DESCRIPTION:
Responsibilities, under direct supervision of the County Environmental Health Manager, will be to
provide inspection/ permitting/consultation for compliance of county and state rules and regulations for
all Putnam County Environmental Health Programs and all related inspection/ permitting/consultation
for the following facilities within Putnam County: Food Service, Public Swimming Pools, Tourist
Accommodations, and Body Art. In addition, the person hired in this position will provide services within
the Wastewater Management, Well Water, Emergency Preparedness, and other environmental health
programs. Investigate all assigned health-related complaints received.
JOB DESCRIPTION:
1. Assists with preparation sampling plan and collects samples in accordance with established
procedures.
1. Conducts on-site inspections at assigned facilities to determine compliance with
environmental health codes in accordance with established procedures.
2. Performs follow-up inspections as required to monitor correction of non-compliance
deficiencies in accordance with established procedures.
3. Informs facility officials of inspection results and any corrective measures needed for
achieving compliance in a timely manner.
4. Conducts investigations into possible causes of illnesses based on accepted public health
procedures and completes applicable reports in a timely manner.
5. Prepares sampling plan and collects samples in accordance with established environmental
health procedures.
6. Calibrates equipment as necessary.
7. Notifies supervisor immediately when imminent health hazards are found.
2. Learns to interpret regulatory issues, technical issues, and analytical data to document
compliance
1. Reviews, analyzes, and interprets various t.echnical and/or scientific plans and reports as
required.
2. Reviews permit applications; drafts, modifies and issues permits in accordance with
established procedures.
3. Reviews field implementation of plans to ensure compliance with the environmental health
laws, rules and regulations in accordance with established procedures.
4. Assists in the completion of permit applications and other correspondences as needed.
5. Conducts field evaluations according to established procedures.

1. Responds to complaints and requests for service from the public in a professional and
courteous manner.
2. Investigates complaints and responds to requests for service regarding specific
environmental health issues in a timely manner
3. Upon the discovery of non-compliance conditions, initiates appropriate action to resolve
the condition in an expeditious manner.
4. Notifies the complainant of investigation results in a timely manner.
5. Promptly refers individuals to other appropriate agencies or resources for problem
solutions.

2. Participates in negotiations with the regulated community to resolve noncompliance issues
as required.

4. Provides factual testimony in formal legal proceedings; acts as a witness, provides case
support to the legal community and provides technical and regulatory support for criminal
or civil investigations as required.

1. Provides limited training to less experienced associates in inspections and regulatory
responsibilities as required.
2. Assists in conducting public health educational activities at schools, facilities, professional
association meetings and for individuals when requested.
3. Participates in public hearings and meetings to provide technical expertise regarding
environmental health issues as required.
4. Provides ongoing consultation to the public, regulated community and enforcement
personnel regarding the intent of environmental health codes.
5. Assists in the administration and coordination of certification programs as required.
6. Assists with the revision of environmental health rules and regulations according to
established guidelines.

rules, regulations and established procedures.
1. Responds to environmental health emergencies and conducts safety evaluations according
to established guidelines.
2. Evaluates environmental health and safety risks at controlled and uncontrolled sites and
selects a level of safety for conducting required work.
3. Maintains 24-hour capability of responding to environmental health emergencies.
4. Maintains and performs timely updates to emergency response plans.
5. Utilizes assessment models to determine potential risk and makes protective action
recommendations.
6. Reports and documents immediately any exposures to hazardous and unsafe conditions.
Provides information to the public, regulated community, and enforcement officers regarding the
environmental laws and regulations.
1. Assists with data collection and evaluation according to established procedures.
2. Performs injury prevention activities in accordance with acceptable health and safety
practices.
3. Monitors and assesses progress and acceptability of programs according to established
procedures.
Responds to environmental emergencies and conducts safety evaluations.
1. Completes required forms and reports according to local protocols and standards of
promptness.
2. Manages equipment and supply inventories to conduct monitoring and analytical
procedures as needed.
3. Assists with generating periodic statistical reports used to evaluate program's effectiveness
and determine the performance of individual facilities.
4. Assist with managing multiple data bases and prepares information or special reports as
requested by the federal, state and local government or other interested parties.
5. Prepares and issues compliance letters and other general correspondence as required.
Reviews permit requirements and regulations in order to ensure compliance with state and
federal environmental laws.
1. Participates in unit, agency and state meetings as required to maintain knowledge of
environmental health programs.
2. Reads, interprets, communicates and applies information disseminated from policy
directives.
3. Reads and evaluates professional literature as appropriate to maintain current knowledge
of environmental health issues.
4. Incorporates knowledge of pertinent new trends and developments into the performance of
other responsibilities.
5. Participates in professional development training to stay current with technologies and
environmental health laws and regulations.
MINIMUM QUALIFICATIONS:
Completion of a bachelor's degree at an accredited four-year college or university which included
the completion of 40 quarter hours (or 27 semester hours) in laboratory sciences (e.g., chemistry,
biology, geology, physics, etc.); valid driver’s license
