The Human Security Division of the Swiss Federal Department of Foreign Affairs / Directorate of
Political Affairs is looking for a
Human Security Adviser for Ukraine (100%)
(based in Kiev)
to strengthen Switzerland's role in Ukraine in the field of human security, specifically peace policy and
human rights.
Tasks and Responsibilities:
Drawing on the Ukraine Cooperation Strategy for 2015-2018 and the annual planning of the Human
Security Division (HSD), he/she will contribute to the development of the HSD programme in this
country bearing in mind the need for a coherent Swiss approach. He/she will be responsible for
implementing and following up activities under the programme. This includes:








Giving substance to, developing and managing the HSD programme, in collaboration with
international and local partners;
Identifying new projects and project partners, evaluating project proposals and submitting them to
the HSD;
Monitoring and following up projects (content and financial development);
Preparing information on the political, economic and social situation in the region, as relevant to
the HSD's programme and peacebuilding projects;
Closely coordinating activities with the embassy and cooperation office;
Coordinating Switzerland's activities with those of other international stakeholders, as well as with
local and regional initiatives;
Establishing and maintaining a network of key contacts with local, regional and international
partners and stakeholders;
Regular reporting to the HSD and writing the annual human rights report on Ukraine;
Requirements:
 Advanced university degree in a relevant field;
 Further specialization in human security, conflict resolution and transformation, and human rights
would be a significant advantage;
 A minimum of five years' professional experience, preferably in human security, conflict resolution
and transformation, and human rights, some of which has been spent in the field;
 Sound track record in programme and project management;
 Familiarity with the geographical context and the relevant conflict would be a significant
advantage;
 Experience in process support and working with local and international partners;
 Familiarity with the federal administration and the FDFA is an advantage;
 Initiative and reliability;
 Good communication skills;
 Very good command of two national languages and English (written and spoken);
 Good knowledge of Russian and/or Ukrainian is an advantage;
 Excellent physical condition;
 Driving licence;
 Swiss nationality.

Swiss Expert Pool for Civilian Peacebuilding
The deployment of civilian experts within the scope of Switzerland’s policy on peace, human rights,
and humanitarian issues is part of an old tradition. According to the specific needs, these civilian
experts are made available for temporary civilian peace projects in such capacities as election
monitors, police advisors, or specialists in domains such as constitutional matters, mediation, rule of
