Tender Notice-03/2015
EXPRESSION OF INTEREST FOR TO BE ON EMPANELMENT
WITH CAD, GOVT. OF JHARKHAND FOR HIRING/CHARTER OF
FIXED AND ROTARY WING AIRCRAFT
The Civil Aviation Department (CAD), Government of the Jharkhand (GOJ), India,
invites Expression of Interest (EOI) from DGCA approved Organizations/NSOP
Holders/Aviation Agencies (owning and operating fixed and/or rotary wing aircraft),
”, to be on empanelment with GOJ for
hereafter termed as “Service Provider
Provider”
providing aircraft for VVIP/VIP’s flying on as required basis.
Terms & Condition
1. Whenever required by the CAD, Govt. of Jharkhand, the aircraft will be obtained
from the said empanelled agencies at predetermined rate.
2. The Service Provider must have experience of providing fixed wing/rotary wing
aircraft on charter/hire to Government/Government agencies.
3. The empanelled Service Provider will be required to provide a suitable fixed/rotary
wing aircraft along with crew as specified in DGCA Regulations.
4. Compliance of current & applicable DGCA requirements in view of VIP/VVIP flying
operation as laid down in DGCA Air Safety Circulars 02 of 1981, 02 of 2014 and
also compliance of CAR Section 8 Series A Part I are mandatory and will be the
sole responsibility of the empanelled Service Provider.
5. The EOI must be submitted with followings supporting documents:a. Background of party including nature of business
b. Net worth of Party
c. Details of Group / Associate Companies, etc.
d. Certificate as an evidence for DGCA approved organization, NSOP
holders or Aviation agencies
e. Aircraft’s C of R & C of A certificate
f. Any other relevant information
6. The Service Provider must mention followings in their EOI:Page 1 of 2
a. Hourly Charter Cost (In INR) per Aircraft Type
b. Other applicable charges (In INR)
Note: In addition to Hourly Charter Charges the following will be paid on
submission of supporting documents:a. Landing/Parking Charges (In INR)
b. Watch Extension Charges (In INR)
c. Ground Handling Charges (In INR)
d. Central/State/Local Taxes (In INR)
7. The Service Provider must furnish following details in tabular form:a. Make/ Model of aircraft (Fixed wing & Rotary wing aircraft, Hrs. since
new)
b. Details of installed engine (Type, Make/Model, Hrs. since new)
c. Aircraft’s total seating capacity (Crew+Passenger)
(Minimum seating capacity must not be less than 2+5)
d. Endurance/ Range of Aircraft
e. Age of the aircraft
f. Take off and landing roll length (Should be capable of operating from
Runways of length of 4500 feet).
8. The CAD, Govt. of Jharkhand, will determine to its satisfaction whether the
Service Provider is qualified to satisfactorily perform the Charter service. The
determination will take into account the Service Provider’s financial and other
capabilities. It will be based upon an examination of the documentary
evidences submitted by the Service Provider, as well as, such other information
as CAD, Govt. of Jharkhand deems necessary and appropriate.
9. An affirmative determination will be a prerequisite for inclusion of the Service
Provider in empanelment list. A negative determination will result in rejection
of the EOI. The CAD, Govt. of Jharkhand will prepare an empanelment list of
all such successful Service Provider based on their quoted charges (per hour
cost and/or other cost) starting from lowest to highest.
10.The CAD, Govt. of Jharkhand will notify all Service Provider in writing about
inclusion of their name in the empanelment. Upon receipt of such notification,
Service Provider shall be required to sign, date & stamped the notification as
an acceptance of the same and return it to CAD, Govt. of Jharkhand.
11.The CAD, Govt. of Jharkhand may, without prejudice, reserves the right
initiate action, as deemed fit, against Service Provider in following cases:a. if the Empanelled Member fails to provide the charter services as
required by the Government of Jharkhand
b. if the empanelled member fails to perform any other obligation(s) of
DGCA during flying for VIP/VVIP
12. The CAD, Govt. of Jharkhand, reserves the right to cancel or modify any of the
above conditions or cancels any or all tenders without assigning any reason
thereof.
