Meeting Schedule and Agendas
1. Next week’s meeting schedule and agendas are attached. As indicated, the Myrtle Beach
Police Department will hold another “business watch” meeting at 8:30 a.m., Friday, February
27, at Compass Cove Resort, 2311 South Ocean Boulevard. Topics include businesses’
responsibilities during the Memorial Day weekend. For more information about the city’s
plans to address issues arising from the Atlantic Beach Memorial Day Bikefest, visit
www.cityofmyrtlebeach.com/bikefest.html. The page includes a map of the 23-mile
extended loop to keep traffic moving during peak hours. Our goal is to get information to
visitors in advance so that they will be aware of the changes and will know what to expect.
2. Keys to the new Myrtle Beach Sports Center will be presented to City Council during
ceremonies (and more) beginning at 4:00 p.m., Thursday, February 26. See the attached
schedule for details. In addition to receiving keys to the $13.8 million project, Council
members also will have a chance to make the first basketball goals on the building’s eight
full-sized courts. Youngsters from the city’s recreation programs will get to taste-test the
concession food, as well as test-flush the center’s bathrooms, to be sure that everything is
working properly. The new facility, adjacent to the Myrtle Beach Convention Center,
provides nearly 100,000 square feet of indoor tournament space for basketball, volleyball,
dance and other events. NOTE: Representatives of the news media are invited to attend,
but the taste-testing and test-flushing events are not open to the general public.
3. Reporters, please make arrangements early next week for interviews with high school
robotics teams prior to or during the Palmetto Regional FIRST Robotics Tournament.
Students at each of Horry County’s 11 high schools, along with teams from eight states and
Canada, are building robots to compete before a crowd of 3,000 at the Myrtle Beach
Convention Center. Thursday, February 26, is “robot inspection” and practice day, with the
tournament itself all day Friday and Saturday, February 27 and 28. See the tournament

Admission to the fast-paced, two-day event is free and open to the public.
4. Parking meters will begin to reappear next week in commercial areas east of Kings
Highway, in time for meter season to resume on Sunday, March 1. Meters and pay
stations help manage parking, identify public spaces and encourage turnover so more people
can park. Revenues from parking meters support the Downtown Redevelopment Corporation
and are reinvested in the Boardwalk district to build new improvements and maintain
existing facilities. Once re-installed, parking meters remain in place through October.
5. Registration continues for the Military Appreciation Days Parade and other events
during the month of May to honor our military and their families. Activities include an
Iraq and Afghanistan Veterans Tribute on May 2, educational exhibits (the Agent Orange
Quilt of Tears and a traveling Vietnam Memorial Wall) on May 14-16, the Ocean Boulevard
Parade and Family Picnic on May 16, two golf tournaments and a dinner dance! For details,
visit www.militaryappreciationdays.com. Of course, the Memorial Day Ceremony will be
held on the Convention Center Plaza on Memorial Day, May 25.
6. Looking for a summer job? Then you’ll want to visit the Myrtle Beach Recreation
Division’s Summer Job Fair from 4:00 to 5:30 p.m., Friday, March 6, at Pepper Geddings
Recreation Center. The city has positions to fill in youth programs, youth sports, fitness and
lifeguarding. Contact Ryan Caputo at 918-1476, or just plan to attend!
7. The city is offering a summer youth employment training program for youngsters, age
14 to 19, who live in the Booker T. Washington, Harlem, Carrie Mae Johnson and
Ramsey Acres neighborhoods. Interested students may register at both Canal Street and
Pepper Geddings Recreation Centers through Saturday, February 28. Classes begin Tuesday,
March 3, at Canal Street Recreation Center. Training topics include: self-assessment, skills
employers want, attire for job fairs and interviews, mock job interviews and job search
resources. Students should bring identification and their Social Security card and birth
certificate. Students completing all classes will be referred to a variety of summer jobs with

8. Interested persons have until 5:00 p.m., Monday, February 23, to apply for a new
position in the city’s Public Information Office. Here’s the job listing, which also is
available at www.cityofmyrtlebeach.com/employ.html.
PUBLIC INFORMATION SPECIALIST – City Hall. Responsible for assisting the Public
Information Officer in gathering and releasing information about city events and activities
to the media and community. Duties include writing and reviewing releases and
publications; planning and coordinating public information activities; maintaining and
updating Internet, MBTV and affinity media sites with city information of interest to the
community; maintaining records and files; performing special assignments as requested
and other related work as required. Requires bachelor’s degree in English, Journalism,
Communications or related field; ability to write well and speak effectively; some media
experience a plus; excellent computer skills; be at least 18 years old and possess a valid
driver’s license. Salary Range: $30,921 - $48,238/year, plus benefits. Application
deadline: 5:00 p.m., February 23, 2015.
9. A recent tour of Whispering Pines Golf Course to see improvements underway there by
the new management company is the subject of our Photos of the Week. Chip Smith’s
Atlantic Golf Management group began operating the city-owned course in late 2014.

10. Did you know… That the local Vietnam Veterans Association, Chapter 925, has been
recognized as an “official partner” in commemorating the 50th anniversary of the Vietnam
War? VVA 925 is part of Military Appreciation Days during the month of May, including
the Ocean Boulevard parade (with J.R. Martinez as the Grand Marshal) and the big Family

3. TEXT 15-05 Market Common Master Plan R-1: Proposal by LUK-MB2 to amend the
Market Common Master Plan, converting 22 townhome units in the R-1 section (corner of
Farrow Pkwy and Shine Ave) to 48 condominium units.
4. TEXT 15-06 Motor Vehicle Paint & Body Shop in LM District: Proposal by MB Paradise
LLC to amend the zoning code to include motor vehicle paint and body shops, motor vehicle
parts stores, and motor vehicle repair and maintenance as allowable uses in the LM district.
These uses were previously allowed in the C-11 zone.
5. ENCR 15-02 21st Ave N: Proposal by Southern Sun Awnings to encroach approximately
240 square feet into the 21st Ave N right-of-way adjacent to 2016 N Kings Hwy for the
installation of an awning.
6. PRE-FIN 15-07 412 47th Ave N: Proposal by Moti & Benny Gabai (Susan Reidy, Agent) to
subdivide .73 Acres located at 412 47th Ave N. (TMS# 174-09-18-020) into 2 lots (ranging
from 16756 sq. ft. to 15153 sq. ft.) for residential construction.
7. PRE-FIN 15-08 Highlands Phase 3: Proposal by Montrose SC, LLC (Walter Warren,
Agent) to subdivide 6.7 Acres located at Berkshire Avenue and Shire Way (TMS# 447-0000-029) into 32 lots (ranging from 5720 sq. ft. to 6384 sq. ft.) and extending Culbertson Ave,
Berkshire Ave, and Wyatt Lane, for the purpose of creating a residential subdivision.
8. PRE-FIN 15-09 Balmoral Phase 2: Proposal by Beazer Homes Corp. (Felix H. Pitts,
Agent) to subdivide 37.08 Acres located at Balmoral Ph.2 at the Market Common District
(TMS# 186-00-01-486) into 57 lots (ranging from 7410 sq. ft. to 17696 sq. ft.) and creating
two new public streets for the purpose of creating a residential subdivision.
9. PRE-FIN 15-10 Yaupon Dr and 22nd Ave South: Proposal by Taylor Made, LLC (F.
William Fairey, Agent) to subdivide .32 Acres located at the NE Corner of Yaupon and 22nd

Resolution R2015-10 affirming the city’s co-sponsorship of the “Carolina Country Music
Festival” on June 5 – 7, 2015, for the purposes of promoting the event and covering direct
city festival-related expenses.
Resolution R2015-11 endorsing the updated 2011 Horry County Solid Waste Management
Plan as created by the Horry County Solid Waste Authority, Inc.
Resolution R2015-12 to accept the dedication of that certain roadway known as Coventry
Boulevard, Phase 3, located within the Clemson Tract, between US Highway 17 Bypass and
the Withers Preserve Development.
Resolution R2015-14 granting a Special Event Permit for the “Coastal Uncorked Food, Wine
& Spirits Festival” on June 4-6, 2015, and affirming the city’s co-sponsorship.
Motion M2015-24 to grant a Special Event Permit for the “Omar Shrine Annual Smoke on
the Beach” to be held at the Sea Mist Oceanfront Resort parking lot on Friday and Saturday,
April 17 and 18, 2015, between the hours of 10:00 am and 10:00 pm. The Event includes
the closing of 12th Avenue S between Ocean Boulevard and Yaupon Drive. The City
Manager is authorized to make changes to these plans as he deems necessary in keeping
with the nature of the event and as circumstances dictate.

Motion M2015-27 to appoint/reappoint 1 member to the Seniors Advisory Committee. The
term of Tammy Lail will expire March 8, 2015.
Motion M2015-29 to accept a public contribution from Ocean Forest in the amount of $9,270
to fund the removal and replacement of concrete adjacent to the Ocean Forest Villa
property.
Motion M2015-30 to accept a grant in the amount of $300,000 from the Air Base
Redevelopment Authority to fund improvements at Savannah’s Playground and to authorize
the City Manager to amend the Grant Agreement with Savannah’s Playground, Inc., to
provide for the sub-granting of these funds.
Motion M2015-31 to accept a grant In the amount of $300,000 from the Air Base
Redevelopment Authority to fund walking trails in the Air Base Redevelopment Area.
Motion M2015-32 to appropriate from the Undesignated Balance of the General Fund a total
of $57,289 for in-kind services that various City departments will provide to the “Carolina
Country Music Festival”.

2nd Reading Ordinance 2014-87 An ordinance to rezone 0.21 acres located at 404 17th Ave
N from MU-H (Mixed Use High Density) to Planned Unit Development (17th Ave N PUD).
2nd Reading Ordinance 2014-88 An ordinance to abandon and close: (A) two oceanfront
alleyways that are 20 feet wide and (B) five alleyways between North Ocean Boulevard and
Withers Drive each of which are 20 feet wide, in furtherance of the 17th Avenue Planned Unit
Development.
2nd Reading Ordinance 2014-89 An ordinance to amend and restate a Planned Unit
