About The Raise Foundation
Since 1974, the goal of The Raise Foundation has been to prevent child abuse by strengthening
families. By collaborating with other family-serving agencies, we maximize impact while reducing
duplication of services. We believe in the slogan: “Better Parents. Better Kids,” so we provide
numerous resources and services to help parents and their families. Together, as a result, we
build a better community. It is clear that prevention programs and services such as those offered
by The Raise Foundation continue to be desperately needed in every Orange County
community!
The Raise Foundation is Orange County’s Child Abuse Prevention Council as officially
designated by the Orange County Board of Supervisors (Resolution No. 74-492) in 1974. This is
in keeping with the California Welfare and Institutions Code (Section 18982) which requires every
county to have a child abuse prevention council.

Keynote Speaker
Dr. Linda Chamberlain
A Trauma-Informed Approach to
Children Exposed to
Domestic Violence
The brain explains many of the predictable physical,
mental, behavioral, and cognitive problems that
traumatized children experience. The brain’s ability to
adapt and change in response to environment is also a
pathway to resiliency and healing. The impact of violence
on children is examined within a protective factors
framework that highlights the latest research and
recommendations on best practices. Core steps for
trauma-informed programming that are applicable to a
wide range of settings are discussed along with practical
strategies that are making a difference for children and
families experiencing domestic violence.
About the Keynote
Scientist, author, professor, dog musher, and founder of the Alaska Family Violence
Prevention Project, Dr. Linda Chamberlain is an internationally recognized keynote speaker
and champion for health issues related to domestic violence, children exposed to violence,
brain development and trauma, and the amazing adolescent brain. She is known for her
abilities to translate science into practical information with diverse audiences and convey a
message of hope and opportunity. Dr. Chamberlain holds faculty appointments at the
University of Alaska and Johns Hopkins Bloomberg School of Public Health. She earned
public health degrees from Yale School of Medicine and Johns Hopkins University. The
author of numerous publications and resources including the Public Health Toolkit and the
Amazing Brain booklet series, she is also co-author of Addressing Intimate Partner Violence,
Reproductive Health and Sexual Coercion Guidelines and a national train-the-trainer
curriculum on domestic violence for home visitation programs. Awards and recognition for her
work include a National Kellogg Leadership Fellowship, an Alaska Women of Achievement
Award and being the Inaugural Scattergood Foundation Scholar. Living on a rural homestead
outside of Homer, Alaska with her husband and dog team, she teaches an on-line graduate
course on leadership and teamwork that incorporates lessons from the trail based on her
experiences as a dog musher.

Breakout Sessions
Attendees will choose 1 of the following:
A-1 The Neurobiology of Stress: Brain Based Strategies to Promote Children’s
Self-Regulation and Resilience
Dr. Linda Chamberlain
While stress has an important role in healthy development and survival, too much stress can compromise
brain function. Ongoing and overwhelming stress initiates a cascade of biochemical and physical changes
that have far-reaching effects. Participants will follow the pathway of stress through the brain and body to
understand how stress interferes with self-regulation and can lead to physical health problems. There is a
growing body of evidence that supports the effectiveness of mind-body practices with children to manage
stress and improve self-regulation. We will look at how focused breathing, mindfulness, and movement are
being adapted for children from pre-school through high school age and discuss applications in a wide range
of settings.
A-2 Sexualization of Children
Dr. Dawn Foor, CSP, Inc.
This workshop explores ways in which our children are being sexualized at early ages.
Clothing retailers, the advertising industry, visual media, and even parents have become
perpetrators of what many would call sexual exploitation.
A-3 The Effects of Violence on Children Throughout Their Lives
Dr. Sandra Murray, UCI Medical Center Dept. of Pediatrics
The Adverse Childhood Experiences study results were first published in 1998. Since then,
there have been many additional research studies done which have confirmed the original
information and expanded our knowledge on how these experiences effect the remainder of
their lives. This session will discuss the ACE study, toxic stress, and how the violence
experienced as children perpetuates the cycle of violence into adulthood and elder years.
A-4 Sometimes Handcuffs and Jails are Not Enough When Dealing with
Domestic Violence
Nasario Solis, OCDA
During this presentation we will explore past and present methods used by Law Enforcement and the Judicial
System in dealing with Domestic Violence, including Child Abuse, Elder Abuse, and Spousal Abuse. We will
explore "out of the box" methods, techniques, and teaming approaches...so bring your ideas, experience and
"open mind."
A-5 Commercially Sexually Exploited Children (CSEC):
An Overview of What is Happening in Orange County
Gary Taylor and Scott Burdick,
Orange County Children and Family Services
This session will present an overview about the CSEC population in Orange
County Child Welfare and risk factors for these youth. An overview of state
and federal regulations including SB 855 and HR 4980 will be presented. This session will also discuss
Orange County’s experiences, lessons learned, promising practices, and next steps. A Q & A session will
follow.
