Oxfam recognizes the universality and indivisibility of human rights and this forms the most basic framework for its work. It believes that all people are rights-holders and that human rights apply to all people equally; and that all duty-bearers, especially states, have an obligation to respect, protect, and fulfil these human rights. Oxfam sees people as principal actors in achieving their rights, not as passive recipients of services, aid, or decisions. It is vital that women and men, girls and boys are empowered to ensure that the rights of the poorest people and the most vulnerable and marginalised groups in society are recognised and that their voices are heard, especially in decisions affecting their lives. These groups often include children and youth who, despite making up a large proportion of the populations in many of the countries where Oxfam works, are often voiceless and powerless. TERM OF REFERENCE: Project evaluation Review study (MRMV) One of Oxfam’s key, and unique, strength is its ability to drive change from the local, to the national, to the global level, galvanizing resources across the world to deliver change through a mix of research and policy development, lobbying, media work, and public campaigning. Using the information and experience gained through local programme knowledge and direct contact with the poorest communities, Oxfam is able to work with and support national, regional, and global alliances, strategies, and policies that truly reflect the needs and perspectives of the most marginalized people. Project Specific background: Adolescents in Pakistan do not see their sexual and reproductive health rights (SRHR) fulfilled. Maternal mortality rates are among the highest in the world and young Pakistanis face numerous avoidable health problems. The Green Rose campaign works to empower adolescents to claim their rights and protect themselves, through helping them to acquire essential knowledge about their own bodies and their rights, and by creating an enabling environment within which they can make their own informed decisions. This ambitious goal requires an approach that goes beyond the current localized initiatives and instead follows an integrated approach, addresses duty bearers, indirect power holders and changes underlying beliefs and attitudes. The edutainment campaign applies mass communication strategies that combine entertainment formats and social change interventions to influence and mobilize caretakers; the crucial gatekeepers in the lives of adolescents. A more supportive attitude from caretakers is a prerequisite for adolescents to feel confident to seek and apply SRHR knowledge and to exercise their rights. Central in the caretakers’ campaign for SRHR education is that the project facilitates a petition where caretakers sign up with fingerprints or in written, texted or online signatures for the implementation of a full and comprehensive SRHR curriculum in schools. This three-year My Rights My Voice campaign project links closely with two parallel projects under the Green Rose umbrella, engaging religious scholars to TERM OF REFERENCE: Project evaluation Review study (MRMV) give positive interpretations of Islam on SRHR, using media and creating political support for a SRHR curriculum. Consequently, it contributes to the massive norm and behavior change required for adolescents’ SRHR socialization which further feeds into social change. The project is implemented in 9 districts(explained above) and the duration of the project is from Dec2011-April 15,2015 Goal: The overall goal of the MRMV edutainment project is to contribute to a considerable number of Pakistani adolescents between 10 and 18 being able to have access to SRHR information and life skills, and to claim their SRH rights. In pursuit of project’s broader aim, the specific objective of the project is as follow: Specific objective: The specific objective of the project is to influence the values and beliefs of a considerable number of Pakistani caretakers, so that they are supportive of SRHR education for adolescents of 10 – 18 years. 2- Evaluation Purpose: The end of project evaluation will review the extent at which Oxfam and its Partner WEG were able to implement the project goal, outcomes and activities within the agreed timeframe. 1. The project evaluation will primarily be an analysis - and not mere description of progress, outcome and feasibility of impact. 2. The evaluation will also analyze the reasons for deviations from the project goals and outcomes. 3. The evaluation shall attempts to determine, as systematically and objectively as possible, the relevance, efficiency, effectiveness, impact and sustainability of the project as per ToC of the MRMV. The evaluation will provide concrete recommendations towards the sustainability of rights based programming in the changing internal and external environments. It will also provide recommendations on improving strategies and identify gaps in attaining objectives. 5. To analyze the extent to which project intervention remained successful in changing behaviors of the Parents/ teachers, children, youth and allies considering overall global indicators of the program with specific focus on gender justice (Global Indicator 1.1c and 2.2b) and the quality of the discussions between peers and between peers and their allies on SRH rights. 6. To assess project reach out to the community and related stakeholder and not merely limited to direct beneficiaries 7. Draw key lessons learnt and comment on continuous learning processes especially using edutainment as a tool in breaking the silence. 8. Assess the quality and timeliness of inputs, the reporting and monitoring system and extent to which these have been effective 3-Stakeholder Involvement: Field research will include interviews with project staff of the implementing partner/ Alliance partners in 9 districts, Parents/caretakers, Youth and their allies, Religious scholars, print and electronic media and Government officials, Youth advisory board members in the field. Field research should also focus on case studies to enhance impact considerations. 4-Evaluation Questions: The consultant will be required to develop evaluation questions with support/guidance from Oxfam Novib Pakistan concerned staff, WEG and YAB members. TERM OF REFERENCE: Project evaluation Review study (MRMV) Methodology: An inception report is required to ensure that Oxfam Novib, WEG and YAB are fully conversant on the format, scope, depth and relevance of the evaluation. Actively involve Youth members, religious scholars, media personals, teachers and parents in the whole process by devising approaches that are most suitable for them. During the desk review process, the consultant will have direct email access to relevant staff members of ON, WEG and YAB to further investigate documents. Field research will include interviews with staff at implementing partner organization(WEG)/ Alliance partners, YAB, Parents/caretakers, Youth and their allies, Religious scholars, print and electronic media and Government officials. Field research should also focus on case studies to enhance impact considerations. Review reports like baseline report and budget allocations, partnership management and staff allocations. Reporting: - Preliminary findings: The consultant will present the preliminary findings of the evaluation to the Oxfam country staff, partners and youth reference group before the end of the assignment. - Evaluation results: A draft report will be submitted to the MRMV team two weeks after the field research and above mentioned presentation for review and sign-off. The MRMV Program team will liaise with the appropriate Oxfam and WEG staff to organise the sign-off process. - Short presentation of preliminary summary of consolidated evaluation report findings and discussion with key MRMV stakeholders - Final version of consolidated Evaluation Report: Within four days (4) week of receiving the Oxfam comments on the draft report, the Consultant will submit the final version of the evaluation report. TERM OF REFERENCE: Project evaluation Review study (MRMV) Consider adding heading of deliverables separately Requirements for the final consolidated evaluation report - The evaluation report should be clear and concise (not more than 75 pages, but preferably less) in English, excluding annexes and executive summary. - The evaluation report should include the following elements: o An executive summary that can be used as a stand-alone document. o The objectives of the evaluation. o The evaluation questions, Outline of the methodology and approaches used to carry out the evaluation with specific reference to the involvement of children and youth. o A justification of the methods and techniques used, with a justification of the selections made (e.g. counterparts, resource persons). o An indication of any perceived limitations of the evaluation. o Presentation of the findings and their analysis (including unexpected, relevant findings). o Conclusions. Here the focus is on responding to the various evaluation questions. The conclusions must be based on findings and must be well reasoned. o Recommendations must result directly and completely from the conclusions and must be well reasoned. - The appendices of the report should include: o The evaluation proposal o Evaluation instruments such as questionnaires and interview guides o Evaluation programme/ work plan (main features of data and activities carried out) o A list of interviewees (name, function and working environment), places visited and corresponding dates. Work plan, Financial proposal andSchedule: TERM OF REFERENCE: Project evaluation Review study (MRMV) The consultant will be expected to submit a detailed work schedule outlining the activities in the methodology prescribed in this ToR. A financial proposal which includes the cost of each activity- No other cost will be paid if its not mentioned in the financial proposal.Oxfam engagement at different stages of the process should also be included in this schedule. This assignment should be of three weeks starting from 30th March to 17th April 2015. Qualification of consultant/ Firm: The Review Consultant/ Firm shall have documented experience of evaluations of Sexual and Reproductive health and rights initiatives. Lead consultant must have Masters Degree or higher, in evaluation, applied research, social science, or a related field and have at least 5 years of experience managing or conducting evaluations. The Review consultant/ Firm should have sound gender expertise and gender balanced team to make sure that mothers and girls feel comfortable when interviewed. Furthermore, shortlisted will be asked to submit full narrative and financial proposals inclusive of workplan with clear timelines and responsibilities.
