Speaker Biographies
Alys Cohen is a staff attorney at the National Consumer Law Center's
Washington office, where she advocates before Congress and federal regulatory
agencies regarding mortgage lending and foreclosure prevention. Her work
includes Congressional testimony, regulatory comments and federal policy
advocacy on loan origination, mortgage servicing, and other housing issues
affecting low-income homeowners. Alys also trains and consults with attorneys,
mediators, and housing counselors nationwide on home lending matters. Prior to
joining the NCLC staff, Alys served as an attorney in the Federal Trade
Commission's Bureau of Consumer Protection, Division of Financial Practices,
where she focused on predatory mortgage lending and discrimination matters.
She is a graduate of the University of Pennsylvania Law School.
Michael Drayne, senior vice president of the Office of Issuer & Portfolio
Management at Ginnie Mae, is responsible for the management of relationships
with the mortgage lenders who issue securities under Ginnie Mae's mortgagebacked securities program. In this capacity, he oversees the Single Family and
Multifamily Program Division, as well as the Monitoring & Asset Management
Division, the latter of which is responsible for the oversight of the Ginnie Mae
servicing assets owned by Issuers or Ginnie Mae. A 25-year veteran of the housing
finance industry, Mr. Drayne began his career at Chevy Chase Bank, where he
served as vice president and director of secondary marketing. He has also held
management positions with the residential lending divisions of two other banks.
Mr. Drayne has presented at numerous industry conferences. In particular, he has
spoken about the U.S. secondary mortgage markets to the evolution of the postcrisis housing finance industry and its relation to government-insured lending and the capital markets. Mr.
Drayne has a bachelor of science degree in business administration and a master’s degree in public
management, both from the University of Maryland.

Stephen B. Fleming, senior vice president of Phoenix Capital, Inc., joined
the Phoenix team in 2011 and helps lead the strategic business
development, client management, and industry relations groups. Stephen’s
responsibilities span bulk and flow servicing transactions, MSR analytics
including best execution engagements, and M&A activity. Prior to joining
Phoenix, Stephen was a senior credit trader at Fannie Mae in Washington
DC, working on both the bulk and flow pricing strategy teams. He began his
career at JP Morgan Chase as an assistant vice president. Stephen is a
frequent industry speaker, including engagements at various national,
regional, and state MBA conferences as well as the Fannie Mae Lender
Forums. In addition to being a Georgetown University MBA honors
graduate, Stephen holds a finance and accounting certification from the
University of Pennsylvania's Wharton School of Business and a BA degree in mathematics and
economics from the College of the Holy Cross.
Laurie Goodman is the center director for the Housing Finance Policy Center at
the Urban Institute. This center is dedicated to providing policy makers with datadriven analysis of housing finance policy issues that they can depend on for
relevance, accuracy, and independence. Prior to joining Urban in 2013, Laurie
spent 30 years as an analyst and research department manager at a number of
Wall Street firms. From 2008–2013, Laurie was a senior managing director at
Amherst Securities Group, L.P., a boutique broker dealer specializing in
securitized products. Her strategy effort became known for its analysis of
housing policy issues. From 1993–2008, Laurie was head of Global Fixed Income
Research and manager of U.S. Securitized Products Research at UBS and
predecessor firms. The UBS Securitized Products Research group was ranked #1
ranked by Institutional Investor for 11 straight years. Prior to that, Laurie held
positions as a senior fixed income analyst, a mortgage portfolio manager, and a senior economist at the
Federal Reserve Bank of New York. Laurie has a BA in mathematics from the University of Pennsylvania,
and a MA and PhD in economics from Stanford University. She has published more than 200 articles in
professional and academic journals, and co-authored and co-edited five books. Laurie was inducted into
the Fixed Income Analysts Hall of Fame in 2009. She serves on the board of directors of MFA Financial, and
is a member of the Bipartisan Policy Center’s Housing Commission, the Federal Reserve Bank of New
York’s Financial Advisory Roundtable, as well as the New York State Mortgage Relief Incentive Fund
Advisory Committee.

Jeff Naimon is a partner in the Washington, DC office of BuckleySandler LLP,
with more than 20 years of experience assisting banks, non-banks, other
financial services providers and private equity sponsors with regulatory,
enforcement, transactional, and litigation matters. He defends banks and other
financial services companies facing regulatory examination or enforcement
matters before the Consumer Financial Protection Bureau , the Office of the
Comptroller of the Currency , the Federal Deposit Insurance Corporation , the
Board of Governors of the Federal Reserve System , and state banking and
mortgage regulators, with a focus on fair lending, unfair, deceptive, or abusive
acts and practices , and other consumer protection issues. Mr. Naimon is
consistently recognized as a leading lawyer in Financial Services Regulation: Consumer Finance
(Compliance) in Chambers USA. In their 2014 edition, Chambers describes him as "recognized for his
strength in consumer finance regulatory compliance work. Sources attest that he is 'very, very bright and
thoughtful.'" He is also a fellow of the American College of Consumer Financial Services Lawyers. He
previously served as co-chair (2011–2013) and co-vice chair (2008–2010) of the Truth in Lending
Subcommittee of the American Bar Association’s Consumer Financial Services Committee and has
authored numerous articles on consumer financial services. Mr. Naimon received his JD from the
University of Virginia School of Law and his BA from Yale University (magna cum laude).
Faith Schwartz is senior vice president of government and public affairs
at CoreLogic and is responsible for managing the CoreLogic government
business while providing policymaker education and thought leadership.
Before joining CoreLogic, she was an executive director at the HOPE
NOW Alliance, a nonprofit coalition created in 2007 to bring together
servicers, lenders, investors, Federal Reserve Banks, and governmentsponsored enterprises to help homeowners in distress stay in their
homes. Schwartz is a former member of the Federal Reserve Consumer
Advisory Committee and currently sits on the boards of the CoreLogic
Academic Research Council; the Structured Finance Industry Group; and HOPE LoanPort, which
provides a communication loan workout vehicle for borrowers, counselors, and investors. Schwartz
was recently highlighted by the Mortgage Bankers Association as one of 20 distinguished industry
women and in 2012 was selected as one of Housing Wire’s Women of Influence.
