Professional Position Description Section I Position Information Position Title Position # Department Classification Level Reports to Effective Date Position Summary Briefly describe the main purpose(s) of the position Update Only Classification Review X Manager of Development, Enterprise Systems 999979 IT Delivery D Director, IT Delivery 1-Apr-2015 As a member of the IT management team, the Manager of Development, Enterprise Systems plans, implements, and manages the people, resources, standards and processes used to develop, maintain, repair, enhance and support AU’s portfolio of enterprise systems. The portfolio includes administrative systems and student focused systems. Working closely with the Director IT Delivery and other managers within the Office of the Vice President Information Technology and other departments, the Manager will develop, execute and monitor the plans, processes and metrics for the effective, secure development and maintenance of the university’s enterprise systems. The Manager deals with highly confidential operational information and personnel information by virtue of his/her responsibilities. The Manager participates in the development of the university's capital and operating budgets and is required to represent the interests of management in the application of collective agreements. Duties and Responsibilities Organize by key responsibility area and include % of time spent where possible Enterprise Systems Management and Oversight (60%) Develops and maintains the Systems Development Methodology. Directs the development, deployment, monitoring, maintenance, and support of AU’s enterprise systems. Establishes, implements and maintains standard operating procedures for enterprise systems sustainment. Develops, recommends and implements plans for software upgrades and refreshes. Safeguards the integrity of production information and assets by recommending and implementing security standards and practices. Provides services that meet service level commitments and reports on actual performance relative to plan. Participates in the Service Advisory Group planning, documentation, and performance reporting (including Requests for Change). Provides input to and guides rolling 3-month resource plans for their staff and related systems and projects. Ensures appropriate change management and release management processes are adhered to, assists in their development. Act as a key stakeholder for enterprise systems with internal and external auditors. Continuous Improvement (10%) Recommends policies, standards and processes for systems development, deployment, support and maintenance. Monitors compliance to established policies, standards and processes. Selects and implements tools to enable cost-effective, reliable operations. Reports on IT performance metrics relative to budget, service levels, user satisfaction, resource usage. Builds a culture of continuous improvement Administration (10%) Prepares and manages unit annual operating plan, including operating and capital budgets. Participated in project proposal development, estimates, and cost/benefit analyses for ICT Investment. Contributes to the IT Delivery portions of the IT strategic plans. Ensures staff are effectively using ITS’s time reporting systems for reporting their activities. Performs all necessary administrative duties for their unit within AU’s Finance and HR systems related to staff leaves, timesheets, requisitions, invoices, budget variances, etc. Team Development (20%) Manages IT staff including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions. Develops and manages training and career plans for IT staff under his/her supervision Creates a positive working environment that encourages and recognizes excellence in personal performance, technical competence, and teamwork. Ensures staff have clear objectives and that they receive periodic feedback regarding their performance. Contributes to regular communications with university managers, department heads, and end users regarding pertinent IT activities. Classification Factors Communication The Manager is responsible for communication with internal stakeholders to the Director level and a variety of external service providers for the purposes of providing information regarding IT operations and performance; and obtaining compliance and support for ICT plans, processes and standards. Supervision The Manager is responsible for recruitment, monitoring, and performance of employees within their portfolio. The incumbent is also responsible for ensuring external contractors assigned to initiatives meet the required deliverables. Impact of Service or Product All students and AU employees use the university’s enterprise systems. The quality, reliability, security and availability of these systems have an immediate impact on the quality of experience obtained by AU students and the productivity of AU employees. AU’s reputation, performance and credibility are directly affected by any disruption or reduction in services. Security of ERP systems impacts AU’s compliance with Alberta’s FOIPP legislation and regulations. Independence of Action The position is senior, and provides leadership for enterprise systems for Athabasca University. Supervision of the incumbent is of a general nature based on OVPIT strategy, goals and plans. Complexity Planning The Manager is responsible for formulating and executing plans, processes and standards that support the IT strategy, annual operating plan and generally accepted industry practices (including ITIL and COBIT). Complexity is driven by the rapid developments in information and communications technologies. The incumbent must utilize a wide range of skills and subject matter expertise areas. The Manager maintains a sound knowledge of emerging technologies and evolving trends in our ERP system applications and products. Security threats are increasingly sophisticated and pervasive. The Manager maintains a knowledge of threats and best practices with regard to threat response. The Manager prepares an annual operations budget and operational plan for their unit that is linked to both the IT strategy and the broader University strategic plan. Staff resource plans (3-month rolling) are created and updated, and monitored against actual time tracking. The ERP Service Advisory Group will create a roadmap of priority software development items, which must be planned and managed through development and release. Significant scheduling activities are undertaken. The qualifications relate to the position not the incumbent A degree recognized in Canada in the field of computer science, management, or information systems plus five years of IT management experience or an equivalent combination of education and work experience. Demonstrated experience with ERP systems is required. Post-Secondary and Ellucian Banner experience is highly preferred. Proven experience in IT planning, project management, budget planning and monitoring. ITIL Foundation certification required, advanced certification desirable. Thorough understanding of software development methodologies, project management methodologies, release and change management, and software quality assurance. Awareness of Enterprise Architecture fundamentals desirable. Knowledge of business theory, business processes, management, budgeting, and business office operations. Superior understanding of AU’s strategic goals and objectives. Knowledge of applicable laws and regulations as they relate to IT. Strong understanding of human resource management principles, practices, and procedures. Strong leadership skills. Excellent written, oral, and interpersonal communication skills. Ability to present ideas in business-friendly and user-friendly language. Highly self-motivated, self-directed, and attentive to detail. Ability to effectively prioritize and execute tasks in a high-pressure environment. Extensive experience working in a team-oriented, collaborative environment. Responsible for awareness of OHS responsibilities as an AU employee and manager, for participating in the AU OHS Program as required, and for ensuring participation of the AU Community in the AU OHS Program as required.
