Vacancy Notice No. Zim/2015/05 WASH Specialist, NOC Level (Fixed Term Post)
Purpose of the Job
The successful candidate will be accountable for formulation, design, planning, implementing, monitoring and evaluation of the
WASH Programme with focus on upstream works to ensure overall efficiency and effectiveness of the programme management,
delivery and accomplishment of programme goals and objectives. He/she will be expected to effectively engage in policy dialogue
with the Government for programme development, advocating for increased equitable public resource allocation and budgeting
towards the WASH sector and sustainable decentralization of WASH services and local capacity building in support of the goal
of universal coverage to support the Millennium Development Goals (MDGs). The role also involves supporting identification of
gender inequalities and implementing programmes to eliminate the inequalities.
Key result areas
 Support development, implementation, and monitoring of WASH sector policies, strategies, sector investment plans,
frameworks and coordination of national level initiatives.
 WASH programme monitoring and evaluations effectively conducted to improve programme performance, and
programme status report timely prepared. Gender/ sex disaggregated data and inputs relevant to country programme
provided as integral part of programming. Ensure programme efficiency and delivery through a rigorous and transparent
approach to evaluation.
 Enhance effective programme, sectoral or inter-sectoral, planning, development and management by coordinating partners
that include government at local and central levels.
 Addressing gender inequalities and determinants of inequalities through accurate and complete monitoring and analysis.
 Promote the quality of rights-based WASH programmes through participation in the formulation of programme/project
goals, strategies and approaches. Bring coherence, synergy and added value to programme management processes using a
results-based management approach to planning and design, implementation, monitoring and evaluation.
 Participation in major evaluation exercises, programme reviews and annual sector review meetings with government
counterparts.
 Promote the organization goals of UNICEF through advocacy and policy dialogue through active engagement in
communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of
UNICEF mission, goals and programmes, and with reference to WASH Strategy.
 Certifies disbursements of funds, monitors and submits financial status reports to management in compliance with the
regulations and guidelines.
 Ensure adequate attention is given to Disaster Risk Management, including emergency preparedness.
Qualifications and Competencies
 Advanced University degree in one of the following disciplines; Public Health, Civil Engineering, Sanitation Engineering,
Social Sciences, Public Policy, Social Policy, Social Development, Community Development, additional training in M&E an
asset.
 Five years of progressively responsible professional work experience in the UN or other international development
organization, national government or the private sector. Professional experience must include a minimum of two years of
work experience in policy related and upstream works at national level.
 High computer skills and knowledge of SAP operating system is an added advantage.
 Current knowledge of humanitarian and development issues, strategies, as well as programming policies and procedures in
international development cooperation.
 Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills.
 Good analytical, negotiating, communication and advocacy skills.
