National IMPHAL THURSDAY 06 NOVEMBER 2014 Former PM Manmohan Singh receives Japan's top National award TOKYO, Nov 5: Former Prime Minister Manmohan Singh was conferred one of Japan's top national awards for his “significant contribution to the enhancement of relations and promotion of friendship” between Japan and India , becoming the first Indian to receive the rare honour. Singh was awarded 'The Grand Cordon of the Order of the Paulownia Flowers' by Japanese Emperor Akihito at an glittering ceremony held at the Imperial Palace in Tokyo on Wednesday. A Japanese Embassy statement in Delhi called the award a "high level National Order" and a rare honour awarded to those who are recognised for their distinguished contribution, adding "Manmohan Singh is the first Indian recipient of this Order." Singh had earlier said that said he was truly honoured and felt "humbled by the love and affection showered upon me by the people and government of Japan." He said it had been his dream to see India-Japan relationship grow and prosper and "this is an objective towards which I have worked, not only in my tenure as the Prime Minister of India, but across the larger part of my career in public service". Singh had served as the prime minister of India for 10 years from 2004 till 2014 when the Congress lost power to the Narendra Modi-led BJP. Delhi father kills daughter's alleged rapist, turns himself in NEW DELHI, Nov 5: A man who tortured and killed his daughter's alleged rapist before turning himself in wanted to send a message that those who commit such crimes cannot escape justice, his wife has said. The 36-year-old father of six turned himself into police last week and confessed to strangling his neighbour after the man allegedly admitted raping the 14-year-old. The man, who cannot be named for legal reasons, told the police he acted after discovering that his daughter was pregnant. Distraught, the teen's mother told news agency AFP her husband was a gentle man. "I only had the chance to see him briefly and he told me he wanted to warn potential rapists that they can never escape justice," said the 32-year-old as she wiped away tears. Her husband remains in police custody. According to the police report, the teenager told her father she had been raped by the family's trusted neighbour and tenant, who had threatened to kill her if she told anyone. A doctor's report confirmed the assault, said the police. "I was shocked because we treated the tenant just like our family member. He breached my trust," police quoted the father as saying. The father, who made around Rs. 200 a day selling snacks on a hand-cart, told his wife he was influenced by the gang-rape of a college student on a moving bus in Delhi in December 2012. "He said the convicts in the (December 2012) case were yet to be hanged. He felt our daughter may never get justice, so maybe that's why he decided to take things in his own hands," she said. According to the police report, the girl's father confronted the tenant, becoming enraged when he showed little remorse. "He then attacked the tenant, gagged and strangled him. After that, he heated a steel spatula on the stove and burned the man's genitals," investigating officer Arvind Pratap Singh said at the local police station. Taliban group threatens to attack India following border blast PESHAWAR, Nov 5: A new Pakistani Taliban group behind this week's devastating suicide bombing on the Wagah border said on Wednesday the attack was as much aimed at India as Pakistan, suggesting that Indian targets might be next. At least 57 Pakistanis were killed during a popular flaglowering ceremony on Sunday when a bomber tried to get as close as possible to the border in a possible attempt to cause casualties on the Indian side as well. Ehsanullah Ehsan, a prominent militant and spokesman for the group, Tehreek-e-Taliban Pakistan Jamaat Ahrar (TTP-JA), said he had warned Indian Prime Minister Narendra Modi that attacks in India were in the pipeline. "I have already conveyed it to Modi ... that if our suicide bombers can carry out attacks on this side of the border, they can easily do it on other side of the border in India," he told Reuters by telephone from an undisclosed location. "I told him that his hands are red with the blood of Kashmiri mujahideen (fighters) and innocent people of Gujarat for which he would have to pay the price." He earlier tweeted in English: "You (Modi) are the killer of hundreds of Muslims. We wl (will) take the revenge of innocent people of Kashmir and Gugrat" (sic). The bigger pay package did not find mention in the budget presented by Finance Minister Etala Rajender today, but legislators from the ruling party Telangana Rashtriya Samiti or TRS say the government plans a Bill in this session to increase the salary of legislators from Rs. 1.2 lakh to Rs. 2 lakh a month. Such a hike will mean an additional expense of over Rs. 38 crore per annum in a state that is reeling under a massive agriculture crisis brought on by an acute water and power shortage. While delayed and deficit rains have played havoc, social activists say no fresh bank loans and poor power supply this season have pushed debt-ridden farmers further into despair. Uttam Kumar Reddy a Congress legislator said it would be embarrassing to get a hike at a time when the entire state is reeling under drought. But Jupally Krishna Rao of the TRS said a salary hike for legislators hike was very justified and the Telugu Desam's Revanth Reddy said the increase should be even more. He said spending a little over Rs. 3 crore on legislators salary was nothing at all, considering they had so many responsibilities and obligations as elected representatives. The BJP's Ramachandra Reddy said his party has not demanded the hike so they "are not responsible." Across parties, legislators however justified the hike in private, saying they need the extra money to function effectively. Chief Minister K Chandrasekhar Rao had also justified his proposal for a hike, saying that when they were presenting a one lakh crore budget, Rs. 38 crore was not a big spending on legislators with many duties, responsibilities and obligations.
