Request for Proposals

SAU 19 and the Goffstown School District (the districts) invite proposals for a complete
demographic analysis and assessment of educational space needs and existing facilities
conditions for the Goffstown School District. The proposal must include each of the
items in Section A and include a description and estimated timeline detailing how the
successful respondent will complete each of the components listed in Sections B and C.
Proposals may be delivered in person or by USPS to the SAU 19 Business Office, 11
School Street, Goffstown, NH 03045. All proposals must be received by 3:30PM EDT
on October 24, 2014 to be considered a responsive proposal. The districts reserve the
right to extend this deadline by providing a written addendum to the Request for
Proposal.
Proposals and proposal pricing must remain open for 60 days. This solicitation will
become an addendum to any resultant contract. Twelve (12) copies of the proposal and
one (1) signed original document must be submitted in a sealed envelope clearly marked
on the outside with the name, address, contact person, phone number and EMAIL address
for the organization responsible for the proposal. The envelope must be marked in the
lower left-hand corner with the following notation:

All proposal submissions will become the property of the districts.
Copies of the RFP are available at the SAU 19 Business Office, located at 11 School
Street, Goffstown, NH, 03045. The Business Office is open to the public Monday
through Friday from 8:00 AM to 4:30 PM. The RFP is also available on the SAU 19

A. Submitted Proposals must include:
1. A detailed description of how the respondent will complete each of the
components listed in Sections B and C.
2. A background description about the responding organization to include: its
mission, history and normal scope of services.
3. The names and qualifications of each member of the project team.
4. The name and background of the principal investigator.
5. The listing of three recent references from similar projects.
6. A detailed cost for completion of the project as proposed. (Be sure to include all
costs including mileage, material preparation and other like costs.)
B. Components of the Educational Facility Assessment:
A completed plan will include, at a minimum, the following:
1. Demographic Data: A detailed enrollment projection that includes a review of
six (6) to eight (8) years of history for grades K-12, and a projection for the next
ten (10) years for grades K-12. Goffstown is a receiving district for New Boston’s
grade 7-12 students who should also be included within the study.
2. Analysis of Local Conditions:





Building Permits, Local Population and Demographic Conditions
Review the Census Data and Regional Planning Information
Interview local officials
Analyze projected future use
Other Resources As Needed
3. Mapping Product

Create a map depicting grade and school assignment data to create a color
coded map showing the residence of each student together with a table of
distance for each from their school.
4. Facilities Assessment

Using the New Hampshire Department of Education’s Administrative Rules
for Education( ED 321) as a benchmark, complete an assessment of the
conditions of district’s kindergarten, elementary, middle and high school
facilities. Elements of the facilities assessment would include but not be
limited to a survey of buildings and systems, identification of any
maintenance issues, and a recommendation for corrective measures.
C. Reporting Requirements:
The Principal Investigator will be responsible for:




Maintaining informal communication with the Superintendent of Schools
and / or designee throughout the project.
Making an oral “interim report" to administration and school board.
Submitting 12 copies of the final report to SAU 19 Superintendent of Schools,
date to be determined.
Conducting a presentation of the final report to the board and public, date to
be determined.
Summation:
The districts will utilize the results of this study to develop both short and long-range
facility plans for the school district. Please be assured that district staff will cooperate
fully with the investigation team by sharing all appropriate information including the
necessary enrollment data.
The districts reserve the right to reject any and all proposals and to waive any
irregularities if deemed to be in their best interest. The RFP is not a low-bid competition,
rather, proposals will be evaluated in accordance with the organization’s responsiveness
to the requirements set forth in the RFP at the districts’ sole discretion. Any contract
awarded will be based upon best perceived value to the districts.
There will be no public bid opening. Any information provided in a proposal becomes
available for public inspection and distribution as required under New Hampshire “rightto-know” laws after award of a contract. All proposals will become the property of the
district.
