Development of audio public service messages on nationwide radio to commemorate 100
Years of Voting Rights in Denmark
Background
The 5th of June 1915 is the day when Danish women were given the right to vote and stand for
election. In 2015, Danish government and its affiliated entities are commemorating the
completion of 100 years for this landmark.
The notion behind the celebration of 100th anniversary is to remind that, efforts must continue to
strengthen and develop the democratic system across the globe. Where the gender equality
debate in Denmark historically began as a fight for women’s basic rights, today it is about
women and men's equal opportunities to influence their own lives and participate in the society.
Oxfam Novib is working in Pakistan since 1982 as part of the Oxfam International
Confederation. Signatory to the United Nations Universal Declaration of Human Rights, Oxfam
works with local communities, especially women and young people, to enable them to claim and
exercise their social, economic, cultural and political rights.
Youth Life Skills Program, herein referred to as YLSP, is one of Oxfam Novib Pakistan’s
programmes committed to promote a society where people have equal and equitable
opportunities for development and overall well-being regardless of their gender orientation.
In September, 2014, Oxfam Novib, with the financial assistance of Danish International
Development Agency (DANIDA), under the umbrella of YLSP, initiated a programme titled
“Gender Empowerment and Institutional Development Programme (GEIDP)”. GEIDP aims to
focus on enhancing knowledge and capacities of youth, parents, teachers, government, media,
parliamentarians, political parties to ensure that the youth can claim their fundamental rights.
Similarly, we are also focusing to lobby with Government for creating a favorable policy
environment for equal rights of women.
As part of GEIDP, Oxfam Novib in collaboration with DANIDA is planning to initiate a radio
campaign to commemorate the 100th anniversary. These radio messages will focus on
promoting women rights, give women a voice and empower them to have the right to education,
the right to vote and govern and the right to avail opportunities for their overall wellbeing.
Objective of Assignment:
Oxfam Novib is looking to hire services of a media buying agency/firm for development of radio
public service messages and their broadcasting on national FM stations in selected districts of
Pakistan.
The agency will be required to produce creative, timely and quality radio messages to reflect
Oxfam Novib’s approach on women political participation in Pakistan. The agency will also be
required to provide insights into radio stations outreach, listenership; liaise with the radio

stations for broadcasting radio slots and monitoring the broadcast time and slots of each
message in the given time.
Deliverables:
All content for radio messages will be developed in close consultation with the Oxfam Novib
team. The agency will design the broadcast schedule as per guidelines and in accordance with
Oxfam Novib’s standards.
1. Development of 2 radio messages (30 second duration) in Urdu language based on the
theme of “Women Political Participation”.
2. Broadcast these 2 radio messages with total 4 spots per day per district in 5 districts of
Pakistan [Karachi, Lahore, Islamabad, Peshawar, Quetta].
3. Monitoring of broadcast of radio slots in terms of timings, days and quality and submit a
written report at the end of the deliverable.
Skills and Knowledge
1. Fluency in written and spoken Urdu is a must;
2. Strong practical background in content development, media buying and media
production;
3. Show a clear and mature understanding on radio content and external environment
pertaining to radio listenership/ radio trends in Pakistan;
4. Proven experience of content and media management, preferably with development
sector organizations;
5. Good understanding of new and evolving technologies and digital platforms.
Other Requirements
1. Agency/firm must safeguard and ensure all products are produced in line with the
provided and discussed briefs.
2. Agency/firm must produce quality and creative work as required.
3. Agency/firm must be experienced in content development and media management.
4. Agency/firm must guarantee timely delivery of product.
Timeframe:
This agreement is assignment based. Expected timeline is period beginning June 10, 2015 and
ending by June 30, 2015. Oxfam Novib reserves the right to rescind this agreement due to
unsatisfactory performance by the consultant/firm.
