Sealed tenders are invited from the reputed Security Agencies for
Providing services to the office of the Cantonment Board.St.Thomas mount
And establishment under the Cantonment Board.
The blank tender schedule can be obtained f~m this office on
pavment of Rs.500/- up to 1500 hrs till 18-03-2015. The 9faled tenders shall
have to be put in the tender box kept in this office on or before 1500 hrs on
19-03-2015. And the same will be opened at 1530 hrs.ori th presence of the
tenderers if any.

TENDER CONDITIONS
CANTONMENT
FOR DEPLOYING SECURITY TO
BOARD ESTABLISHMENTS.
1.
Tenders must be submitted with latest Income Tax Clearance Certificate
1 Return and two duly attested passport size photographs, one should be
pasted in tender form. Those firms 1 contractors 1 individual, who have been
blacklisted 1 debarred by any of the Government 1 Semi - Government
Department for the services in question, need not to apply for the tender form.
The contractor 1 firm 1 individual shall submit the list of Government
organizations to whom it 1 he had made satisfactory services along with their
lates t certificates.

Tenders must be accompanied with an Earnest Money amounting to
Rs. 10,0001- ( refundable ), which can be deposited either in cash or by a
crossed demand draft of any Nationalized Bank drawn in favour of the Chief
Executive Officer, St. Thomas Mount. A valid receipt of the cash payment 1
crossed Demand Draft should accompany the sealed tender otherwise the same
shall not be accepted.

Contractor 1 firm 1 individual, whose tender is accepted, shall deposit a
Security deposit total amount equal to one months quoted rates, which shall be
refundable to them after satisfactory completion of the period of agreement.
The contractor 1 firm 1 individual, whose tender is approved, shall also have to
execute an arrangement to that effect with the Cantonment Board. It/he shall
have to furnish a non judicial stamp paper Rs. 1001- for e~~cution of the
agreement along with the payment of security deposit within seven days from
date of receipt of letter of acceptance of tender failing which the Earnest
Money shall be forfeited.

The contractor / firm /individual will have to follow all the relevant
labour laws and the Minimum Wages Act (applicable to municipalities)/ The
Workmen's Compensation Act etc. while engaging their staff and will have to
furnish certificate / affidavit to that effect. The contractor / firm / individual
only shall be responsible for submitting all the labour returns to the office of
Assistant Labour Commissioner and in case of any violation of labour laws,
only the contractor shall be liable for the consequences.
The Cantonment
Board / Chief Executive Officer can not be made liable to that respect. The
Cantonment Board has only enter into an agreement with the contractor i.e.
The contractor / firm / individual for providing security services.
The
contractor himself can employ the manpower at his own risk and cost. No
matter pertaining to the labour laws will be entertained by the Cantonment
Board or by the Chief Executive Officer at ~ny time during or after the
contract period. The tenders which do not quote the rate covering the statutory
dues payable to the security guards as per Minimum Wages Act, E.S.I, E.P.F,
will not be considered.
5.
The Board shall pay monthly payment to ..the contractor, for the actual
services rendered in the last month. The contractor / firm /individual shall
have to furnish a certificate that they followed Minimum Wages Act / Labour
Laws as and when demanded, otherwise payment will not be made to the
contractor. The contractor should submit the payment details of ESI/PF every
month for the guards posted.
6.
The entire work will be as per the direction of the Chief Executive
Officer or any other official authorized by CEO of the Canto~ment Board, St.
Thomas Mount, in this behalf.
7.
The contractor shall be responsible for any inquiry or loss of life and /
or property of his staff during and after duty hours and the Ca~'£onment Board
shall not be liable to pay any damages / compensation in this respect either to
the contractor or to the individual workman.

The monthly rates quoted by the contractor / firm / individual shall
remain unchanged till the completion of agreement period an in no case they
shall be revised in this period.
9.
The security services contract also includes maintenance of records of
visitors, issue of pass to the visitors and filing thereafter for which the
stationery costs shall be' borne by the Cantonment Board.
10.
An out pass and in pass on the movement of materials brought inside
and taken outside the office to be issued / received a pass and the list of such
stock should be maintained.
11.
The required shelter and lighting or essential gadgets ( torch, lathi etc.)
involved during guarding shall be borne by the contractor.
12.
The security aspects includes monitoring of parking of vehicles. The
vehicle should not be allowed to park haphazardly, which would allow free
flow 0 f traffic.
13.
The list of staff with addresses involved in the security of the
organization should be provided to the Cantonment Board office from time to
time. The security agency shall be responsible to obtain Police verification of
all the personnel involved / engaged for services. The documents regarding
the verification should be provided to the CEO along with the list of such
personnel. Only the guards who are cleared by this office can be deputed for
duty.
14.
A shift roaster to be maintained and should be submitted for the daily
perusal of Cantonment Board officials. No guards will be engaged more than
48 hours in a week.
15.
Any theft or damage to the Cantonment
period should be fully borne by the contractor.

16.
The security guards deputed should wear full and neat uniform and
should be well trained and acquainted to the aspects of hospitality / security.
17.
The security guard should evacuate person moving around the campus
without any reasons or doing any illegal activities. They should maintain a diary
containing all important / emergency phone numbers, during the duty hours.
18.
The notice of tender published by this office forms part and parcel of
the terms and conditions of the tender.
19.
The CEO / Board has the right to direct and / or add or reduce the
usage of security manpower to any points of the Cantonment Board other than
those specified within the Cantonment on the same terms and conditions of
the tender.
The Board may extend the period of the contract due to
administrative / unforeseen reasons, on the same terms and conditions at their
sole discretion.
The probable points / locations are office complex, School
at Pallavaram and Mount, Hospitals at Pallavaram and Mount, Auto garage,
CEO's Bungalow, DEO's Office
20.
No ~conditional tenders will be accepted.
21.
The tenders sent by post / fax shall not be accepted.
22.
If any guard is engaged on duty who is not cleared by this office / or any
guard is not found on duty or engaged in continuous shifts amount equivalent
or up to seven shifts will be deducted. In this regard the interpretation of the
CEO is final.
