SIX POLICIES THAT WERE RATIFIED AT THE OCTOBER 15TH SC MEETING ARE INCLUDED AT THE END OF
THIS NEWSLETTER FOR YOUR INFORMATION
Policy making and reviewing, as anyone who has been engaged in the process will know, is slow
work. The process at NFPS involves consultation with staff, students, the whole parent
community through the Newsletter, and School Council. The Policy Committee has been
remarkable this year, churning out excellent policy after excellent policy. Their work is a
testimony to the fabulous, high functioning School Council that we have at the moment. All
policies that appear at the end of this Newsletter have now been passed as policy by School
Council, to be reviewed after four years. Thanks
to Linda Ratcliffe, the Convenor of the policy
committee, and to the quietly achieving parents,
Tim and Ashika, who have slaved hard to get the
work done.
Choir at St Vincent’s hospital
Thanks to Jacqui Micallef and the super stars of
the Grade Three/Four choir who went to St
Vincent’s Hospital yesterday to sing to some of the
older patients. They were so much appreciated
that they “threw in a Christmas Carol” to use
Jacqui’s words. Well done all of you for gladdening
the hearts of those elderly people stuck in hospital at the moment!

A WEEK IN THE LIFE OF A GRADE 5/6 STUDENT - how “IT” is taught at FNPS Parents have been asking me whether our staff have the capacity to utilise 1:1 computers across the curriculum
effectively. By way of answer, I have included a weekly, routine, staff team teaching and learning planner. It
demonstrates how technology is integrated by teachers across the curriculum. The rest of the Newsletter
demonstrates how students do an awful lot of things OTHER than work on computer!.
ALL THE ITEMS IN ORANGE ARE THOSE USING COMPUTERS.

2015 ESSENTIAL ITEMS LEVY
ESSENTIAL ITEMS LEVY for 2015
In order to gain a basic education, each year each
child needs to use essential items such as paper
and books, pens and pencils, materials for
projects, tests and art supplies. In the past our
School Council has resisted requiring parents to
pay these costs, as a free education is something
we have always valued. The problem is, that the
already inadequate Government funding available
to us has effectively decreased over the years,
while costs have risen. As a result, it has become
impossible to maintain the quality of education
that we offer our children at North Fitzroy Primary
School (NFPS) without recouping the costs from
parents of basic essential educational items.
We have been collecting this Levy for 3 years and
we thank the school community for embracing
these charges.
All local schools charge for essential items. This
request for such a payment is also in accordance
with DEECD policy.
To keep up with increases in program costs and
decreases in Government funding School Council
endorse the charge to parents of $250 per child.
A letter regarding the payment of this Levy will be
sent home early Term 1 in 2015.
Yours sincerely,
School Council







A letter will be sent to all families at the start of each school year explaining the need for fundraising
and the general areas where parent-raised funds are used.
To limit the financial demands on NFPS families and to maximise the support of each fundraising
activity, only two major fundraising events may be approved each year in addition to the Voluntary
Contributions scheme, the Annual Fete and the Raffle.
An additional four Canteen fundraising events may be conducted by the Canteen each year, solely for
the purpose of supplementing Canteen running costs.
Four minor Junior School Council fundraising events will be approved each year, as determined by
JSC. The funds so raised will generally be targeted at external charities, for the purpose of building a
philanthropic disposition within the student body.
The fundraising committee as a sub-committee of School Council will take responsibility for assessing
all fundraising proposals and recommending them for approval, within DEECD guidelines, with the
proviso also according to DEECD requirements, that no fundraising proposal may be refused by
Council until a meeting between the following people has been held to discuss the proposal: The
School Council President, the Principal, two representatives from the group proposing the fundraiser,
and one more School Councillor.
A fundraising plan and calendar will be created annually by the fundraising committee at the time of
the budget preparation and be published at the same time as the budget.
The fundraising plan and the fundraising calendar will be reviewed at this time each year by the
fundraising committee.
The net profit of each venture will be published in the school newsletter as soon as practicable after
each event.
The relevant figures will be reviewed by the finance committee after each fundraiser in a timely
fashion.
An estimation of funds to be raised annually will be indicated as revenue during the annual budget
preparation process.

TALENT SCOUTS POLICY
RATIONALE
DEECD recognises that agents or representatives of cultural, sporting, recreational or business
activities sometimes approach schools wishing to identify students who could contribute to their
activities, and that many school communities consider these contacts to be of educational benefit
to the students concerned.
North Fitzroy Primary School community supports the school facilitating such contact during
school time.
AIM
To ensure that opportunities for contact with external bodies such as children’s choirs, orchestras,
drama groups, sporting associations, television and film companies, will be passed onto parents
from time to time.
EXECUTIVE LIMITATIONS
Individual parents will make the final decision as to whether their own children participate in such
opportunities passed on by the school.
Written permission from parents will be required for any activities taking place during school
hours.
Opportunities for contact with external agencies may also be included in the Newsletter from time
to time at the school’s discretion.
The Principal has operational responsibility in relation to the talent scouts who are allowed into the
school.
EVALUATION
The Talent Scouts’ Policy should be read in conjunction with the school’s policy on Volunteers &
Visitors to School.
This policy will be reviewed as part of the school’s policy review cycle.

VOLUNTEERS & VISITORS TO SCHOOL POLICY
RATIONALE
While DEECD stipulates that schools are educational institutions and not public places, it recognises that
the involvement of parents/carers and others from the community can play an important role in children’s
development and learning. It is also acknowledged by DEECD that there are potential risks in allowing
visitors into schools, including those who are members of students’ families or members of the local
community.
AIM:
To ensure the safety and privacy of all students attending North Fitzroy Primary School.
EXECUTIVE LIMITATIONS
Visitors to North Fitzroy Primary School may include parent and community volunteers, invited speakers,
sessional instructors, representatives of the community, business and service groups, prospective parents
and employees, canteen volunteers and local members of State and Commonwealth Parliaments.
All visitors are required to register their arrival and departure in a visitor’s book and wear a visitor’s badge
at all times during their visit.
Requirements of the Working with Children Act 2005 in relation to paid or volunteer workers who need to
have a Working with Children Check are to be followed.
All regular volunteers are required by the school to undertake a “Volunteers in Schools” training session,
sign a Confidentiality Statement and obtain a working with children’s check before assisting in the
classroom or participating in activities outside the classroom, e.g. Canteen.
In a school’s operations, there may be activities, such as a guest speaker for a VIP program, in which
visitor participation will be under constant supervision of a teacher and of minimal time duration. On these
occasions the school may use its discretion as to whether or not a working with children check may be
practical or necessary.
According to DEECD, visiting speakers are in a particularly privileged situation in that they have the
opportunity to directly influence students. Therefore the school will ensure that the content of
presentations and addresses is appropriate.
The Principal has operational responsibility in relation to the visitors who are allowed into the school.
The Volunteers & Visitor’s to School’s Policy should be read in conjunction with the school’s policy on
Talent Scouts and Class Helpers.
EVALUATION
This policy will be reviewed as part of the school’s policy review cycle.

CLASS HELPERS POLICY
RATIONALE
This policy should be read in conjunction with the Volunteers & Visitors to School Policy.
It is recognised by the school that parents, carers and grandparents at North Fitzroy Primary School can
make a valuable contribution to the learning of all the children at the school. Classroom teachers may
therefore invite them to assist with class activities and programs in a voluntary capacity at appropriate
times, under teacher direction and supervision.
AIM



To safeguard the safety, privacy, learning and well-being of all children at the school while
appropriately including parents, carers and grandparents as classroom and school volunteers.
To respect the professional integrity and expertise of classroom teachers.
To ensure that the smooth running of the daily program is not unduly interrupted.
EXECUTIVE LIMITATIONS
1. The number and frequency of volunteers must not interfere with the teaching and learning program.
2. The number of classroom helpers, and their timetabling, is entirely at the discretion of the teacher
concerned who must invite parents in writing to participate in the class helper program.
3. Once accepted into the program, prior to assisting any teacher, all class helpers will:
 Undertake a Volunteers in Schools Training session, conducted by a senior member of the
teaching staff, at a time determined by the school.
 Provide evidence of a current Working With Children Check.
 Sign a confidentiality statement each year.
 Collect an identification badge and sign in at the front office at each attendance.
4. In carrying out their role all class helpers will:
 Wear the identification badge in an obvious place for the duration of their stay, and return it to
the front office when signing out.
 Take direction from the teacher as to their duties, the manner in which they will be carried out
and the students with whom they will work.
 Begin punctually and respect the duration of the negotiated time.
 Respect and adhere to the timetable created by the classroom teacher.
EVALUATION
This policy will be reviewed as part of the school’s policy review cycle.
