Established in 1951, IOM is the leading inter-governmental organization in the field of
migration and works closely with governmental, intergovernmental and non-governmental
partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It
does so by providing services and advice to governments and migrants.

Background:
The Special Liaison Office in New York (SLO NY) is tasked with maintaining and
strengthening IOM's relations with the United Nations, diplomatic Missions and nongovernmental organizations, including through contributing to improving understanding of
migration issues, facilitating international policy dialogues on migration and representing IOM
and migration issues in conferences, meetings and seminars.

SLO NY is to contribute to improving understanding of IOM's mandate and action by relevant
governmental, UN and NGO stakeholders, in accordance with the Constitution, the IOM
Strategy adopted in 2007 and relevant Council deliberations and resolutions. SLO NY
coordinates with the Office of the Director General, Department of International Cooperation
and Partnerships (ICP), the Department of Operations and Emergencies (DOE) and the
Department of Migration Management (DMM) and keeps them apprised of relevant
developments.
Context:
Under the direct supervision of the Permanent Observer and Deputy Permanent Observer,
the successful candidate will lead SLO NY's engagement with and contributions to UN system
discussions on migration and development - including the Post-2015 UN Development Agenda
- and supports IOM's overall activities on the same.
Core Functions / Responsibilities:
1. Engage with and contribute to key inter-governmental and inter-agency processes to
support IOM's priorities and objectives, including on issues related to migration and
development, disaster risk reduction, climate change, urbanisation and other issues as
necessary. Keep abreast of emerging dialogues and activities in New York and report to
relevant IOM departments, country and regional offices on the same.
2. Develop and maintain contacts and networks with relevant UN Member States, UN
agencies, the Office of the Special Representative of the Secretary-General on
International Migration and Development, civil society actors and other relevant
stakeholders to support information sharing and collaboration on migration and
development issues, including in the context of the Post-2015 Agenda.
3. Support, in consultation with relevant IOM departments and country and regional offices,
the conceptualization, development and design of IOM's key messages and policy position
on migration and development issues.
4. Analyze, and present key findings on inter-governmental processes - particularly the
Post-2015 agenda - including by tracking Member State positions, undertaking data
capture and analysis, monitoring and evaluation, and information sharing.
5. Provide regular feedback and guidance to IOM colleagues in Headquarters, regional
and country offices on the latest discussions regarding the Post-2015 Agenda, SLO New
York's activities or any other Post-2015 issues of relevance to IOM.
6. Contribute to IOM's broader advocacy on migration and development, and particularly
the Post-2015 Agenda, by producing written publications, web-based advocacy
materials, and where appropriate, participating in external meetings and discussions.
7. Support SLO New York's core activities on migration and development, including by
identifying speakers for side events and Migration Series activities, preparing
background papers and summaries.
8. Support SLO New York's annual activities in relation to the General Assembly, its main
committees, ECOSOC, and other regular meetings of the UN's principal organs, and
prepare statements and interventions as well as written summaries, bibliographies, and
talking points as agreed in each case.

Required Qualifications and Experience
Education

Master's degree in Law, Political Science, International Relations, Social Sciences or
related field from an accredited academic institution with two years of relevant
professional experience; or
University degree in the above fields with four years of relevant professional
experience.

Experience





Experience working in a multilateral system, preferably UN context, along with deep
familiarity with the UN system, its agencies, funds and programmes;
Knowledge and understanding of the current migration and development debates in
the UN and its impacts on the Organization, particularly as it relates to the Post-2015
UN Development Agenda;
Knowledge of IOM project/programme activities in the migration/development
sphere;
Experience in organizing seminars/events in collaboration with UN and/or NGO
partners;
Experience with strategic planning and demonstrated expertise in delivering
presentations.
Languages
Fluency in English is required. Working knowledge of French or Spanish is an advantage.
