Rep. Mursau presents check to Wabeno
Area School District

The Wabeno Area School District will be putting $162,192.76 to good use
following a ceremonial check presentation by 36th District Assemblyman Jeff Mursau, last
Tuesday evening in Wabeno.
Mursau was instrumental in changing the payment of National Forest Income,
(the 25% fund) from townships to school districts. Other area schools will also benefit from
these funds.
Accepting the check is Janet Opelia, school board president on the left, and Kim
Odikirk, Superintendent of the Wabeno Area Schools, on Rep. Mursau's right.

Woods In Bloom is very happy to present speaker
Loren Hansen on Wednesday, May 14th, at 6:00 p.m., at
the Lakewood Town Hall.
His topic, which is very suitable for this garden
planning and planting time, will be Perennial Garden
Design. Loren is a graduate of UW Madison with a degree
in horticulture. He is co-owner of the “Plant People” in
Green Bay that does interior plantscaping and garden
design. He has grown up quite familiar with perennials,
annuals and roses; his father is Lee Hansen of Green Bay
known as the “Plant Doctor.”
Loren has taught many gardening classes at
NWTC so now come and learn how to create beautiful and
successful perennial gardens for our area. No matter if you
want a formal or informal garden, find out what plants work
best together, whether in sun or shade? If you like to
garden, this is sure to be an interesting and enjoyable
evening learning and sharing garden tips.

Rep. Sean Duffy introduces H.R. 4549 to allow states to
properly manage national forests
Washington D.C. – Currently, 65 million acres of
the National Forest System remain at high or very high risk
of catastrophic wildfires, and up to 82 million acres are in
need of forest health treatments. U.S. Congressman Sean
Duffy (WI-07) introduced a bill this week that would require
the U.S. Forest Service to manage national forest lands to
meet annual timber harvest volume requirements in an
effort to reduce these risks.
If, after five years, the Forest Service is unable to
meet the requirements for a designated area, Rep. Duffy’s
bill would allow the state in which the forest is located to
apply to manage the area.
Rep. Duffy offered, “The state and counties have
the resources and know-how to sustainably manage state
forest lands – management that is not currently taking
place on federal forest lands. States should be given the
opportunity to assist where the U.S. Forest Service is
coming up short.
“Federal forests provide habitats for wildlife and
offer amazing recreational opportunities for outdoor
enthusiasts. They also serve as critical resources for our
nation’s timber industry, from loggers and sawmill
operators to manufacturers of forest products and
biomass and renewable energy. We should do all we can
to ensure that our forests, and surrounding communities,
can be sustained for future generations.”
Some estimates show that as many as 4,000 jobs
could be created if Wisconsin's forests were managed at
allowable sustainable levels.

businesses and purchase a green or gold shamrock. The green shamrocks are one dollar and the
gold are five dollars. The money raised helps families that have someone with muscular dystrophy.

The NEA Foundation funds student response system project
WASHINGTON, DC — Laona School District
counselor Debra Kruger and science teacher Steve
Kircher have received a $2,000 Student Achievement
Grant from the NEA Foundation to implement the use of a
student response system in middle and high school
science classes. The system will provide educators
immediate feedback and show which students are
struggling. Educators will then assess lessons, make
adjustments, evaluate success of those adjustments, and
increase student learning.

School trapshooting league
takes off

The Wabeno Firefighters Park, the fairgrounds, is
the place to be on Saturday May 24th from 8:00 a.m. until
4:00 p.m. and on Sunday, May 25th, from 8:00 a.m. until
noon.
The community generously donates items for the
sale. Volunteers set up and take down the sale. Many
people love to search out the good deals. Our K-9 Unit
gets all the proceeds.
It is a win-win weekend.
The fairgrounds is a perfect set-up for us. One
building contains clothes, shoes, kitchen wares, toys,
games and books. All items that fill a brown bag sell for
$3.00.
The other building has like-new items, items too
large for a bag, and furniture. These items are individually
priced.
This year we will feature a raffle. All raffle items
are handmade by local artists.
We are always looking for more volunteers. Setup will be on Friday, May 23rd, 8:30 to 2:30. Please come
to the fairgrounds to help or call Linda at 715-889-0123
with any questions to make donations.

the history of the Town of Hiles written by Bonnie Roberts
in 1957.
“In 1860, an old woodsman, Dan Gagen,
established a trading post and inn on the banks of the Pine
Lake. This log cabin was the only place that provided
lodging for many trappers and traders. It was located on
the Old Military Road which served as a mail route as far
as Superior. This place was sold to J.B. Thompson of
Wausau in 1863. H.B. Fessenden of Argonne moved to the
post and was the only actual settler. He became the owner
in 1895 holding it until 1902 when he sold the property to

Grants Available to Promote
Area Events
The Forest County Tourism Commission (FCTC)
is now accepting applications from area groups and
organizations for grants to advertise and promote their
events.
The FCTC established this program to encourage
and promote the expansion of tourism in Forest County.
Area groups and organizations that put on events (within
the municipalities which have room tax in place) can apply.
Eligible events must have regional appeal, attracting
visitors from outside the local area, with a goal of creating
revenue through overnight stays.
Applicants are required to disclose their
advertising plan, budget, and source of funding to be
considered. The application deadline is June 1, 2014, and
only those fully completed will be accepted for
consideration. The Commission reserves the right to
modify or deny requests.

Chamber of Commerce office located at 116 South Lake

May is Older Americans Month

Each May, the nation celebrates Older Americans
Month to recognize older Americans for their
contributions and provides information to help individuals
stay healthy and active. This year’s theme, "Safe Today,
Healthy Tomorrow", focuses on injury prevention.
Unintentional injuries result in at least 6 million older
American medically treated injuries and more than 30,000
deaths each year. By taking control of personal safety,
older Americans can live healthier lives.
History of Older Americans Month
When Older Americans Month was established in
1963, only 17 million living Americans had reached their
65th birthdays. About one-third of older Americans lived
in poverty and there were few programs to meet needs. In
April of 1963, President John F. Kennedy’s meeting with
the National Council of Senior Citizens served as a
prelude to designating May as “Senior Citizens Month”. In
1980, President Jimmy Carter designated May as “Older
Americans Month”. Historically, Older Americans Month
has been a time to acknowledge the contributions of past
and current older persons to our communities and
country, particularly those who defended our country.
Every President since JFK has issued a formal
proclamation during or before the month of May asking
that the entire nation pay tribute in some way to older
persons in their communities.
The Forest County Office on Aging encourages
all residents to consider the contributions of Older
Americans to our communities and country and to offer to
them a word of appreciation.

conducting an ATV Safety Class at the City of
Crandon Fire Department on June 7th and
8th. Class times are from 9:00 am to 1:00 pm
both days. You can register for the class on

FLORENCE G. PATZOLD, 86, of Wabeno, passed away
Tuesday April 29, 2014 at Nu-Roc Community Health Care
under the care of Ministry Hospice. She was born
September 8, 1927 in Milwaukee to Thomas and Blanch
(Johnson) Walecki.
Florence married Norman Patzold and the couple
began their life together in Milwaukee. She worked in the
cafeteria at the telephone company while they resided
there. 45 years ago they moved to the town of Freedom.
Florence babysat for many families throughout the years.
She was a member of St. Ambrose Catholic Church, and the
Christian Mothers. Florence loved to socialize and meet
new people. She did this through bartending, working at the
Wabeno Museum, and playing cards. Florence also loved
bowling, cooking, NASCAR, and fish fries. She was
especially fond of getting together with her group of friends
"The Recyclables".
Florence is survived by her husband of 64 years,
Norman of Wabeno, a daughter Dany Jean (Steve) Cornell
of Wabeno, two grandchildren Brandon and Ainsley (Evan
Shepard) and great granddaughter, Mary. She is further
survived by a sister, Arlene (Ken) Lychwick of Gilbert, AZ,
and brother, George Walecki of Milwaukee, and many loving
nieces and nephews. Florence was preceded in death by
her parents, three brothers and five sisters.
Funeral services for Florence were held on Friday
May 2, 2014 at 11:00 a.m. at St. Ambrose Catholic Church in
Wabeno. Fr. Benjamin Sember officiated. Visitation was
from 9:00 a.m. until the time of service at the church. Burial
was at the St. Ambrose Catholic Cemetery. Weber-Hill

EDWARD CHESTER KRAWZE passed away May 1, 2014
at the NuRoc Nursing Home in Laona. Ed was born January
1, 1925 in Blackwell, WI where he spent most of his
childhood. He was the second son of Joseph and Catherine
“Katie” (Mihalko) Krawze and the younger brother to
Chester “Chet” Krawze. In 1940 the family moved to Laona
when Ed was a sophomore in high school. He attended
Laona High where he met his future wife Rosemary Kaatz.
During high school, Ed was active in sports. He played
football but his love was basketball. One of the highlights of
his basketball career was the year the Kellys went to state.
The Kellys beat Rhinelander 24-22 to earn a trip to the state
tournament in Madison. The Kellys unfortunately lost the
title game to Superior 26-22. On the Superior team was a
young man named Bud Grant who would go on to coach the
Minnesota Vikings. This story was a favorite of Ed’s to
share.
Following graduation from high school in 1943 Ed
joined the U.S. Marines Corps where he served as a power
supply and diesel mechanic. His time in the military gave
him the opportunity to travel the country. He spent time
stationed in South Dakota, North Carolina, Chicago, Hawaii
and was in route to Japan when the United States dropped
the atomic bomb on Hiroshima on August 6. 1945. After the
war officially ended Ed and his regiment participated in the
occupation of Japan.
On September 14, 1946 Ed married Rosemary
Kaatz. They were married by Father Stern in the Catholic
Church rector in Laona. Ed’s brother Chet and his wife
Ardis stood up for the couple. In 1948, The Krawze’s began
a new chapter in their life as they went from a couple to
family with the arrival of their first daughter, Susan. The
family would grow to a total of six daughters over the course
of nineteen years with Jan, Vikki, Debbie, Lori and Staci. Ed
worked many jobs to provide for his family. His jobs
included a cop, firefighter, bartender, carpenter and of
course, the 43 years he spent at Conner Forest Industries.
Ed started at the mill in 1946 at 32 cents an hour where he
worked in the furniture factory. In the 1970’s, Ed went into
management. When the factory shut down in 1985, he was
the last employee and it was Ed who locked the doors.
Ed truly never retired.
He supervised and
participated in the building of many homes and remodeled
numerous kitchens. Anytime someone needed a helping
hand, Ed was always there to lend his. One of his favorite
past times was spending time at the hunting shack with his
poker buddies and reminiscing. He was an entertaining
storyteller and had a wonderful sense of wit. He enjoyed
deer hunting and ice fishing and in the summer time you
could find him outside working in his garden. His home
always had visitors. Usually it was his grandchildren who
enjoyed spending time with him. Ed loved the company and
the time he spent with his grand and great-grandkids.
Ed is survived by his six daughters: Susan (Craig)
Hansen, Jan (John) Gilligan, Vikki Tinsman, Deb (Kim)
Thompson,Lori (Tom)Enders, and Staci (Dale) Aschinger.
He is also survived by 12 grandchildren: Kerrie (Nate)
Smithberg, Corey (Lisa) Hansen, Lisa (Jim) Carter, Scott
(Shelly) Tinsman, Eric (Carissa) Tinsman, Nathan (Hilary)
Thompson, Leah (Jon)Starich, Ashley Thompson, Ryan and
Tyler Enders, and Hailey and Jordan Aschinger as well as 13
great-grandchildren. Ed was preceded in death by his wife
Rosemary (Mutchee) Krawze September 2 2013, his
parents Joe and Katie Krawze his brother Chet Krawze and a
son-in-law Frank Tinsman.
Funeral services for Ed were held at St. Leonard’s
Catholic Church in Laona on Monday, May 5, 2014 at 12:00
p.m. Mnsgr. Paul Koszarek officiated. Visitation followed
from 10:00 until the time of service at the church. Burial
was at the Town of Laona Cemetery. Weber-Hill Funeral
Home is assisted the family with arrangements.

WALTER FRANCZEK of Armstrong Creek, WI passed
away peacefully at the Hebron Oaks Skilled Nursing
Center in Madison, WI surrounded by his loving family,
on Wednesday May 1, 2014, one week short of his 90th
birthday, after a long but courageous battle with
dementia and Parkinsons disease.
Walter was born on May 8, 1924, in Johnston
City, Illinois, the son of Adam and Katherine (Bzrdzirk)
Franczek. His family moved to Armstrong Creek, WI
when Walter was 4 years old.
He served as an engineer in the US Army in
Europe during World War II, followed by a tour as a senior
surveyor in the US Air Force until 1951. He married the
former Sophie Wysocki of Goodman, WI on June 9, 1949.
Walter attended the Milwaukee School of Engineering
where he studied mechanical engineering. He moved to
the Chicago area where worked for several
manufacturing companies, eventually landing a position
with the Motorola Corporation. He was a design team
member of the first-generation hand-held radio, or
walkie-talkie, used by the US Secret Service. Walter
retired from Motorola as head of Quality Control in 1985
and returned to Armstrong Creek in 1987. He was a
member of St Stanislaus Kostka Church, and served as
Commander of VFW Post 7444.
Survivors include his sons Edward (Mariann)
Franczek of Bensenville, IL and Michael (Kristen)
Franczek of Verona, WI; granddaughter Laurel Franczek;
sister Marie (Franczek) Stephens of New Berlin WI;
brothers-in-law Stanley (Patricia) Wysocki of Port
Orange, FL, John (Joann) Wysocki of Quinnisec, MI,
Joseph (Marilyn) Wysocki of Goodman, WI, and Walter
(Kathleen) Wysocki of Armstrong Creek, WI; sisters-inlaw Marie Bethe of Appleton WI and Susanna Wysocki of
San Francisco, CA; numerous nieces, nephews and
other friends.
He was preceded in death by his parents, Adam
and Katherine; his beloved wife Sophie; brothers Stanley
Franczek and Joseph Franczek; sister-in-law Mary
Franczek; brothers-in-law Casimir Wysocki, Edmund
Wysocki, Andrew Wysocki, Herb Stephens and Stanley
Bethe.
Visitation was at St Stanislaus Catholic Church
in Armstrong Creek on Tuesday May 6, 2014 from 9 AM to
11 AM, immediately followed by a Mass of Christian
Burial, officiated by Monsignor Paul Koszarek, assisted
by Deacon Jerry Cross. Burial was in the Pine Hill
Cemetery in Armstrong Creek.
Special thanks and much love is given to the
staffs of the Iron Mountain, MI and Madison, WI Veterans
Affairs Hospital Community Living Centers; All Saints
Assisted Living Facility in Madison; Oakwood Village
Hebron Oaks Skilled Nursing Center in Madison; and

LILLIAN R. DEHART, age 94, of Crandon, passed away
surrounded by her family on Saturday, May 3, 2014 at the
AGI Health Care Center, Crandon. Lillian was born
February 28, 1920 in Avoca, WI the daughter of Andrew
and Sarah (Gilbertson) Arneson.
In 1941 Lillian married Edgar DeHart in Ohio; he
preceded her in death in 1966. Lillian and Edgar moved
many times while he did road construction work. In 1951
they moved to Crandon, Edgar’s hometown. Lillian
worked as a cook at the Crandon Hotel and the Arcade
Bowling Alley. Lillian was very talented at crocheting
afghans and quilt making. She really enjoyed traveling,
especially if it involved going to bingo. She was best
known for her award winning bread.
She is survived by: Daughters: Judy Wingender,
Sheboygan, Bonnie (Tony) Johnson, Crandon. Sons:
Jim (Sharon) DeHart, Colorado, Duane (Georgia)
DeHart, Rhinelander, Dennis (Polly) DeHart, Townsend.
Further survived by twelve grandchildren, fourteen great
grandchildren and three great great grandchildren.
In addition to her husband, Edgar, she is further
preceded in death by her parents; twin sons, Jonathon
and Joseph; one step-son, three sisters and nine
brothers.
Visitation was held Wednesday, May 7 from 1011 a.m. at the Weber-Hill Funeral Home, Crandon.
Funeral service followed at 11:00 a.m. with Pastor Eric

DANIEL OWEN WELCH, age 52, of Crandon, (formerly of
Kansasville, WI) passed away unexpectedly at St. Mary’s
Hospital, Rhinelander on Friday, May 2, 2014. Dan was born in
Milwaukee, WI on June 27, 1961 the son of Theodore and
Marleen (Peternell) Welch.
On August 16, 1986 he married Carol Lukaszewski.
Dan and Carol moved to Crandon in 1999. He owned and
operated C & D Restoration. Dan was often seen in Crandon
doing brick restoration on many of the old buildings. He
shoveled snow off the roofs of local businesses and cleared the
sidewalks on main street during the winter. For several years he
did floral deliveries for Flowers From The Heart.
Dan was a member of the Crandon Area Chamber of
Commerce, son of American Legion Post 171 and past member
of Kansasville Fire Dept. He enjoyed researching his heritage
and being outdoors, fishing and hunting. He especially enjoyed
spending time with his grandchildren. Dan was loved by many
for many reasons, none less than his love of life and connecting
with family and friends. He will be greatly missed.
Dan is survived by his wife, Carol Welch of Crandon.
Son: Paul (Monica) Welch, Daughter-in-law: Chrisandra Linden.
Parents: Theodore and Marleen Welch. Sister: Tara (Jeff) Lee.
Brother: Paul (Linda) Welch. Grandchildren: Trever and Kyera.
Survived by many nieces, nephews, aunts, uncles, cousins,
brothers and sister-in laws all that he loved very much. Further
survived by special cousins, Gary Pingel and John Armour.
He is preceded in death by his son, Bob; father-in-law
and mother-in-law, Paul & LaVonne Lukaszewski; grandparents,
Lawerence & Betty Welch and Matthew & Ellen Pertnell.

JOSEPH E. STEAGALL, 92, of
Kenosha died Tuesday, April 22,
2014 at his daughter’s home in
Waterford where he had been living
since his wife passed away in 2009.
Joseph was born on
Fe b r u a r y 7 , 1 9 2 2 i n E l t o n ,
Wisconsin, the son of Charles and
Louisiana “Luttie” (Haney) Steagall.
He attended school in Crandon, and
married Jacqueline Faye Sharp on
May 18, 1942 in that city. On
November 27, 1942 he was
inducted in the Army. He received
training for the U.S. Army Field
Engineers and was honorably
discharged in 1943 due to a
disability. He later enlisted in the U.S. Navy on January 27, 1950
and was honorably discharged on November 6, 1950.
Joseph and Jacqueline lived for a time in Crandon and
then relocated to Waukegan, IL, where Joe worked various jobs.
They soon moved to Kenosha, WI where they raised their five
children.
In 1943 Joe was hired by Nash Motors, which later
became American Motors and then Chrysler Corporation, from
which he retired after 37 years. In October 1956 there was a
natural gas explosion at the plant which resulted in burns to 15
workers, and Joe was one of six with severe burns and fully
recovered. He was a chief steward for several years, and during
the 1960s, he served on the UAW Local 72 executive board. He
had the honor of escorting John F. Kennedy, then a young
senator, around Kenosha and then riding on a train to Chicago
with him.
Joe had a hobby farm in the county where he kept his
horses. He would give rides to children in his pony cart. He
liked dogs and had several during his lifetime. He enjoyed deer
hunting, camping and gardening. After he retired his wife had a
stroke and he was her caregiver in their home for eleven years
until it was necessary for her to enter a nursing home facility. He
would visit her daily until she passed away in 2009. He then
decided to live with his daughter, Cindy, in Waterford.
He was preceded in death by his wife, Jacqueline, his
parents, brothers, William Ancel, Ben, and James Steagall, and
sisters, Flossie Steagall, Dorothy Caudill, Orpha Sorensen,
Goldie Bowen and Violet Roberts, as well as several pre-mature
grandchildren and one great-grandchild.
Joseph is survived by his three sons, Larry (Pat) of
Trevor, Jim (Carolyn) of Winslow, AZ and David (Becky) of Eleva,
WI; two daughters, Jacqueline Parrett of Ft. Pierce, FL and
Cindy (Steve) Haukedahl of Waterford; grandchildren, Jim,
April, Larry, Dawn, Jeff, Trisha, Amy and Cory; 13 greatgrandchildren and four great-great-grandchildren; one brother,
Charles (Alice) Steagall of Union Grove; two sisters, Lucy
Fettinger of Seminole, FL and Shirley (Bill) Plummer of Crandon.
A visitation will be held on Monday April 28, 2014 at Kenosha
Funeral Services from 5-7:00 p.m. and Tuesday April 29, 2014 at
Kenosha Funeral Services from 10:30-11:00 a.m. Burial to follow
at Green Ridge Cemetery with Military Honors.

Death Notices
DONALD HENRY KULAF, age 78, of Crandon, Wisconsin,
passed away on May 4, 2014. Don was born in Crandon on
October 4, 1935, to the late George and Geneva (Frederick)
Kulaf.
On May 2, 1958, Don married Gerry “Ann” Flannery
beginning a 48 year marriage until Ann’s passing in 2006.
Early in his marriage, Don worked at American Motors in
Kenosha, Wisconsin. He was later employed as a custodian
at the Forest County Court House and remained there until
he retired.
Don was quite a talented carpenter, building
homes and completing many remodeling jobs. However, his
greatest asset, by far, was being a devoted husband, father
and grandfather. His children and grandchildren loved
spending time with him whether it was picking berries,
making maple syrup, fishing, or camping at the county park.
Through him, his children and grandchildren learned to
appreciate and enjoy the outdoors. In addition to this,
Grandpa Don loved watching his grandchildren’s sporting
and school events. He was an avid D.C. Everest fan for many
years, but most recently found great joy in watching his
grandchildren as they played sports for the Crandon
Cardinals. Indeed, Donald Henry Kulaf was a great family
man.
He is survived by his son, Jeff (Beth) Kulaf and his
daughter, Barbie (Jeff) Marvin. He is also survived by his
grandchildren, Todd (Nicole Brengman) Kulaf , Alex Kulaf,
and Trevor, Tanner, and Tabitha Marvin. He is furthered
survived by his brother, Leo “Beno” Kulaf and his sister,
Lucille “Snookie” Jones.
Don was preceded in death by his parents, his wife,
Ann, and his son, Todd Allen Kulaf. He was also preceded in
death by nine sisters: Gertrude “Gert” Murray, Agnes
“Aggie” Sharko, Ella Dutton, Marcella Kolter, Mildred "Lottie”
Bennette, Shirley “Shin” Gerald, Elizabeth “Beta” Hilman,
Joanne Drake, and Mary Ann Schultz; and two brothers:
Andrew Kulaf and George “Butch” Kulaf.
Services will be held on Saturday, May 10th at
11:00 a.m. at the Weber Hill Funeral Home in Crandon with
Pastor Seth Hamilton officiating. A visitation will take place
from 9:00 a.m. to 11:00 a.m. prior to the service at the funeral
home. The Weber-Hill Funeral Home will be assisting the
family.

Franklin P. Hiles of Milwaukee. Mr. Hiles not only bought
the trading post but also created the village of Hiles. He
was instrumental in getting a branch railroad built from
the main Chicago Northwestern line and in erecting a saw
mill, store and hotel. At this time land was taken from the
towns of Crandon and Argonne to organize the Town of
Hiles. A few years later Mr. Hiles sold his holdings both
real estate and personal to the Foster Mueller Lumber
Company of Milwaukee. This firm made considerable
improvements and built more homes for their employees.
Mr. C.W. Fish of Elcho bought the property in 1919 and
under the successful management of Mr. O.A. Miller, Hiles
cleaned up the streets, put in sidewalk, and planted trees.
During the summer of 1924, a new Union Church and a
very modern school building were erected and the old
village park was beautified by the addition of a fountain. In
1924, there were eighty four families in Hiles. Some of the
organizations in the town were: Woman’s Club,
Protestant Ladies’ Aid, Catholic Ladies Aid, Royal
Neighbors, M.W. of A, and Parent Teachers Association.
In 1943, the Catholic and Lutheran churches burned
down and later a new Lutheran church was constructed.
One of the main attractions in Hiles is Pine Lake. It has
helped to make Hiles a tourist resort. Most of the people
living in Hiles (in1957) work in the woods or mills in other
cities” (Forest Republican 1957).
Historic Photo Contest
In honor of National Historic Preservation
month, the three public libraries in the county are
conducting a poll to determine what photo of our historic
105 year-old courthouse residents would like to see
displayed near the Forest County Board room on the first
floor of our courthouse. Online voting is available on
each libraries website, as well as at each of the public
libraries located in Crandon, Laona and Wabeno. Votes
will be counted at the end of May 2014 with the chosen
photo being framed, matted and displayed in July of
2014.

You can't have your cake, and eat it too
What connection does WORVPI [Wisconsin Off
Road Vehicle Park Inc] have to the Wisconsin Government
Accountability Board?
I’ve personally raised the issue of Ethics here in the
pages of this Paper, and at several joint meetings of
WORVPI and Our Elected County Board.
When State and Local Officials are elected to
Office, they take an Oath to “faithfully and impartially
discharge the duties” of their office.
Wisconsin’s handbook for Local Elected Officials
states,
“Controlling conflicting interests”
A local public official may not take official action
substantially affecting a matter in which the official, the
officials family, or associated organization has a substantial
financial interest.
A local public official may not use office or position
to produce a substantial benefit for an official, immediate
family member, or associated organization.
It also defines Conflict of Interest as:
“A situation in which an individual has competing
interests or loyalties”
It further goes on to state that when an elected
official has a conflict of interest in a matter before the
organization, that Official should “Recuse” themselves from
the discussion and voting in that issue. “Recuse” is also
defined as “leaving the meeting room, so the remaining
directors can freely discuss and vote on the issue.”
If the Official, with a conflict of interest, refuses to
leave the meeting, “the Board can ask the member to leave.
If S/he refuses to leave, the board might consider a vote of
Censure against the official for their refusal to recuse
him/herself.
How does all this affect WORVPI and our County
Board? Well, we have two Elected members of our County
Board, that also sit on the {elected} Board of WORVPI, they
are Melinda Otto, and Bucky Dailey.
WORVPI, describes itself as a “Private
Organization” and claims non profit 501c status, even
though after two and a half years of operation, they still do
not legally have this status.
WORVPI, is trying to get Forest County {using tax
dollars} to purchase a block of private timber land, so that
WORVPI can create the “Lambeau Field” of Off Road Parks.
They have requested that the County go Millions of Dollars
in debt to purchase and develop this park.
Both of the above named individuals have signed
confidentiality agreements with WORVPI, basically stating
that they will protect the confidentially and interests of
WORVPI over the interests of those that elected them to
public office.
I can’t personally think of any more of a “Conflict of
Interest” than that.
I have watched both of these individuals
passionately speak to their peers on the County Board
about the County Purchasing land for “their” Off Road Park. I
have watched these same two individuals vote on providing
County Tax dollars to WORVPI.
I have directly confronted Melinda Otto in open
session of the County Board Executive committee, over
what I believe to be her “Conflict of Interest” in this matter.
She was advised by others at that meeting that the County
had requested an legal opinion on the issue of “recusal” and
had been advised that “recusal” would be applicable for her
in this issue. She refused to Recuse herself.
If the County Board wishes to do the right thing, I
believe that Melinda Otto and Bucky Dailey, as members of
WORVPI’s Board, should be “Censured” against any further
County Board discussion or Voting on this issue.
There are also guidelines given on the Wisconsin
Government Accountability Boards website, on how to file a
complaint with their board. Any citizen, may file a complaint
if they believe that rules or laws have been broken. An
investigation is then done by the State, into the issue.
Time to end the nonsense, and secrecy over this issue.
By the way, there is a petition circulating around the
Laona area, asking that a public referendum be held over
the issue of a County owned Off Road Vehicle Park. It also
includes the “secret” map showing the boundaries of the
now 2,200 acre proposed park, with its headquarters and
campground based on Consolidated’s former “Spur 250"
landing on Hwy G right next to D.J.’s Salvage, in case your
interested in the actual boundaries of the land that the
County is trying to buy for $1,200.00 an acre. I’ve signed the
petition, I hope you take the time to seek it out and sign it
also.
I stated, now about 9 months ago, that I felt it wrong
for County Tax Dollars to be used for WORVPI’s private
playground. I still feel the same way.

offered support.

2014 Veterans Historicorps
The 2014 Veterans HistoriCorps® participants will help save America's historic places while learning a
conservation ethic and gaining technical knowledge and hands-on experience, preparing themselves for a gratifying
career in the rapidly growing field of building preservation and rehabilitation. In partnership with the US Forest Service
Region 9 and Lamar Community College Historic Preservation Program, Veterans HistoriCorps® will enhance
participants' skill sets and open doors into a rewarding field of work. Such meaningful, hands-on experience will also
assist the transition to civilian life by utilizing the leadership and teamwork skills Veterans have developed throughout their
service.
What are the benefits to participating?
Veterans will:
**Gain skills and experience in historic building rehabilitation in spectacular settings;
** Earn up to 16 college credits through Lamar Community College by utilizing GI Benefits to cover tuition and living
expenses.
** Learn the business and technical skills to pursue a career in the fields of building construction and preservation
contracting.
As a member of the 21st Century Conservation Service Corps, the Veterans HistoriCorps will further the US
Presidential mandate to provide 100,000 service-learning opportunities on our public lands.
How much does this Program Cost?
**Tuition: $272.00 per credit hour per Veteran, plus living expenses and transportation to and from pre-arranged start and
finish locations.
**Participants will be required to bring own sleeping bag and tent. Camping/lodging, tools, safety equipment, meals and
transportation between projects will be provided by HistoriCorps.
What is the Program?
The Veterans HistoriCorps will consist of eight post-9/11 Veterans that will spend three weeks at each project
executing specific scopes of work under the guidance of two skilled HistoriCorps preservation professionals. The entire
crew will travel as a group from project to project with enough time between projects for a day or two of relaxation and
sightseeing.
Over the course of 12 weeks, the 2014 Veterans HistoriCorps will work on three sites in three states, learning skills
that they can apply to their personal and professional lives. Trades-skills training will include roof repair and replacement,
masonry repointing and repair, log restoration and reconstruction, door and window restoration, and much more.

Laona High welders compete
at Nicolet
On April 8th, some of the Laona High School
technology education students participated in the Nicolet
Area Technical College’s annual welding competition.
Twelve students traveled to the college to tour the facilities
and six participated in the welding competition.
The six who competed in the competition were;
Josh Chitko, Dalton Bellamy, Christian Savard, Michael
Lempel, Paul Cleereman, and Aaron Enders. Dalton
Bellamy and Christian Savard earned a spot in the finals and
will be returning to the college on the April 28th.
Overall everyone had fun and learned a lot about
welding processes and careers.
Wish the two finalists luck if you see them.

Volunteers needed
Holt and Balcom Logging Camp Museum is
gearing up for its 2014 School Tours season which begins
May 15. As part of the field trip experience at the logging
camp, area fourth graders learn how to use a two-person
saw and a stamping tool. For this demonstration, the camp
typically requires several 6"-10" diameter logs (popple
preferred but other species are acceptable).
If you have such logs, either cut recently or
standing, and would be willing to donate one or more to
the camp, please contact museum curator Kathleen Marsh

"The camp is also looking for volunteers to help

LHS Trap Shooting Club
Laona High School has established a youth trap
shooting team; the Laona Bird Busters (LHS Trap Shooting
Club). Laona joins several other Northern Wisconsin
schools that have organized teams through the Scholastic
Shooting Sports Foundation (SSSF) and the Scholastic
Clay Target Program (SCTP).
The introduction of shooting sports to the
students provides the opportunity to learn the safe and
responsible practice of competitive shooting. They
compete in the North Central Wisconsin Conference along
with nine other schools. Teams shoot weekly at their home
trap field and enter scores online (virtual shoot) on the
SSSF website. They also have the opportunity to travel to
another school’s facility and shoot head to head. Our team
members are doing very well in the nine week conference.
If anyone is interested in donating to the LHS Trap
Shooting Club, stop by any Laona State Bank location.
Donations are used, in part, to help offset the cost of safety
equipment, targets and shot shells used each week.

boys and girls are members of the ten-team North Central
Trap Conference.
In the shot above, one of the Crandon teams tries
to rack up their score during a drizzly afternoon last week
at the CIORA trap range located on the racetrack grounds
west of Crandon.
The teams are funded totally from local donations
and the efforts of the participants selling raffle tickets and
doing community service projects. CIORA is donating the
clay pigeons and the use of the trap range.
There are currently 23 participants, boys and girls
in grades 8 through 12. Six girls are shooting on the
Crandon team, along with 17 boys. Larry "Deadeye"
Palubicki is the team coach. In the photo above, Tom May
is braving the weather to keep score. This is a parent-lead
organization who have an interest in the shooting sports
and would like to pass on the skills and the fun to the next
generation. Everything is 100% volunteer.

Krist Oil has gas stations in the Upper Peninsula,
Northern and Central Wisconsin and participate in the program
every year. Tim Derfus manages the store in Lakewood and made
an interesting challenges for his team. If the store could raise
$1,000.00 this year, Tim promised to wash windows in a dress. The
store raised $1,050.00 and Tim said that on Saturday, May 3rd was
the day. Tim bought a dress and from 10:00 a.m. until 2:00 p.m., he
washed all the windows of the vehicles that got gas.
Children of the Presbyterian Church sold brats and
hotdogs to raise money for a mission trip to Indiana this Summer.
Tim said that he is proud of the store and the company. The
company raised over $16,200.00 for the MDA. Next year Tim said
it would the store would have to raise $1,200.00.

With these grants, we are supporting educator-driven solutions that contribute to improved student
performance in public schools,” said Harriet Sanford, president and CEO of the NEA Foundation. “Our support
enables educators to engage in a wide variety of innovative approaches to the benefit of students across the country.”
Kruger and Kircher are both members of the Laona Education Association, which is an affiliate of the National
Education Association and the related NEA Foundation. Kruger said, after taking a university course over the summer
on technology in schools, she looked for options to supplement the use of existing technology in her rural school
district. She started researching the use of student response systems (sometimes referred to as "clickers") and their
potential impact on teaching and learning.
“It seemed as though this would be a perfect addition to all of the work that our staff are doing regarding
learning targets and SLOs as well as other initiatives to take both teaching and learning to the next level,” Kruger said.
“Our science teacher, Steve Kircher, had experience with using an SRS system at a previous school and was interested
in implementing its use at our school and being the lead in helping other staff learn how to use the system to improve
their teaching to in turn improve student learning.”
“The NEA grant was the perfect fit for what we were looking to be able to do,” she said.
Kruger and Kircher are among 47 educators across 23 states to receive awards in the latest cycle. Nationally,
the NEA Foundation awarded a total of $155,000 to support educators’ efforts to improve teaching and learning.
Over the past decade, the NEA Foundation has invested more than $7.1 million in grants to support the work
of almost 4,500 educators from every state in the country to help students succeed.

Sex offender
released to the
Carter area
Forest County Sheriff John Dennee wants the
community to know that a registered sex offender will be
released from prison and will be making his residence in the
Carter area.
Douglas Gerdeen will be released from custody May
14th by the Wisconsin Dept. of Corrections. Gerdeen had been
convicted in Oconto County in 2006 of 3rd Degree Sexual
Assault and was revoked and admitted to prison in 2010.
This notification is not intended to increase fear; rather,
it is believed that an informed community is a safer community.
Sex offenders have always lived in our communities; but it was
not until the Sex Offender Registry and Community Notification
Law was enacted, that Law Enforcement was able to share this
information with the community.
Upon release, Gerdeen will be subject to the Wisconsin
Department of Corrections Global Positioning System (GPS).
He is also required to register with the Wisconsin Sex Offender
Registry Program for life.

Cleanup Day
Saturday, May 17, 8:00 a.m.-12:30 p.m.
The Wabeno Community Cleanup Day is soon
approaching.
We are asking that community
organizations, groups, businesses and individual citizens
be involved with this special day. This will be the kickoff to
our Downtown Revitalization, “The North Branch
Movement.” We would like the community to take charge
and make our community a better place for us all.
The town has been divided into sections. Each
organization could pick the area they would like to focus
on and cleanup. Registration will take place from 8:00
a.m. to 8:30 a.m. at the Town Hall. Groups and individuals
will get maps and supplies at the town hall. At 12:00 p.m.
we will all gather back at the town hall for a bag lunch and
drawing for prizes including a $50 gas card. Coffee and
hot chocolate will be available throughout the morning at
the town hall.
All our areas in town are important to clean up.
We need two special groups that will focus on the Logging
Museum and School House. We would like to get these
cleaned up and ready to open for our Memorial Day
Celebrations. If you or your group is interested in one or
both of these two areas, please contact me as soon as you
can. We are looking for about 25 volunteers for both
buildings. What a great way to give back to our
community by taking care of our historical treasures.
Depending on what you or your group would like
to do, we ask that volunteers bring rakes, shovels, brooms
and other equipment. Wear bright colors and bring
gloves. Reflective vests will be available for those groups
working along the highway. Our goal is to have 100+
volunteers this day and accomplish this in four hours.
The Nicolet Sportsman’s Club is the first
organization to volunteer for this event. They will be taking
the river areas in town as well as one of the park areas.
