INTERNATIONAL RESCUE COMMITTEE – MYANMAR VACANCY ANNOUNCEMENT The International Rescue Committee (IRC) is a global humanitarian aid organization that has been providing humanitarian and development assistance to vulnerable populations for over 75 years. The IRC has been working in Myanmar since mid-2008 implementing activities to support improvements in health, water and sanitation, community disaster risk reduction and livelihoods of vulnerable populations. In support of its ongoing program activities the IRC Myanmar is seeking qualified and motivated staff for the following position: Position: Senior Project Officer (Agriculture) Location: Myebon and Minbya, Rakhine State Vacancy: 1 Position Job Description Under the overall supervision of the Project Director and direct supervision of Project Coordinator, the Senior Officers (Agriculture) will take the overall responsibility for the management of the agriculture component, including management of the agriculture team in all project villages. This position is based in Myebon/ Minbya, Rakhine State (Regular and frequent travel within Myebon / Minbya township, occasional travel to Sittwe and other townships). Project implementation As the programme sector focal point for agriculture, responsible for the implementation of the agriculture activities using Do No Harm and best practice. Work in close collaboration with the Agriculture Coordinator and Manager, as well as external agriculture Technical Advisors (TAs) to determine the most appropriate technical approach in implementation areas and to develop the workplan. Manage Project Officers and Project Assistants to implement activities within budget and in accordance with the agreed work plan. Work with financial, administrative and logistic staffs regarding all programmatic aspect of the project. Responsible for addressing any project-related issue quickly and raise any potential risks or issues to the Project Coordinator. Team management Coordinate, supervise a multi-sectoral (fisheries, infrastructure) location based team of Project Officers, and provide technical support to Agriculture Project Officers and Project Assistants throughout the entire project team Ensure resolution of conflict amongst them should any issues arise. Provide technical guidance and creative approaches to staff with assistance from TAs. Prioritize staff safety and security at all times. Assist in the recruitment of staff through transparent and soundly justified procedures, as needed. Provide appropriate and timely feedback regarding staff annual performance objectives and assist them in objective setting. Project monitoring and reporting Responsible for monitoring agriculture activities at the field level, and for preparation and submission of monthly reports, and any other report as requested, to the Project Coordinator. Assist with development of the M&E framework; and collate and analyze data against programme indicators. Communicate in a timely and accurate manner all information that is relevant to the Project to the Project Coordinator. External Coordination Serve as a focal point between the project and village development committees. Coordinate with relevant local and government authorities, and village and community leaders. Coordinate with other organizations working in the same area. Assist the Project Coordinator to look after consultants and visitors in the Myebon office. Training Participate in a number of ToTs conducted by IRC and partner organizations and external TA’s. Conduct training to Project Officers and Assistants, and community members. Assess the training needs of the Agriculture team, and work with the agriculture TAs to develop training workshops for the team to ensure the team has up-to-date knowledge and skills. Assist the agriculture TA to facilitate the trainings where appropriate. General Ensure the timely submission of funds and supply requests by preparing relevant document – BoQ, Note Sheet, PR and PCR. Perform other tasks assigned by the Project Coordinator as appropriate. Minimum Qualifications: Education: Bachelor’s degree in related field (agriculture). Experiences: At least 4 years experience in working in the field of agriculture and/or livelihoods; experience working in humanitarian/conflict areas preferable. Experience working with community groups in humanitarian, post-conflict, and/or recovery development context. Skills: Ability to lead project team in providing beneficiary selection, mobilize communities, conduct needs assessments and develop project action plans. Demonstrated team management experience and ability to work well in a team. Ability to work and travel in remote areas. Experience of work with NGO is an asset. Excellent interpersonal and communication skills, verbal and written; strong report writing skills. Critical thinking and analytical skills. Skilled in community mobilization and facilitation. Skilled in Excel, Word software. Good understanding of humanitarian principles of humanity and neutrality.
