CARE International in Myanmar is a Non-Government Organization representing the CARE
International network. CARE International in Myanmar has been operating in Myanmar since
1995, with a program focus on improving the lives of particularly at-risk and vulnerable
communities. With a strong emphasis on community engagement, the program currently
works in the areas of HIV/AIDS, reproductive health, and primary health care, linked with
rural livelihood improvement. CARE International Myanmar is currently working, with
around 250 staff currently operating from 8 field offices across Myanmar, supported by our
main office in Yangon.
CARE International in Myanmar is looking for a suitable candidate for the following
position:
Program Manager – Operations (Vulnerable Rural Women Program) - (1) Position

Overall Purpose
In collaboration with the Program Director – Vulnerable Rural Women Program, the Program
Manager - Operations (PMO) has the overall responsibility of ensuring good project cycle
management in the Field Offices under his/her supervision. The PMO will mentor and
supervise Field Office Coordinators and support them to ensure that the projects are
implemented as per the proposals and CARE International standards and procedures.
Main Responsibilities
Planning and implementation
 Ensure that projects are implemented to meet requirements of the project proposals.
 Ensure local activity work plans are developed for their respective Field Offices.
 Ensure that Field Office Coordinators regularly review and analyze the projects’
progress and achievements, and propose appropriate change frames
 Draft narrative and financial reports
 Report any concern regarding progress, performance of CARE or partner’s staff
and/or misuse of resources or funds in a timely and confidential manner
Finance, Procurement and Logistics
 Ensure that the Field Office Coordinators and Senior Admin Finance Officers are
applying the respective donor guidelines, CARE financial and procurement policies
and contractual obligations

Ensure that budgets are managed effectively, and where necessary request budget
revisions.
Ensure that costed work plans are developed for each project.
Ensure recruitment and procurement plans are in place for their Field Offices.
Ensure that Field Offices have adequate supplies and equipment to properly
carry out their functions
Knowledge Management and Accountability
 Ensure that Monitoring and Evaluation Plans are in place and implemented for all
projects
 Ensure that program level indicator data is collected and feed to the Country Office
 Ensure a simple system of records of activities are maintain, to support planning and
donor audit requirements
 Ensure publicly available information on and explanation of the Compliant Response
Mechanism, the Humanitarian Accountability Framework and other relevant
project related information
Advocacy and Coordination
 Attends UN, INGO and Government coordination meetings as needed
 Ensure reporting to and coordination with state government departments
Partnership
 Ensures that CARE Partnership protocols are followed for indentifying and
selecting partners
 Ensures that partnerships are regularly monitored in terms of contract
compliance, outputs, M&E plans, reporting and financial management
Human Resources
 Ensure that staff understand and respect CARE’s core values
 Support the Field Offices apply the Annual Performance Planning and Appraisal
system
 Develop Annual Performance Planning and Appraisal plan and workplan for staff
under direct supervision
 Provide advice and support to Field Office Coordinator for conducting capacity
needs assessment and developing an appropriate capacity building plan
 Ensure that the Field Office capacity building plan is resourced and implemented
Safety and Security
 Ensure that safety and security policy and procedures are followed
 Report any safety and security issues to the Safety and Security Officer
 Ensure that there is adequate resources for safety and security in Field Offices
Required Qualifications:
 University graduate.
 At least 4 years experience managing humanitarian programs in Myanmar, including
experience in finance and resource management.

 At least 3 years experience supervising staff.
 Demonstrated strong leadership skills: interpersonal skills, sound judgment,
management skill.
 Strong presentation skills
 Highly developed analytical and communication skills, including excellent oral and
written English communication skills.
 Competence in using information technology including experience with wordprocessing, spreadsheets and database software.
 Willingness and capacity to travel out of Yangon regularly.
 Proven track record of quality performance in highly pressured environments.
