and Centre for Japanese Language Studies, Imphal would
jointly organise a seminar on
studies in Asian Japanese academy on November 9 at
Johnstone Higher Secondary
School, according to a statement
issued by the Principal of Centre
for Japanese Studies, Imphal. It
asserted that the seminar would
be attended by the Director General and Co-ordinators of Asian
Japanese Academy located in
Fukuoka city, Japan. Students
who have cleared X and XII
standards and parents may join
the seminar, it added.

today said Lungnila Elizabeth
was not only a symbol of unity
for the people of the State but
was also like a star which
shines over all the people of
Manipur.
ATSUM in a statement
appreciated the wonderful
patience, endurance, and the
strong heart shown by the
parents of (L) Baby Lungnila
Elizabeth. The yeomen service done for the people of the
State and also to the students
of Little Flower School by the
parents is well appreciated.
But ATSUM is at pains on
seeing the conditions of the
park at Officers' Club which
was constructed in memory
of the little girl.
"If the Government cannot
maintain it properly we request the Government to
kindly allow ATSUM to
maintain the park for the kids
of the State”, it said.

Baby Lungnila Elizabeth on
her 11th death anniversary.

Jihadi activities in Assam mainly

GUWAHATI, Nov 4
Jihadi activities in Assam are mainly in Barpeta district, said Chief
Minister Tarun Gogoi today.
"Jihadi activities are mainly in Barpeta district. Some people from there and Nalbari district have gone for training
outside," Gogoi told reporters at a press meet here. "The
National Investigation Agency is investigating into it. The
NIA is equipped to do so as jihadi issue has international
ramifications and wider links. Our scope is limited to Assam
only," he said. To a query if madarasas were involved in jihadi
activities, the Chief Minister said, "There is no proof that all
are responsible. One or two persons there may be involved but
that does not mean all there are involved."
"Jihadi activities have been there since 1995. In Assam we
have made over 600 arrests, including Harkat-ul-Jihad- alIslami (HuJI), Muslim United Liberation Front of Assam
(MULTA) elements," he said. Gogoi also took credit for
containing militancy in the state, asserting, "I only have contained insurgency and jihadi activities. They are
interconnected."
"Because insurgency has been contained, development has
taken place in Assam. Investments are coming in," he said.
The NIA yesterday searched in Barpeta district the house
of Sahanur Alom alias Doctor, one of the main accused in the
Burdwan blast case and seized some materials from the house.
The NIA had recently declared Rs 5 lakh reward for information leading to absconding Alom's arrest. PTI

Speaking to reporters, chairman of UTLA SK Thadou
asserted that the cadres who lost their lives were not killed by
any other group but by cadres of another faction of the outfit
UTLA (Robert). He also added that such killing and blood
bath would not ensure peace in the area. Meanwhile he also
conveyed his desire to declare areas under the outfit's dominion as peace zones.

Manipur School of Yoga under the sponsorship of United Committee Manipur (UCM) concluded today at Konthoujam Lairembi
High School, Konthoujam.
Speaking as the chief guest of the programme, Commerce
and Industries Minister Govindas Konthoujam highlighted the
importance of yoga for overall personality development and
well being of the body. He said that yoga should be practised
by all, young and old alike.
The closing ceremony was attended amongst others by

NEW DELHI, Nov 4: External Affairs Minister Sushma Swaraj
today met the families of 40 Indians, still held captives in Iraq, and
assured them that the "earnest" efforts continued to secure the release of the nationals who remain "unharmed".
Meeting the families for the fifth time since the Indians
were taken hostage by Islamic militants ISIS in June, the
minister told them that the "recent contacts indicate that Indians
in Iraq remain in captivity and unharmed", the official spokesperson in the External Affairs Ministry said.
Swaraj also responded positively to a suggestion made by
families that a senior official or a political representative should
be deputed to oversee the situation. "The minister told the
families that the government was not leaving any stone
unturned to secure the release of these nationals. The indications, received as recently as yesterday, show that the Indians
were still in captivity and unharmed," the spokesperson said.
The minister also told the families that government has no
direct access to these nationals but was diligently pursuing the
efforts to secure their release. The 40 Indians were working
on construction projects near the Iraqi city of Mosul. PTI

NEW DELHI, Nov 4: In a
step to rope in professional
experts from the private
sector, the Centre has asked
all ministries to carry out an
exercise for identifying
posts that require people
with specialised or technical
knowledge.
Keeping in line with
Prime Minister Narendra
Modi's promise to the
electorate, the government
may also amend the
recruitment rules in
government services for
accommodating such
experts on contractual
basis with salaries
matching that in the
private sector, official
sources said.
According to the
sources, the aim of such a
move is to ensure entry of
best talents into higher
government posts and to
bring in a higher sense of
participation among the
citizens who would have
an opportunity to
contribute in the higher
echelons of the government provided they
possess the right qualifications and experience
required for a job.
This option is also
available for government
employees, and, in case, a
government employee opts
for an appointment on
salary equivalent to that
of private sector, he or
she will have to resign or
seek premature retirement
before applying for the
post.
"Candidates selected
from outside the government will invariably be
appointed on contract for
a fixed tenure and their
remuneration will be for a
fixed term that could,
however, be renegotiated
once the term expires at
the option of the employing agency," according to
a concept note prepared
by the Department of
Personnel and Training
(DoPT).
The BJP had in its
2014 Lok Sabha election
manifesto said it was
committed to bring
administrative reforms by
opening up the government posts to draw
expertise from the
industry, academia and
society.
This recommendation
was also made by the
Sixth Pay Commission
which submitted its
report in 2008. It had
suggested that some of
the Higher Administrative
Grade (HAG), equivalent
to Additional Secretary,
and Senior Administrative
Grade (SAG), equivalent
to a Joint Secretary, posts
in government requiring
technical or specialised
knowledge be identified
and filled by suitable
officers within and
outside the government.
The Department of
Personnel and Training
(DoPT), which is under
the charge of the Prime
Minister, is awaiting
comments from the
ministries and departments in this regard, the
sources said, after which
necessary rules will be
amended in this regard.
The Pay Commission
recommendations envisaged that selection to
such posts be done
through the Union Public
Service Commission
(UPSC) and the government employees applying
for the posts, at the time
of applying, be given the
option to continue in the
normal pay and allowances or receiving market
driven salary, on selection.
The Pay Commission's
recommendations have
been examined in consultation with the
Department of Expenditure and the UPSC. The
UPSC, which selects IAS,
IPS, IFS and other senior
officials for the government, can make selection
for all posts so identified,
according to the note.
However, selection
methodology shall be
worked out as and when
the complete proposal
specifying details of posts,
duties attached to posts,
qualification and experience required, etc. are
made available to them, it
said.
The tenure may be
kept fixed to three to five
years to execute contracts
on the basis of the nature
and requirement of the
post with no claims for
subsequent permanent
employment. There should
be a provision for annual
review.
The scheme, the
Central Pay Commission
felt, will facilitate infusion
of younger persons that
have excelled in their field
and break the relations
between seniority and
selection to such posts
with high emphasis on

NEW DELHI, Nov 4: One in
five Indian women in
reproductive age do not want to
get pregnant but have no access
to modern contraception, and
the figure rises to one in four in
the 15-19 year age-group, a
global report has said.
India also has a very high
rate of female sterlisation as\
the most preferred tool of
family planning and it alone
accounts for 65.7 per cent of
all contraceptions compared to
a measly 2 per cent of male
sterlisation.
The latest report of Family
Planning 2020, a global partnership of several countries
including India and supported
by the UN, said the number
of unintended pregnancies in
India was 45.71 lakhs in
2013, an improvement from
46.16 lakhs in 2012.
India also succeeded in
averting more numbers of unintended pregnancies by
expending the use of contra-
ception.
It averted 3.61 crore unintended pregnancies in 2013
against 3.52 crore in 2012,
the report has said.
The percentage of women
whose need of modern contraception was met rose to 66
per cent last year from 65 per
cent a year before. The figure
in neighbouring countries like
Bangladesh and Sri Lanka
was over 70 per cent.
"India and Nepal have
highest unmet need. Unmet
need is higher in adolescent
girls than all women," it said.
India has also moved to a
lower growth in modern contraceptive prevalence rate
(mCPR), the report noted and
highlighted that the official
family planning expenditure
saw no increase in 2013.
The mCPR in India rose to
38.7 in 2013 from 38.2 in the
preceding year and there were
30 lakh additional users for
