2011 Bond Issue/065 Reserve Account/Assessment Office: Requesting approval for
the payment of the following invoices received: The Hite Company, in the amount of
$492.40, for lighting supplies; CDW-G, in the amounts of $525.00 and $670.00, for
miscellaneous computer related supplies; APR Supply Company, in the amount of
$438.96, for miscellaneous building supplies; and Lowe’s Home Centers, LLC in the
amount of $32.06, for miscellaneous building supplies.

2014 Project Fund/008 Reserve Account/Reassessment Project: Requesting
approval for the payment of invoices received from: Weiss Burkardt Kramer,
LLC, in the amount of $562.50, for professional services relating to the
Reassessment Project and Citizens Bank Credit Card, in the amount of $574.24
for Atlantic Broadband Services at the Reassessment Office.

2014 Project Fund/008 Reserve Account/Canopy Project: Requesting approval
of the following: (1) Payment of an invoice received from Bettwy Systems, in the
amount of $540.00, for the relocation of door equipment on 10/27/14 and
11/10/14 (2) General Construction Contract, Application #2, received from BCS
Construction, Inc., in the amount of $39,246.75.
f. 2014 Project Fund/008 Reserve Account/Courthouse Water Infiltration Project:
Requesting approval for the payment of Invoice #5, received from David B. Albright,
AIA, Architect, for work performed 9/17/14 to 12/15/14, in the total amount of
$,4,988.80 ($1,800.00 total stipulated sum fee this period for Architectural Design;
$2,800.00 total additional services fee this period for deferred maintenance items at
an hourly rate not to exceed $8,000.00; and $388.80 for total reimbursable expenses
for this period) per the 5/8/14 agreement (revised 10/8/14).
g.
Blair County Bridge #43 (Tyrone 12th Street): Requesting approval for the
payment of Construction Estimate #9 (final), received from Wen-Brooke
Contracting, Inc., in the amount of $10,317.13. Expenses are 100%
reimbursable, and will be paid out of the Act 44 Reserve Account (No. 059).
h.
Blair County Convention & Sports Facilities Authority: Requesting the
reappointment of Emily Sheetz Mandel to the Blair County Convention &
Sports Facilities Authority to a new five (5) year term. Term will expire
11/12/19.

$32,669.96/yr., effective 12/22/14; Robert W. Keech, PT Tipstaff, rehire,

STAFF REPORTS & SPECIAL BUSINESS
A. Blair County Emergency Management Agency:
Requesting approval of a FY 2015 grant agreement between the County of Blair, Blair
County Emergency Management Agency and the Pennsylvania Emergency Management
Agency (PEMA) for the Hazardous Materials Emergency Preparedness Grant Program
(HMEP), for the period 10/01/14 through 09/30/15, in the amount of $27,000.00. The
grant is intended for hazardous materials planning and training activities.
B. Blair County Information Technology Department:
Requesting approval of an IBM software maintenance agreement between the County of
Blair and LINK Computer, Inc., in the amount of $5,949.98, for the period 01/08/15
through 01/07/16.
C. Blair County Prothonotary Office:
Requesting approval of a MBS service agreement between the County of Blair, Blair
County Prothonotary and MBS Service, in the amount of $2,331.00, for the period
01/01/15 through 01/01/16 for two (2) Lektrievers and Kompact Movable Shelving
Systems. (To be paid from the Prothonotary Automation Fund).
D. District Attorney:
Requesting approval of a renewal License and Maintenance Agreement between the
County of Blair, Blair County District Attorney and Corrections Development, Inc.,
in the amount of $6,718.00, for the period 01/15/15 thru 12/31/15.
E. Blair County Children, Youth and Families:
Requesting approval of an addendum change to the lease agreement dated
November 27, 2012, between the County of Blair and Word Processing Services, Inc.
(WPS) for the addition of a print/scan/fax unit to the Blair County Children, Youth
and Families Savin 7502 Copier, ID#S10431/Serial #w8721900074, increasing the
lease amount by $68.87 per month from $1,734.74 to $1,803.61 monthly for the
remaining term of the lease agreement.
F. Ordinance 1-2015:
Requesting approval for the adoption of Ordinance 1-2015 for the implementation of a
fee for local use as provided by 75 PA.C.S. §1935, permitting a county to impose a
county fee of $5.00 for each nonexempt vehicle registered to an address located within its
borders.
G. Blair County MDJ Miller’s Office/Parking Lot:
Requesting authorization to advertise for bids for the construction, lighting and
landscaping of the parking lot at Magisterial District Judge Fred Miller’s Office.
H. Blair County Prison:
Requesting authorization to advertise for the replacement of the Blair County Prison
Garage Roof.
I. Blair County Courthouse Front Canopy Project:
Requesting approval of Electrical Construction Change Directive #CD.EC.1.,
received from Baechle & Associates Architects, AIA, to delete exterior electrical
outlet on South East Column, change exterior lighting control from photo cell to
astronomical clock, and to locate clock at electrical panel designed by facility
manager.
J. Blair County Parks & Recreation
Requesting approval to submit a Membership Application to Explore Altoona in the
amount of $126.00/year to advertise in the annual Blair County Visitors Guide.
K. Court Administration
Requesting approval of a Training Agreement for Cooperative Education Program
between the County of Blair and the Greater Altoona Career and Technology
Center for one student, Kaitlyn Myers, to complete a paid internship as a Tip Staff,
in the Court Administration Office.

OLD BUSINESS
Requesting approval to enter into Sub-Recipient Agreements between the County of
Blair, Blair County Planning Commission, the Pennsylvania Housing Finance Agency
(PHFA) and;




Blair County Community Action Agency to receive PHARE Funds in the amount
of $60,400.00
Blair Senior Services to receive PHARE Funds in the amount of $20,000.00
Catholic Charities to receive PHARE Funds in the amount of $40,080.00
