Vacancy Announcement No. Zim/2014:16: Senior Procurement Assistant, at GS7 Level based in Harare (Fixed Term Appointment) Purpose of the Job: Under the general supervision of the Supply Officer, prepares requests for proposals and purchase orders for goods and services, obtains quotations from local vendors for purchasing office and project supplies. Key Result Areas Draft solicitation documents for local procurement, coordinate bid opening and prepare tabulation for adjudication by Supply Officer/Specialist according to UNICEF procurement policy. Draft Purchase orders upon authorized/signed adjudication and review with suppliers for confirmation on UNICEF terms and conditions. Compiles purchase order documents for supervisor’s signature; ensures distribution of signed purchase document; records and keeps up to date all procurement files. In collaboration with the Supply Officer, ensure visibility of supply operations to programme sections through effective periodic reporting on status of supply requests & Purchase order delivery status. Compile & share supply status with programme sections on a monthly basis. Assist programme sections to clarify specification of goods/services and other issues in the procurement action. Assists Supply Officer in preparing documents to be presented to Tender Committee as per Supply policy and regulations. Prepare and ensure all supporting documents are attached to the submissions for review by the Supply Officer. Prepare and maintain procurement records systematically according to UNICEF record keeping policy. Create & Maintain complete & up to-date tender files with original copies of the, Original bids, approved adjudication tabulation sheets, supplier offers, samples for periodic review by Supply Officer Update & maintain supplier profile files for all vendors used by UNICEF over the past 3 years. Monitor and report on shipments from local suppliers, offshore supplies and supplies from clearing agents and government warehouses. Visit project sites and government warehouses to monitor and assess quality, quantity and ensure conformity with regulations for storage of goods received. Identify and report any problems Qualifications and Competencies Minimum first degree in any commercial field, supplemented by courses in purchasing methods, supply chain management and logistics highly desirable. At least five years of progressively responsible clerical or administrative work, with specialized experience in purchasing a variety of materials and services. Experience with computer databases (excels) for the maintenance of procurement records. Knowledge of office and diplomatic protocol arrangements is desirable. Good analytical skills and flair for numbers Good communication and organizational skills. Ability to work in a multicultural environment.
