II. ORGANIZATIONAL CONTEXT AND SCOPE
IOM has been cooperating with the Government of Myanmar to combat trafficking in
persons since 2007 through its Counter-Trafficking and Migrant Protection Unit. In
cooperation with the Central Body for the Suppression of Trafficking in Persons
(CBTIP), the Ministry of Home Affairs and the Department for Social Welfare, IOM
has focused its efforts to improve the technical capacity of key government agencies
to provide care to returned Myanmar victims of trafficking, and to strengthen
Myanmar’s cross-border operational cooperation on victim assistance with Thailand,
China and other countries in the region. IOM is presently aiming to put into place a
comprehensive framework of vulnerability reduction and protection for victims along
Myanmar’s long eastern border regions with Thailand and China.
IOM’s programming in 2014-2015 will target assistance to victims of trafficking,
unaccompanied minors, stranded migrants and internal migrants vulnerable to
exploitation and abuse. Counter-trafficking programming will include exploring
increased assistance to men trafficked for forced labour from Myanmar, assistance to
victims of trafficking in conflict-affected zones of Myanmar, and an expansion of
rehabilitation services to victims of trafficking through capacitating Myanmar’s
emerging civil society organizations to actively address the protection needs of
vulnerable migrants and trafficked persons.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
Under the direct supervision of the Programme Manager, and the overall
supervision of the Chief of Mission, the candidate will:

Support the Programme Manager and the National Project Officer to document
issues and challenges encountered in assisting victims of trafficking in Myanmar,

and help to develop technical solutions to problems encountered in the
functioning of victim protection systems;
Conducting bilateral case work at Myanmar and Thai shelters assisting Myanmar
victims of trafficking, in support of IOM’s technical assistance to the formal
government-to-government (G-G) repatriation system;
To support the successful reintegration of some of the most vulnerable cases of
human trafficking, provide follow-up case work with a select number of victims of
trafficking who have returned from abroad, including conducting needs
assessments, developing care plans, facilitating referrals to other services,
providing psycho-social support, and monitoring and evaluating the successful
reintegration of victim cases;
Support the Programme Manager and National Project Officer in conducting
trainings for government counterparts, NGOs, and media, including support to
organise training workshops and delivering training sessions on protectionrelated themes;
Maintain data records on IOM and Government assistance to victims of human
trafficking, as well as supporting government counterparts in their management
of victim data at the national level;
Support the Programme Manager and National Project Officer in managing
Assisted Voluntary Return and Reintegration (AVRR) cases, including follow-up
with clients for reintegration support;
Conduct government liaison with IOM’s counterparts at the national, region/state
and township levels, in support of IOM’s project implementation;
Support the administration of IOM’s Counter-Trafficking Unit;
Undertake duty travel on a regular basis, in support of the objectives of the
abovementioned two projects;
Any other tasks that may be necessary.

V. EDUCATION AND EXPERIENCE
Education

Minimum Bachelor’s degree in Political or Social Science, International Relations,
Disaster Risk Reduction/Disaster Risk Management, Social Work, Psychology
and/or related field.
Experience

Proven knowledge of anti-human trafficking, migration, social work, assistance to
vulnerable persons, and/or protection fields;

Experience of managing activity implementation in the above fields;

Experience in capacity-building and trainings for government officials and NGOs;

Experiencing working directly with and supporting vulnerable migrants.
