JOB DESCRIPTION EAST END DISTRICT PROGRAM DIRECTOR (Exempt Position) The East End District Program Director directs and executes projects, with the direction of the Executive Director and in collaboration with the respective District Board of Advisors and committees, within a neighborhood business district revitalization program that utilizes historic preservation as an integral foundation for commercial development. The Program Director is responsible for developing, conducting, executing and documenting all aspects of the Main Street program. The Program Director is the main point person responsible for coordinating all program activities and volunteers within his or her respective business district. The Program Director will report directly to the Charleston Main Streets Executive Director. Essential Duties and Responsibilities: • • • • • • • • Coordinates the activity of the Main Street program committees, ensuring that communication among committees is well established and on-going; assists committee volunteers with implementation of work plan items. Manages all programmatic aspects of the organization including purchasing, record keeping, budget development, and preparation of all reports required by the Main Street West Virginia coordinating office and by the National Main Street Center; and supervises AmeriCorps VISTA members or consultants as needed. Develops, in conjunction with the committees and District Board of Advisors, program development strategies for the neighborhood business district that are based in historic preservation and utilize the community’s human and economic resources. Becomes familiar with and communicates regularly with all persons and groups directly and indirectly involved in the neighborhood business district. Remains cognizant of the roles of various neighborhood business district interest groups while working in conjunction with the Board of Advisors and committees in developing an annual work plan for implementing a neighborhood business district revitalization program focused on: urban design/historic preservation; promotions and marketing; organization/management; and district development. Develops and conducts on-going public awareness and education programs designed to enhance appreciation of the neighborhood business district’s assets while striving to foster an understanding of the Main Street program goals and objectives. Assists individual tenants or property owners with physical improvement projects through personal consultation or by obtaining and supervising professional design consultants; assists in locating appropriate contractors and materials; provides advice and guidance on necessary financial mechanisms for physical improvements. Assesses the management capacity of major neighborhood business district organizations and encourages improvements in the community’s ability to carry out joint activities such as promotional events, advertising, appropriate store hours, special events, business assistance, parking management, etc. Provides advice and information on successful neighborhood business district management. Encourages a • • • • • cooperative climate among neighborhood business district interests and local public officials. Represents the district to important constituencies at the local and national levels. Speaks effectively on the program’s directions and work, mindful of the need to improve local and national economic development policies as they relate to commercial districts. Works with the Charleston Main Streets Executive Director to create, execute and facilitate a full marketing strategy for the district and program. Supervises any necessary temporary or permanent employees, as well as professional consultants working within the Main Street program or on Main Street projects. Participates in personnel and project evaluations for staff that report directly to the Program Director. Monitors the annual operational budget for his or her district and maintains financial records and reports regularly to the Executive Director. Qualifications: • • • • • • Bachelor’s Degree is required. Must have experience in one or more of the following areas: public relations, planning, business administration, marketing, public administration, retailing, volunteer or non-profit administration, architecture, historic preservation, and/or small business relations. Must be sensitive to design and preservation issues and must understand the issues confronting downtown or neighborhood business people, property owners, public agencies, and community organizations. Must be entrepreneurial, energetic, imaginative, well organized and capable of functioning effectively in an independent environment. Excellent written and verbal communication skills are essential. Supervisory skills are desirable. Must be competent in operating all standard Microsoft Office applications including Word, Excel, and Power Point. Experience working with Adobe Creative Suite is preferred but not required. Physical Demands and Time Requirements: Applicants should be aware of the following demands of this position: • Position may require work for extended periods of time including evenings and weekends. • Position may require travel out of the region. • Applicant must possess a current driver’s license Salary Range: $37,500 - $45,000
