Terms of Reference Evaluation of the Disaster Risk Reduction Programme Background: OXFAM is working on development, relief and campaign work with the vision just world without poverty. Together with seventeen(17) affiliates, OXFAM objective is 'to relieve poverty, distress and suffering in any part of the world' and 'to educate the public concerning the nature, causes and effects of poverty'. Livelihoods and Adaptation is one of the key pillars in Pakistan and under this Disaster Risk Reduction (DRR) is one of the core priorities. Currently, OXFAM Novib is implementing multiple DRR projects in different districts of three provinces with their local partners. The programme focuses on building an inclusive approach to create coping mechanism to mitigate disaster on vulnerable communities and enhance response based resilience of poor men and women. Oxfam Novib also endeavors to build the capacity of the local organizations & community based organizations to reduce the impact of disasters on the lives and livelihoods of the communities through implementing a Disaster Risk Reduction (DRR) programme in Pakistan. The Disaster Risk Reduction (DRR) programme is implementing by Oxfam and its local partners in different provinces of Pakistan. Now Oxfam Novib wants to re-look at different projects and components under this programme in order to capture the learning, lessons learned as well as the gap areas. The outcome of this evaluation will help streamlining future programme and also will suggest the working framework for future DRR and Adaptation initiatives in line with the Country Strategy and DRR strategy document (2015-2020). Oxfam Novib in Pakistan is initiating this evaluation together with their affiliates – Oxfam GB and Oxfam Australia to commission the evaluation and come with the achievements, gaps, and lesson learnt and provides recommendation and best practices that focus on key components for future DRR programme by One Oxfam in Pakistan. Consultancy Purposes: The evaluation is aimed at assessing the progress made towards the achievement of the overall and specific objectives for DRR programming in Pakistan. The results will be based on the different project proposals, current data and direct observations. The evaluation will provide the project achievements, gaps; lessons learnt and provide recommendations and best practices that will feed in to Oxfam’s future engagement in the DRR domain. . Brief Introduction about the DRR projects: Project Goal Flash Floods Risk Reduction and Drought Profiling in district Dera Ghazi Khan and Layyah. To increase disaster resilience of vulnerable communities through raising awareness and increasing preparedness and response capacities of local communities, CSOs and authorities on DRR in district Bhaker, Dadu and Nowshera. Increased resilience of the vulnerable communities affected by the impacts of climate change in the coastal area of district Badin. Enhance drought resilience and sustainable livelihoods of the vulnerable communities in Sindh Districts Dera Ghazi Layyah Bhaker, Nowshera Khan Dadu Province and Punjab and Punjab, Sindh and KPK Badin Sindh Tharparker Sindh Overall objective: The DRR evaluation assignment has two principal objectives: A. To assess the performance and impact of Oxfam Novib Pakistan’s DRR programmes and policies and operations in Pakistan from last three year programme. Chosen project of Oxfam GB in the similar domain & geographical area will also be included in providing insight B. To develop a series of findings and recommendations based on the evaluation which will suggest in the process of developing future DRR programme and project in line with the Oxfam country strategy in Pakistan. Critical areas to be covered during the evaluation: Interventions and programme/projects that worked well and the components that did not work well; how are the sub components helping/contributing in reducing the disaster risks. Challenges and Components/interventions which are not contributing towards the programme impact; Identification of Good practices Type of partnership and viable community institution for good programme impact. Targeting - geography (where) and the community (who) – how was the targeting done? More specifically, how effectively have women and people with disabilities been included in all stages of the program cycle? Sustainability, exit and scalibity What are the areas of advocacy? Are there any opportunity? National level linkages and future opportunity to link it with national flagship programmes Alignment of programme interventions with the new Oxfam Pakistan country strategy and priorities. Recommendation for the future DRR programme in line with the country strategy. Through investigating these critical areas, Oxfam 7 core questions to be considered in all evaluation ought to be covered. These are: 1. What significant changes have occurred in women’s men’s boy’s and girl’s lives and to what extent are these likely to be sustained? 2. How far has greater equity been achieved between women, men, boys and girls and other groups? 3. What changes in policies, practices, ideas, beliefs and attitudes have occurred in specific institutions, groups and individuals? 4. How effectively and appropriately have those we seek to benefit (direct beneficiaries), been involved at relevant stages through the process? 5. How effectively and appropriately have we worked with others and involved them in relevant stages through the process? 6. How effectively and efficiently have our resources been used? 7. To what degree have we learnt from this experience (/program) and shared the learning with others and ourselves? What will we now do differently, or what will we do more of? Methodology: Planning meeting with Oxfam Novib Pakistan and Australia team Desk review: for secondary information and data – project reports, proposals etc, Partners meeting which are relevant to the evaluation. Prior to the field work, will tools be developed – ie interview/FGD questions etc. Field work: Interviews (Govt. officials), FGD with community groups – Community Organization, village level, union council level and district level forums etc. Exit meeting with the partners after the field visit. Final Meeting with Oxfam team. Areas to be visited under this evaluation: All the project areas will be visited which are also mentioned above in the table. Time Frame: The following tasks the consultant will do during the Evaluation period and timeframe is flexible which could be decided with the commissioning manager of Oxfam Novib, Pakistan. Field visit, partners meetings, government meetings etc First Draft Evaluation report Final report Timeframe DRR 20 – 30 April 2015. 01 - 10 May 2015 25 May 2015 10 - June 2015 Deliverables: Finalized evaluation methodology and the timelines for field visit, report writing and sharing of finalized draft. (By June 2015) Summary of the discussions/feedbacks from the meetings with the partners and government official. The report format will be discussed and finalized with the commission manager. Data analyses and preparation of draft evaluation report Submission of Draft report- by end of May 2015 Submission of Final report- by June 10, 2015 Evaluation Team & Responsibility: The evaluation team will comprise of the consultant who will have overall responsibility of designing, implementing and coordinating the entire evaluation process guided by the TOR. The local leaders and community will participate in the key informant interviews, focused group discussions etc. Logistics: The consultant will arrange & pay for all assignment related logistics. The costs for logistics are to be included in the financial proposal. Expressions of Interest: The interested national consultant/consultancy firms with the stated profile and experience can send their application documents which include the Evaluation proposal (maximum up to 3 pages) – outlining the approach in undertaking the evaluation. Evidence of relevant previous experience/list of similar assignment and / or names and contact details of references with good knowledge of your previous work. Schedule of consulting fees (financial proposal) Key qualifications: A minimum of a masters degree in economics, social sciences A robust qualification and/ or experience in facilitation of workshops, research and evaluation including work on community groups Understanding of DRR approaches, practices & frameworks in Pakistan Five years Experience in development program evaluation, Proven experience working towards gender equity and equality, with specific experience in areas of disaster management and climate change and Gender. A working knowledge of the rural areas of Pakistan will be an asset Excellent written and oral communication skills.
