The Cooperative Republic of Guyana has received financing in the amount of US$10
million equivalent from the World Bank toward the cost of the University of Guyana
Science and Technology Support Project (UGSTSP), and it intends to apply part of the
proceeds for consulting services.
The consulting firm for Design and Supervision of Civil Works would address
rehabilitation and improvement of the 14 buildings in the four science faculties on the
campus by improving the physical accommodation and supporting infrastructure to allow
for teaching and basic research. The spatial rehabilitation would include new floor
surfaces, new cupboards, new potable and waste water systems, new electrical
distribution, new lighting, new air conditioning, new furniture, new scientific and
multimedia equipment, etc. The component would also address the repair, restoration and
renovation of the existing buildings in their entirety. In addition, the sub-component
would address issue of drainage as it relates to the campus and the attendant flood
mitigation measures required.
The objective of the consultancy is to provide Pre and Post-Contract services for the
project. The consultancy services to be procured will encompass the design, contract
administration and supervision of works. The services required would include but are not
limited to: project management, architectural, structural, civil, electrical and mechanical
engineering, quantity surveying and interior design services and any specialist
consultancy required in support of these. The estimated duration is as follows:
(a) During Pre-Construction: 32 weeks; and
(b) Post-Contract Stage for each faculty: From the commencement of Construction
(within 12 weeks of completion of Construction Documents Review phase or
within 4 weeks of the issuance of a letter of award) to the end of year 4.
The University of Guyana Science and Technology Support Project (UGSTSP) now invites
eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required
qualifications and relevant experience to perform the services (description of similar
assignments, experience in similar conditions, availability of appropriate skills among staff,
etc.). The consulting firms should meet the following requirements:
1. The firm must have at least 10 years’ experience in architectural, civil and structural
engineering design and development with proven experience in design of public
buildings.
2. At least 5 years’ of sound professional experience in construction supervision and
project management with sound construction safety and loss prevention management
practices;
3. At least one successfully completed similar assignment during the last 3 (three) years;
4. Experience working in the Guyana will be an asset
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s
Guidelines: Selection and Employment of Consultants by World Bank Borrowers (published
by the Association in January 2011), (‘Consultant Guidelines”), setting forth the World
Bank’s policy on conflict of interest.
Consultants may associate to enhance their qualifications. The associations should clearly
indicate the form of the association (Joint-venture or sub-consultancy; member in charge;
other member/s and or sub-consultants). Joint ventures should submit letters of intent
indicating their intent to form a joint venture if awarded the contract and shall provide the
above mentioned information for each member of the joint venture.
A Consultant will be selected in accordance with the “Quality-And-Cost Based Selection
(QCBS) method set out in the Consultant Guidelines.
