COMPETENCY WITH
Since the gazette of the Fire Safety (Petroleum & Flammable Materials) Regulations in
2005 and introduction of Company Emergency Response Team (CERT) requirements, a
significant number of people in the workplaces have been trained to handle fire & other
workplace emergencies.
Timely intervention within the first few minutes of an incident is critical and often
determined the outcome of the whole incident. A high number of workplace emergencies
were effectively brought by under control by CERT before SCDF arrival. This has
heightened the awareness within the business communities in recognizing the
importance of having an effective Emergency Response Team on site.

Course Overview
An incident is any event that has caused or has the potential to cause damage to an organisation,
people, assets, systems or reputation. The response to an incident / emergency in an industrial
environment like a process plant can present unique challenges to the safety and effectiveness of
the frontline incident responders. Understanding the characteristics of hazards in the industrial
environment and the appropriate tactics to be employed can ensure your response is not only safe
but highly effective. This course is designed to demonstrate the value of a structured Incident Management response when dealing with an incident.

This course is aimed at training the plant management personnel e.g. SIC who is
involved in the overall command of an emergency (until the arrival of SCDF), the

Course Overview
Site Main Controller (SMC) is the senior member of the company’s management and will be the
overall person-in-charge of emergency response operations in the company during an emergency.
SMC will also deal with the government agencies during the event. In order to do that, SMC needs
the skills to conduct Incident Management. These sets of skills can consist of appreciation of situation, emergency scene management, developing Contingency Planning (CP) for High Risk Installations, understanding the SCDF Incident Management System and managing information management during emergencies.

the major responsibilities of a SMC, in the event of an emergency. The training is based on the principles
of Incident Management relative to emergency preparedness and adapted to the Singapore context. All

Fires often cause explosions in vessels, particularly those containing liquids common in Process
plants. Fire fighting in the petrochemical, pharmaceutical and chemical process industries
may be particularly complex, where, potentially every fire is a Hazmat incident. Large
quantities of toxic fumes are frequently involved and may lead Company Emergency Response
Team (CERT) members to undertake rash actions which constitute hazards to personnel.
