world, Arun Das Mahapatra, Managing Partner, Heidrick and Struggles, India said that gender diversity is the hottest topic in the corporate world. Despite some very successful women, and an acknowledgement of their calibre, the number of women in the corporate world is few. “Moreover, the corporate world loses women, especially in the 25-35 year bracket, when they often leave work to focus on their families and homes. There is a need for role models, mentors, and ways to provide support to women through family-friendly policies to increase their participation and bring about greater gender equality. Going forward we see women playing a very important role,” he said. ANI agement loans in different modes. Dr Javed Iqbal, a physician and a columnist associated with the KCSDS maintained that “There is a state of abnormalcy in Jammu and Kashmir, and the government in the state and at the centre is projecting a state of imposed normalcy to facilitate the holding of elections for political gain.” When asked whether KCSDS had petitioned the Election Commission not to hold the polls at this time, as it is the constitutionally appointed body to be approached, the KCSDS representatives replied in the negative. They, however, maintained that holding elections at this time would send wrong signals to the people of the state. Apart from Ms. Nayeem and Dr. Iqbal, Dr. Mubir Shah and Mr. Shakeel Qalandar were present to address queries from the media. —ANI World Vasectomy Day observed By Our Staff Reporter IMPHAL, Nov 7: Family Welfare Service and National Health Mission, Manipur jointly observed the World Vasectomy Day at the conference hall of Directorate of Family Welfare Service today. Expo gives tips on growing medicinal plants NEW DELHI, Nov 7 Potted medicinal plants growing in the terraces and balconies of city-dwellers may help address one of Ayurveda’s big challenges – disappearing medicinal plant species as green spaces shrink. The Arogya Expo, being held alongside the 6th World Ayurveda Congress at Pragati Maidan here, is a minefield of information for people to wish to not just grow Ayurveda plants for home-made remedies but help conservation efforts. Stalls set up by partners of the National Medicinal Plant Board (NMPB) are displaying and selling medicinal plants, such as Aonla (gooseberry), Aloe Vera, curry leaf, lemon grass, Tulsi, Ajwain, hibiscus, Brahmi, Ashwagandha, Arjuna and Rudraksh, to the visitors at prices ranging from Rs 5 to Rs 100. “Ayurveda plants like Brahmi, Sadabahar, Stevia, Tulsi, Ajwain, Ashwagandha and lemon grass can easily be grown in balconies and on terraces,” said Meenakshi Negi, Deputy CEO of the NMPB. There are leaflets that provide information on how to grow these plants at home and care for them. There is also plenty of information on the medicinal uses of various plants, curative properties, their formulations and dosage. For example Arjun, a plant which can be grown easily in homes, is known to be effective in managing conditions including heart disease, hypertension and diabetes; similarly Giloe can be used to treat stomach ulcers and for building immunity. “Apart from disease, the focus is on suitability of the climate of Delhi to support growth of certain plants, she said, adding, “Sale of Ayurveda plants has been a regular feature of all the Arogya Expos and as has been the experience it is one of the biggest attractions for the visitors.” The plants will be supplied by Delhi Parks and Garden Society, the State Forest Department and partners from states including Uttarakhand and Andhra Pradesh. Negi also said that a new feature of the Arogya Expo is an exhibition being put up by NMPB on ‘Medicinal Plants listed in the Charaksamhita’ for the cure of various ailments. “There is also a display of live plants, dry samples, and photographs of rare species, along with their descriptions and therapeutic uses. The plants will be displayed as per the classical categorisation given in the Charaksamhita (a foundational text on Ayurveda),” she noted. Another new feature of the Expo is a seminar on “Integrating Medicinal Plants with Forestry”. There will be around 250 participants from state forest departments, State Medicinal Plants Boards, faculty and students of different Ayurveda colleges, Delhi University and other experts. “A major objective of Arogya Expo is to showcase the benefits and emerging trends in the AYUSH sector and register Ayurveda in the minds of consumers,” said A Jayakumar, of the World Ayurveda Foundation which is organising the event in collaboration with Department of AYUSH, Union Ministry of Health and Family Welfare, and the Delhi government. —ANI ZSUM, NSUC, TKS urge Govt Contd from page 1 signed between the Government of Manipur and ATSUM. After long, painful, sacrificial service of the contract basis teachers, the Directorate of Education (S) conducted physical verification accompanied by relevant documents in November 2011 and in the process 772 genuine contract basis teachers were found out as per the record. Subsequently, the concerned recommended the higher authority for re-engagement of the said contract basis teachers. However, no positive measures have been initiated till date.
