SUMMARY:
This position performs highly responsible supervisory work in the management of the Neighborhood
Services section. This position manages all aspects of Code Enforcement Special Magistrate proceedings
and collections of fines and fees ordered. Additionally, this position assists in the planning, organizing,
coordination, operation and administration of neighborhood services projects and programs.
ESSENTIAL FUNCTION DUTIES AND RESPONSIBILITIES:
• Manages and formulates daily work plans for staff.
• Supervises Code Compliance Supervisor responsible for managing the investigation of complaints to
determine legality of circumstances, and gives notice of required action to abate the condition
• Proposes strategies for long/short term plans for the section using best management practices
• Responsible for managing all case files, fact sheets and other documents for the Code Compliance
Special Magistrate for prosecution of cases.
• Creates and edits correspondence, reports, memorandums, SOP’s and other material.
• Reviews and drafts new ordinances and amendments to City’s code. Maintains a running list of errors
and omissions that are to be amended annually.
• Performs research on Florida statutes, code cases, court recordings, and municipal codes in order to

make educated and substantiated recommendation in accordance with precedent and policy. Applies
research knowledge to work.
Coordinates with City Attorney’s office regarding ordinances, enforcement procedures, and code
cases
Coordinates and implements staff professional development opportunities and training.
Assists with budget preparation and monitors revenues and expenditures.
Provides oversight of Code Compliance Specialist, coordination of Special Magistrate Hearing and
agenda development.
Attends and acts as Administrator during Code Compliance Special magistrate hearings. In support of
Code Compliance Supervisor and Code Compliance Officers, and may be required to testify to the
facts, conditions, findings and code sections.
Audits code cases and court recordings to assure proper filing and recordkeeping procedures are
followed.
Provides oversight on inspections within the City for code violations and infractions.
Establishes and maintains effective working relations with other Departments, Divisions, Sections,
employees and general public.
Responds to inquiries from employees, residents, and general public and refers them, when
necessary, to appropriate person(s)
Attends and conducts various meetings
Maintains accurate and timely section information via EDEN
Assists staff in identifying and obtaining training opportunities

Makes routine purchases
Performs emergency operations, as required
Prepares reports and case documentation.
Communicates effectively with all staff, both verbally and in writing, on a daily basis
Performs any other related duties as required
Performs related duties as directed

MINIMUM QUALIFICATIONS:
• Bachelor’s Degree in Public Administration or Business Administration, or related field, and/or
• A minimum of 3 years experience in the field of municipal code enforcement, administration,
customer service, and
• Progressively responsible experience in supervisory capacity
• Florida Association of Code Enforcement (FACE) certifications, Level I, Level II, or Level III obtained
or ability to obtain within one (1) year of employment
• Any related combination of education, training and experience
SPECIAL QUALIFICATIONS/PREFERENCES:
Valid State of Florida Driver's License with a good record.
