Pre- summit conclave held at Kakching

IMPHAL, Mar 28: Prior to the
World Youth Summit 2015
India, a pre-summit conclave
was held yesterday at Kakching
where foreign and National
delegates were accorded a warm
reception by the local people.
The conclave was organized by
Reception Committee, PreSummit Conclave of the World
Youth Summit 2015 India, and
Alliance for Development
Alternatives
Manipur
(ADAM) Kakching.
As a part of the pre-summit conclave, floral tributes
were paid to Lamyanba Hijam
Irabot while trees were
planted at Angaan Ching EcoPark to support the movement
for biodiversity conservation,
promotion of eco-tourism and
sustainable development.
At the tree plantation programme, special guest Dr Th
Dhabali said that “We need to
protect and preserve our
biodiversity by planting more
trees. If there are more trees
in a place, it would be easy to
promote eco-tourism”.

DESAM urges MSF
IMPHAL, Mar 28: Stating that imposing a ban on Nirmalabas
School by Manipuri Students Federation (MSF) is unfortunate,
Democratic Students’ Alliance of Manipur (DESAM) has urged
the former to lift this prohibition with immediate effect.
In a statement, DESAM said that MSF must spell out the
reasons why the school has been asked to remain closed.
It added that MSF which claims themselves as an organisation which works for the welfare of the students’ community
must not take such decisions which may give inconvenience
to the students of the school.
Saying that there might be reasons for imposing the ban,
the statement said that MSF must make those reasons public
through media.
Maintaining that such bans would disturb the academic
atmosphere of the school, DESAM urged the school authority
to commence classes from tomorrow.
The student’s body also drew the attention of the Government regarding the issue.
Inter-sectoral meeting held

one-day intersectoral meeting on prevention and control of vectorborne diseases at Youth Hostel, Khuman Lampak yesterday.

Speaking at the meeting, Dr S Manikanta said that communicable and vector-borne diseases are still serious matters in
the country. 24 per cent of the world population is affected by
communicable diseases, Dr Manikanta said and added that
prevalence of vector-borne diseases in the neighbouring States
is also high.
Stating that vectors are organisms that transmit pathogens
and parasites from one infected person or animal to another,
causing serious diseases, Dr Manikanta said that half of the
world population are still vulnerable to different types of
vector-borne diseases.
UNACCO school

IMPHAL, Mar 28: Three students of Khongman Zone-III
Lisham Leirak have been allegedly denied re-admission by the
authority of UNACCO School without giving any valid reason.
Wangkheimayum Bino, mother of one of the students, said
that the school declared the results of this year’s final examination on March 23 last.
Within the given deadline, parents of these three students
went to the school for re-admission of their wards, she said.
However, the school authority allegedly refused to take
these three students back without giving any valid reason,
Bino added.
All the three students hail from Khongman Zone-III Lisham
Leirak.
As these students would lose their academic year if the
school refuses to take them back, Bino said and added that
parents had submitted written complaints to AMSU, AISF,
MSF and DESAM regarding the matter.
Another parent, Thoudam Sanatombi said that there were
some verbal altercations between the authority of the private
school and a man from Khongman Zone-III Lisham Leirak
when ground levelling works of the school campus were
carried out using heavy vehicles some time back.
She said that school authority’s denial might be the fallout
of that verbal altercation.

‘Environmental laws being
reviewed to give more teeth’
HYDERABAD, Mar 28: The Centre is reviewing all environmental laws with an aim to give them more teeth and hand severe
punishment in cases of encroachment and violation, Union environment minister Prakash Javadekar said on Saturday.
Speaking to PTI here, Javadekar said two Forest Acts, and
one each in environment protection, air, water and bio-diversity govern the whole environmental regime.
"We are reviewing all these laws to make people participatory in it ... make them more meaningful and give more
teeth. Instances of violations and encroachments will be severely punished," he said. The minister said the government
will come out with draft laws after completing the review
work, he said.

World Youth Summit 2015

Convention Center in Imphal
from March 29 to April 2
where 1500 participants from
different parts of the globe are
expected to participate.
The youth summit is organized by Club 25
International, a club which is
youth oriented and is a global
social club for young people
committed to saving lives by
regularly donating blood.
Meanwhile a public reception for the delegates was
also held at Library and Information Centre Auditorium,
Kakching.

Kanhailal honoured with Lifetime
Achievement Award

said, “Theatre is not a
profession which can earn
livelihood”.
Recalling what the theatre
doyen Ebrahim Alkazi had
said, Kanhailal remarked,
“But, we have to do theatre
with a sense of professional
responsibility”. He thanked
the private philanthropic
groups which came out in
support of theatre in the
country.
Born in Imphal in 1941,
Heisnam Kanhailal began
his career in Manipuri
theatre, searching for an
authentic expression through
experimentation with
Manipuri culture and
traditions. His efforts led
him to National School of
Drama in 1968. However,
his creative aspirations did
not allow him to continue
within the confines of the
system.
Returning to Imphal, he
founded Kalakshetra in
1969 to study, revive and
project the culture of
Manipur through the art of
theatre.
Since then, Kalakshetra
aims to set highest standard
of performance to match not
only the best in India but
the world theatre scene.
His search to discover
theatre across different
social strata and communities resulted in new form of
theatrilisation on Tamnalai
(Haunting Deities) in 1972,
which dealt about youth
unrest. In 1978, he nearly
blurred the line between life
and theatre, when he invited
100 women from the
historic Nupi Keithel
(Women’s Market) in
Imphal and inspired them to
perform a non-proscenium
open-air theatre production
of Nupi Lan (Women’s
Agitation) at the campus of
Johnstone Higher Secondary
School, Imphal.
He had briefly worked
with Badal Sircar in 1973
and with his wife Heisnam
Sabitri, a renowned theatre
artiste of India conducted
workshops across India for
theatre students.
In the last 20 years he
conducted more than 15
major workshops for theatre
artistes from different
cultural backgrounds in the
country. He went on tour
extensively in India and
abroad with his playsPebet, Memoirs of Africa,
Mii Sarang and Nupi,
among others, performing in
Tokyo, Cairo and Singapore.
He had been honoured
with the Padmashri in the
field of Art and Theatre in
2003. Other awards
bestowed on him includedManipur State Kala
Akademi for theatre in
1982, Natya Ratna of
Manipuri Sahitya Parishad
in 1997, Sangeet Natak
Akademi Fellow in 2011,
Tanveer Award of
Maharastra in 2011, Kala
Kumari National Award in

Goa village bans ‘obscene’ public displays of affection
PANAJI, Mar 28
An Indian village in the popular
Indian tourist destination of
Goa has clamped down on couples kissing in public, claiming
the sight of such 'obscene' behaviour offends locals.
Salvador de Mundo, a
beautiful fishing village in the
western coastal State, imposed a ban on public
displays of affection after a
unanimously passed a resolution by the village parliament.
The village, eight miles
north of Goa's capital Panaji,
has put up signs warning
holidaymakers against engaging in PDAs with the council
saying they were forced into
the action by a lack of a response from local authorities.
The resolution also 'banned
public drinking and playing
loud music.'
'We have adopted this
resolution following complaints from villagers about
couples kissing in public.
This was the only way to put
an end to it,' deputy village
chief Reena Fernandes told
AFP.
She however declined to
comment on whether punitive
action will be taken against
potential violators of the bylaws.
'We have serene beaches
which attract tourists in a big
way. Several times we saw
couples acting indecently
which irked us,' villager Savio
Rebeiro told AFP.
Goa's beaches have long
been a haven for millions of
tourists drawn mostly from
the West, but a string of controversial statements by local
politicians has dented its tourist-friendly image.
The State is ruled by Prime
Minister Narendra Modi's
Hindu nationalist Bharatiya
Janata Party, which this week
barred its female employees
from wearing jeans and
sleeveless tops in the office.
India as a whole prohibits
obscene acts in public. And
although its law don't define
'obscene' in great detail, it
definitely includes PDAs.
Kissing in public, if enforced, can lead to fines or
even imprisonment for up to
three months.
With Salvador de Mundo
clamping down on kissing in
the streets, here are some
other places where visitors
should refrain from kissing,
or even holding hands in
some cases, in public.
UNITED ARAB EMIRATES
Even though Dubai is the
most relaxed of the Gulf Arab
countries, kissing in public is
still strictly illegal and could
see offenders deported or
jailed.
Ahead of last year's festive
season the UAE's British
embassy released a take on
the 'Twas the Night Before
Christmas poem to raise
awareness of what is and isn't
acceptable in public there.
“No holding of hands or
Christmas kisses; under the
mistletoe, despite amorous
wishes,” it said.
Holding hands in public is
also frowned upon and public
intoxication is very much a
no-no. Sex on the beach, the
act rather than the cocktail,
will definitely get you put in
jail.
CHINA
While larger cities with
high Western populations
may be more tolerant than
other areas, couples holding
hands or kissing in public
goes against the primary values of Buddhism or
Confucianism observed in the
country.
There has even previously
been a three foot rule for
separation between members
of the opposite sex - an extreme version of the balloon
between teens at a school
dance - but PDAs are still
more or less off limits. For
some, kissing is considered
among most intimate of acts
meant only for behind closed
doors.
INDONESIA
The highly controversial
'Bill on Pornography' prohibits by law those engaging in
pornography and pornoaction
- a word invented to mean
indecent acts. This also includes public displays of
affection including kissing.
The law aside, kissing in
public deeply offends some
locals, especially the older
generation, in the most populous Muslim country in the
world.
Couples caught kissing too
vigorously in public can be
prosecuted and spend up to
five years in jail.
In saying this, Balinese
Hindus recently celebrated
their annual Nyepi Day of
Silence in which thousands of
locals gather in the streets to
take part in a kissing ritual
known as omed omedan that
is supposed to bring fortune
for the coming year.
JAPAN
While not forbidden by
law, kissing in public just
isn't done in Japan.
A bow to a friend or family member is far more
appropriate than a kiss on the
cheek and in general terms
kissing passionately is reserved for behind closed
doors. Being a nation renowned for being incredibly
polite, it only makes sense to
be the same back.
EGYPT
As a predominantly Muslim country, Egypt too frown
on kissing in public and even
holding hands by the opposite sex isn't appreciated.
Indecency laws can be used
by police, should they choose
to, for overzealous displays
of affection and the drinking
of alcohol on the streets.
