Salman bin Ebrahim Al Khalifa congratulated
FIFA president Sepp Blatter on his re-election for a
fifth term -- a victory the Asian Football Confederation (AFC) played a major role in delivering.
The AFC leadership’s staunch support for
Blatter was reiterated on the eve of the contest
by Al Khalifa’s patron, Olympic Council of Asia
chief Sheikh Ahmad Al-Fahad Al-Sabah, despite
the only other candidate being from Jordan.
With Australia the only public dissenters in the
Asian bloc, Blatter duly romped to victory over
Prince Ali bin Al Hussein despite the corruption
allegations which have again engulfed soccer’s
world governing body this week.
“On behalf of myself, the AFC and the whole
Asian football family, I would like to congratulate
Joseph S. Blatter on his re-election as FIFA President,” Bahraini Al Khalifa said in a statement on
Saturday.
“The AFC has always supported the FIFA
President and we are happy to continue working
with him and FIFA to further develop Asian and
world football into the future.”

action Saturday after almost a
year off. Injuries, however, haven’t prevented the outspoken
UFC light-heavyweight from
fighting for what he believes is
right.
In a sport where job security is next to nil, the 33-yearold Jimmo doesn’t pull punches outside the cage. The Saint
John native, who now calls Arizona home after stints in Edmonton and Halifax, has spoken out against the UFC’s deal
with Reebok and in favour of a
fighters’ association.
“There’s some fighters I
know, who fight in the UFC,
who are living in someone’s
basement for free because they
can’t afford to pay rent somewhere and have a vehicle,”
he said in an interview. “And
we’re talking about world-class
athletes. “We’re talking about

Vice President Joe Biden’s son Beau
dies of brain cancer

— Beau Biden, who
followed his father, Vice
President Joe Biden, into
politics and was twice
elected attorney general
of Delaware, died Saturday of brain cancer
less than two years after
he was diagnosed. Beau
Biden was 46.
The younger Biden,
who suffered a series of
health problems in recent
years, was hospitalized
this month at Walter Reed
National Military Medical
Center in Washington for
then-undisclosed reasons.
He suffered a mild stroke
in 2010 and three years
later underwent surgery
at a Texas cancer center
to remove what was describe as a small lesion.
He announced last
year that he would not
seek a third term as attorney general and planned
to run for governor in
2016.
“It is with broken
hearts that Hallie, Hunter, Ashley, Jill and I announce the passing of
our husband, brother and
son, Beau, after he battled brain cancer with the
same integrity, courage
and strength he demonstrated every day of his
life,” the vice president
said late Saturday in announcing the death of his
second child.
An infant daughter

cifra llegará a más de 8
millones de fallecidos.
Los datos indican que
el 40 por ciento de la población mundial de entre
15 y 65 años fuma. En
tanto, si bien en la Argentina la cifra bajó en
los últimos años debido
a campañas sanitarias,
avisos en cajas de cigarrillos y veda para fumar
en lugares públicos, la
cifra de fumadores sigue
siendo alta y ronda el 27
por ciento. Eso son unas
9 millones de personas
que consumen tabaco, de
las cuales 3 millones fuman más de 25 cigarrillos
por día. Pero el dato más
alarmante es que cada año
mueren 40.000 argentinos
a causa del tabaquismo.

Rain brings little relief to southern India
H
YDERABAD, India - Despite
hopes that weekend thundershowers would help end a raging
heat wave in southern India, the
rain brought only limited relief as
the death toll since mid-April approached 2,200.
Officials said Sunday that the
intense heat was likely to continue
for another day in worst-hit Andhra
Pradesh and Telangana states.
Daytime temperatures hovered
between 45 and 47 degrees Celsius
(113-116 Fahrenheit) in parts of the
two states over the weekend, 3 to
7 degrees Celsius (5 to 12 degrees
Fahrenheit) above normal, said
K.Y. Reddy, a director of the Meteorological Center in the Telangana
state capital of Hyderabad. Thundershowers brought relief to people in
other areas.
Andhra Pradesh has been hit the
hardest, with 1,636 people dying in
the state from the heat over the past
month and a half, a government
statement said. Another 561 people
have died in neighbouring Telangana, said Sada Bhargavi, a state disaster management commissioner.
Heat-related deaths also have
been reported in other parts of India.
Twenty-two people have died in
northern Uttar Pradesh state over the
past two weeks, said Raj Shekhar, a
state government official. The Press
Trust of India news agency said 21
people have died from the heat in
eastern Orissa state, seven in western Gujarat state and two in New
Delhi, India’s capital.
“We can’t bear this heat. The situation is worsened by frequent power outages,” said Rekha Tiwari, a
housewife in Lucknow, the Uttar Pradesh state capital.
Mohammed Waseem, a cart puller who was
drenched in sweat, had no respite as he went about delivering goods in New Delhi, where temperatures hovered around 41 C (106 F) on Sunday after a brief morning shower. “I have to work to feed myself,” he said.

actúa impunemente”, señaló la
guerrilla colombiana en un comunicado leído a los medios por
el comandante del equipo negociador, “Joaquín Gómez”.
El grupo insurgente cito datos del Sistema de Información
sobre Agresiones contra Defensores de Derechos Humanos (Siaddhh), según los cuales desde
que se inició la presidencia de
Juan Manuel Santos, se han registrado 1.762 agresiones contra
defensores de derechos humanos,
incluyendo 1.128 amenazas, 283
homicidios y 171 atentados.
Además refirieron que, de acuerdo con informes de Naciones
Unidas, en el primer trimestre de
2015 más de 25 líderes sociales,

a recognition for the COFEPRIS as a Functional
and Regulatory Agency for the period 2014-2017.
• The statement of Functional and Regulatory
Agency is the highest award that a regulatory authority for vaccines can receive.
• Ministry of Health, Mercedes Juan, said that
this recognition to COFEPRIS will bring direct
benefits to the health care of the population, which
is a priority of Mexico´s President Enrique Peña
Nieto, reflected in the National Development Plan
and in the Sectorial Health Program.

support, many autistic people can contribute to society
and for many, being independent in their own way.
In Calgary, Autism Awareness Day was held at Olympic
Plaza with the theme “Blowing
Bubbles For Autism.
Also attending was Mayor
Naheed Nenshi who also was
blowing bubbles along with
the hundreds attending.
With better trained professionals and caseworkers working with autistic children they
are just as capable of learning
at their own pace and many do
reach Post Secondary. In the

For the first time, as part of the 68th World
Health Assembly held in Geneva, Switzerland, the
Government of Mexico, through the Ministry of
Health, Mercedes Juan, received from the hands
of the Director General of World Health Organization, Margaret Chan the recognition that accredits
COFEPRIS as a Functional and Regulatory Agency on vaccines for the next three years.
Dr. Chan said that with this certificate Mexico will contribute significantly to supply and to
improve access to vaccines not only for Mexico
but for the whole world, especially for the neediest
countries.
She congratulated the Government of Mexico
for the effort to achieve this certification for the
period 2015 to 2017, and recognized the leadership of the health authorities in the region and in
the world.
At the ceremony, Dr. Mercedes Juan, said that
this recognition will bring direct benefits in the
health care of the population, which is a priority to
Mexico´s President, Enrique Peña Nieto, reflected
in the National Development Plan and the in the
Sectorial Health Program.
Ministry Mercedes Juan said that there is in
México a vaccination schedule consisting of 14
biologics, and has more than 95 percent of the vaccination coverage, which has strengthened health
services.
This certification is the highest award that a
health authority for vaccines can receiver. Only 38
countries in the world have this recognition.
This recognition was the result of a rigorous
evaluation process that took more than a year, in
which series of visits were conducted by experts
from the WHO to the COFEPRIS.
During the formal evaluation visit (in March
2014), the delegation of the WHO revised regulatory capabilities of COFEPRIS through a tool
to identify the performance of the health agency
on 6 basic functions: marketing authorization and
licensing activities; clinical trials authorizations;
Inspection; Batch release; Access to laboratories;
and Post-marketing surveillance.
As a result of this evaluation, the COFEPRIS
showed its functions, responsibilities and powers,
in a context of social representativeness, its technical authority and transparency mechanisms.
In this way, last July 23th, 2014, the COFEPRIS was declared as a Functional Regulatory
Agency for the period June 2014 - June 2017.
With this recognition not only human health
wins, but a suitable regulatory environment is generated for investments in vaccines because they
provide certain processes and the regulatory capacity of the Mexican health agency.
From this recognition, Mexico gets in the United Nations Revolving Fund valued at 6,000 million dollars a year, which would benefit Mexican
manufacturers estimated at 1,020 million pesos
annually.
Mexico has the possibility of providing vaccines tendered by the WHO and has the certificate
of quality that allows the use of such vaccines in
other countries.
With this recognition, Mexico will contribute
to improve the access of patients to vaccines and to
increase the global supply, which has been falling
gradually, because according to WHO, before 60
countries produced biologics, and now only 40.
Finally, the evaluation process at the WHO has
strengthened the regulatory capacity of the country,
bringing significant benefits to Mexico in improving regulatory actions to follow best international
practices to provide products that ensure quality,
in order to prevent health risks in the population.

A commentary by the member of

F
eeble jobs and trade data last
week underscore what most Canadians know only too well – the
national economy continues to falter and Stephen Harper’s long-delayed budget did little to help.
On trade, Canada has just posted a massive monthly trade deficit at $3-billion – second worst
ever. That’s on top of 51 previous
monthly deficits during the Harper
government’s tenure. By contrast,
preceding Liberal governments between 2003 and 2006 always ran
trade surpluses.
So, for all their boasting about
signing a bunch of bilateral deals,
the Conservative trade record is
disappointing. And it’s still not at
all clear whether their biggest deal
– with Europe – is actually settled.
It has not yet been ratified, let alone
implemented, and the EU continues
to balk.
On jobs, the figures for April
were again troubling.
Almost
20,000 jobs were lost. The unemployment rate stayed flat at 6.8%,
only because almost 20,000 Canadians dropped out of the labour
force.
For young people, the situation
is twice as bad – their jobless rate is
13.6%. And sadly, this is not just a
one-time blip.
The recession (which Mr. Harper blames for everything) ended six
years ago, but we’re still nowhere
near full recovery. There are some
200,000 MORE jobless Canadians
today than BEFORE the recession.
The participation rate in today’s
jobs market is down by two points.
Canada is showing virtually no economic growth. In two of the past
four months, the national economy
actually shrank.
In such circumstances, one of
the great risks is growing inequality.
Sadly, this is the type of “growth”
for which the Harper government is
best known. And their budget will
make things worse.
It’s built around an expensive
“income splitting” tax break for
wealthier folks.
That measure
provides no help whatsoever to a
single Mom at the poverty line,
while those earning a quarter-ofa-million will get a $2,000 bonus.
That’s what the late Jim Flaherty
meant when he said it was unfair.
It worsens inequality – as do several other Harper tax schemes which,
according to the Parliamentary
Budget Officer, are “increasingly
skewed toward high-wealth households”.
As a better alternative, Justin
Trudeau has announced the beginning of a plan for greater fairness
and growth for Canada’s middle-class and all those working so
hard just to get to the middle-class.
One part of it is a new and more
generous “Canada Child Benefit”.
It would replace a confusing, unfocused jumble of existing benefits
with a single, clean, monthly, taxfree payment that will provide significantly more support to 9 out of
10 families.
And that’s coupled with a middle-class tax cut – i.e., a 7% reduction in the personal tax rate applicable to incomes in the “middle”
bracket (which runs from about
$45,000 to about $90,000), saving
those taxpayers about $3-billion
per year.
The only tax rate increase proposed by Mr. Trudeau is applicable
to the highest 1% of Canadian incomes, above $200,000 per year.
The rate at this level of wealth
would rise to 33% from 29%. All
the extra revenue raised in this way
would be used to pay for the rate
cut in the middle bracket.
The Trudeau plan is being welcomed by economic and social
policy experts as “… powerful,
progressive, fair, transparent and
efficient …” in helping to fight
poverty and improve the incomes
of middle-class families.
Ukraine names Georgia’s Saakashvili as governor of Black Sea hotspot

Georgian President Mikheil Saakashvili to be governor of Ukraine’s southern
Odessa region, in a surprise move that is
certain to raise hackles in Moscow.
Separately in Ukraine, at least three
people were killed in the east where
government forces are fighting Russian-backed separatists.
President Poroshenko made the announcement of Saakashvili’s appointment, standing alongside the Georgian at a ceremony in Odessa, where
he described him as “a great friend
of Ukraine”. He granted Saakashvili
Ukrainian citizenship to facilitate the
move.
The security of the Black Sea city
of Odessa and its surrounding region
has become increasingly worrisome for
Ukrainians since a separatist conflict
broke out in eastern Ukraine following
Russia’s annexation of Crimea further
along the coast.
Saakashvili replaces Ihor Palytsia, a
businessman who was appointed governor in May last year after more than 40
people, most of them pro-Russian sympathisers, died in a fire in the port city
during a confrontation with pro-Western
demonstrators.

Harper Government helps former and current members of Canadian military enter civilian job market

he Honourable Pierre Poilievre,
Minister of Employment and Social
Development, along with Dan Albas,
Member of Parliament for Okanagan–
Coquihalla, announced an investment to
help evaluate and recognize the skills and
expertise of former and current members
of the Canadian military, so they can get
the right training for a civilian job. This
successful program from the British Columbia Institute of Technology (BCIT)
will also be expanded to other locations
across Canada, including the Northern
Alberta Institute of Technology (Edmonton), Fanshawe College (London),
triOS College (locations across Southern
Ontario) and Memorial University (St.
John’s).
Former and current members of the
Canadian military, such as Veterans and
reservists, often face many barriers to
finding a civilian job, including getting
the required credential recognition of the
skills and experience they achieved in
the military. To recognize the education
and work experience that they have acquired during their military career, BCIT
has developed an education placement
and prior-learning approach to help assess their skills and experience in order
to establish credits for BCIT programs.
As a result of this project, more former
and current members of the Canadian
military will get credential recognition
for their valued military experience in
the skilled trades, health sciences and
engineering, so they can get a job in their
field.
Minister Poilievre also took the opportunity to speak about Economic Action Plan 2015, which includes other
measures to support credential recognition, students and apprentices, including federal support for apprenticeship
harmonization, expansion of the Canada
Student Grant for short duration programs like skilled trades, and promotion
of Blue Seal certification across Canada
to encourage more skilled tradespeople
to start or expand their own businesses
and thereby, increase apprenticeship opportunities.
Additionally, he highlighted how
strong families and good jobs go hand
in hand, sharing important information about the Harper Government’s
Family Tax Cuts and Benefits. To help
hard-working families, the Government
is enhancing the Universal Child Care
Benefit, introducing the Family Tax Cut
and increasing the Child Care Expenses
Deduction and the Children’s Fitness
Tax Credit.

post-secondary education.

by BCIT, this population group is well

Seventy-three percent are employed,
with the majority satisfied or very satisfied with their civilian employment and
their financial situation, while at least six
percent are unemployed and looking for

· Since 2009, the BCIT Legion Military Skills Conversion Program has assisted 400 former and current members
of the Canadian military. In the past
three years, over 40 former Canadian
military members have graduated from
BCIT with a diploma or a degree. Currently, over 80 former and current members of the Canadian military are actively
pursuing education or training at BCIT
through the Legion Program.
· In Economic Action Plan 2015, the
Government committed to providing
$35 million over five years to make permanent the Foreign Credential Recogni-
tion Loans pilot project.
· The Universal Child Care Benefit
would increase from $100 to $160 per
month (totaling up to $1,920 per year)
for children under the age of 6, and parents would receive a new benefit of $60
per month (up to $720 per year) for each
child aged 6 through 17.

king was admitted to hospital on
Sunday for a health check up and will
stay overnight, the palace said.
Examination of King Bhumibol Adulyadej, 87, showed a normal heartbeat
and no respiratory infections, according
to a statement from the Royal House-
hold Bureau. Blood tests and body temperature measurement also showed no
abnormalities.
Bhumibol is widely revered by Thais,
most of whom have only experienced
his more than six decade reign. The king
is seen as a figure above the country’s
often violent political divisions.
Former top Hungarian communist faces new trial
over role in 1956 reprisals

UDAPEST (Reuters) - A 93-yearold former senior Hungarian Communist Party official convicted of war
crimes last year will face a new trial after
a higher court on Monday annulled his
jail sentence, saying the verdict against
him was unsubstantiated.
In May 2014, Bela Biszku was convicted of war crimes over shootings of
civilian protesters after the 1956 uprising that was crushed by Soviet tanks.
A Budapest court of first instance sentenced him to five-and-a-half years’ imprisonment.
However, the prosecution - which had
sought a life sentence - lodged an appeal
and Biszku’s lawyer also appealed the
verdict. Biszku denied all charges.
It was the first trial of a former top
communist in Hungary since the government of Prime Minister Viktor Orban
enacted a law in 2011 to enable prosecution of crimes committed after the an-

Biszku was charged over his role on
a party committee prosecutors said was
involved in ordering the shootings of
several civilians during protests in Budapest and in the town of Salgotarjan
in December 1956 in which dozens of

out a new trial. However it did not acquit
Biszku, saying an acquittal would only
be appropriate if there were no possibility of further evidence coming to light.

“The court ... has annulled the
first-degree ruling and ordered the court
of first instance to carry out a new proceeding,” a statement on its website said.

de Santa Rosa, un hombre le disparó a su
ex pareja con una escopeta por la espalda. La mujer, que ya había denunciado
amenazas, ahora lucha por su vida y el
atacante se encuentra detenido.
Angelina Baiotti tiene 37 años y el
sábado, luego de bajarse de su vehículo, recibió un disparo de escopeta en la
espalda y a raíz de las características del
arma, el impacto dañó su hígado, el intestino y la vejiga, indicó El Diario de
La Pampa.
Según ella misma llegó a denunciar
antes de ser internada, su agresor habría
sido Alejandro Weber, un hombre de 40
años, de quien se separó hace poco luego de distintos episodios vinculados a
la violencia de género. La pareja tiene
dos hijas, de 7 y 14 años.
Según publica en su edición de hoy
el diario Clarín, Weber había amenazado
a Angelina hace un mes con un cuchillo y la mujer había hecho la denuncia
policial. El agresor tenía una orden de
restricción hacia su ex y hacia sus hijas.

uno de los 300 botones antipánico con
los que cuenta el gobierno provincial.

Viajó a Europa para festejar sus 15 años y sufrió un ACV: su familia pide ayuda

andelaria Sosa estaba feliz: para festejar su cumpleaños de 15 viajó a Europa, junto a su hermana,
de 22 años. Pero inesperadamente en París sufrió un
ACV en el subte y ahora se encuentra en coma farmacológico.
Según consigna Clarín, la adolescente estaba yendo a un museo cuando se descompuso y fue socorrida
por una pareja de argentinos que la llevaron hasta el
Hospital Necker, donde debió ser operada de urgencia
y lograron salvarle la vida.
Su mamá, que viajó al viejo continente para estar
en este duro momento junto a su hija, sostuvo que su
estado es “crítico, pero estable” y destacó la atención
en el hospital.
Debido a esa nueva cirugía, Candelaria, que cursa
tercer año del colegio Santa Ana de Pacheco, deberá
permanecer en Europa otros dos meses. Por eso la familia necesita juntar fondos para poder solventar la estadía de un acompañante y el viaje de su papá.

IUDAD DE MÉXICO.- Falta menos de
una semana, pero aún no
se sabe qué tan decisivas
serán las elecciones mexicanas del próximo domingo, en los que se elegirán
más de 1000 alcaldes de
17 estados, nueve gobernadores y 500 diputados.
Lo que ya está claro es
que resultarán históricos:
por primera vez, candidatos independientes podrán
participar y alterar un
mapa electoral que durante décadas dominaron el
izquierdista PRD, el derechista PAN y el inclasificable PRI.
Las elecciones encuentran al país en una situación más que compleja,
con el narcotráfico fuera
de control en buena parte del territorio nacional,
funcionarios que forman
parte del crimen organizado (tal como probó el caso
Ayotzinapa) y la irrupción
de un cartel especialmente sanguinario y brutal, como el Jalisco Nueva
Generación. El desencanto y la falta de alternativas
son tan abrumadores que
miles de ciudadanos ya se
han pronunciado, en manifestaciones callejeras y
en las redes sociales, a
favor de anular el voto o
directamente no ir a votar.

panorama electoral faltan
nuevas opciones, surjan
candidaturas independientes que reivindican la
participación directa de la
ciudadanía en las grandes
decisiones.
An estimated 12,800 families
with children in Vancouver are eligible to receive money under the
Harper Government’s proposed enhanced Universal Child Care Benefit (UCCB), but are at risk of not
receiving the benefit unless they
apply.
The Honourable Pierre Poilievre, Minister of Employment and
Social Development, along with the
Honourable Alice Wong, Minister
of State (Seniors), today asked for
help from the media and the public
to encourage families to apply for
the benefit.
The majority of families with
children, approximately 3.8 million, are known and will automatically receive the enhanced UCCB
or be contacted by the Government
to confirm their information.
However, many eligible families
are not currently captured by the
Government’s UCCB system and
may miss out on receiving money
that is owed to them unless they apply.
In British Columbia, an estimated 23,500 families with approximately 41,000 children are not registered.
In Vancouver, as many as 12,500
families are estimated to be missing
from the Government’s registry.
This represents potentially millions
of dollars in unclaimed benefits in
this year alone.
Under the proposed enhancements to the UCCB, families would
receive almost $2,000 per year for
each child under 6 and $720 per
year for each child aged 6 through
17.
The new benefit amounts would
be retroactive to January 1, 2015
and be reflected in monthly payments to families in July 2015.
The proposed enhancements to
the UCCB are expected to more
than double the number of families that benefit from 1.6 million to
more than 4 million.

Malaysia Airlines Is ‘Technically Bankrupt’
T
he new boss of Malaysia Airlines has claimed the carrier is
“technically bankrupt”, following
two plane accidents in 12 months.
Christoph Mueller has confirmed that 6,000 jobs will be cut
at the troubled airline - ahead of a
rebrand in September which aims
to repair the damage caused by the
losses of MH370 and MH17.
Consumer confidence was badly
affected when Flight MH370 disappeared with 239 people on board in
March 2014, and just four months
later, Flight MH17 was downed by
a suspected ground-to-air missile
over Ukraine - killing 298 people.
The tragedies led to Malaysia Airlines being taken into state
ownership and delisted from the
stock market, but analysts claim the
company has been mismanaged for
years - a sentiment echoed by Mr
Mueller.
“The decline of performance
started long before the tragic events
of 2014,” he said.
Stiff regional competition has
led the company to post losses for
several years - and in a statement,
the airline pledged to “stop the
bleeding” in its finances by the end
of 2015, in the hope it will return to
growth by 2017.
Mr Mueller, nicknamed The
Terminator in Ireland for the job
cuts he implemented at Aer Lingus,
is expected to reduce the number of
long-haul routes offered from Malaysia to Europe, and focus on regional services.
However,
a
“profitable”
twice-daily service from London
Heathrow to Kuala Lumpur is set to
continue.
Under the new CEO’s plans,
Malaysia Airlines’ workforce
would shrink to 14,000.
The challenges facing the company come amid low jet fuel prices, which are expected to make this
year one of the most profitable for
the industry since the start of the
century.

Ataque de las FARC deja sin electricidad principal

(Reuters) - Guerrilleros de las FARC derribaron el domingo con
explosivos una torre de
interconexión
eléctrica
en una zona selvática del
suroeste de Colombia, un
ataque que dejó sin electricidad al principal puerto del país sobre el Océano Pacífico, informaron
las Fuerzas Militares.
El ataque, que no
afectó las actividades de
carga del terminal marítimo de Buenaventura aunque dejó sin electricidad
a unas 400.000 personas,
se produjo en medio de
un aumento de las hostilidades después de que las
Fuerzas Armadas Revolucionarias de Colombia
(FARC) rompieron hace
más de un semana un cese
unilateral del fuego.
“No hay manera de
justificar el atentar contra
colombianos y su seguridad. Dejar sin luz a Buenaventura es terrorismo
rampante”, dijo el ministro de Defensa, Juan Carlos Pinzón, a través de su
cuenta de Twitter.
Pese a la decisión de
romper la tregua en represalia por un bombardeo de
las Fuerzas Militares en el
que murieron 27 de sus
combatientes,
incluido
un jefe rebelde que había
participado en la negociación de paz que se realiza
en Cuba, las FARC anunciaron que continuarán en
la mesa en busca de un
salida al conflicto que ha
dejado más de 220.000
