Only internal candidates holding SST ungraded contracts and external candidates will be
considered for this vacancy. This is a direct recruitment and the successful candidate will
be offered Special Short Term (Ungraded) contract.
This is a request for Curricula / expression of interest for the position of Information
Technology (IT) Officer (Ebola Response) – Monrovia, Liberia. The envisaged length of
service for this position is six (6) months with possibility of extension.

Established in 1951, IOM is the leading inter-governmental organization in the field of
migration and works closely with governmental, intergovernmental and non-governmental
partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
It does so by providing services and advice to governments and migrants.
Context:
Under the overall supervision of the Chief of Mission (COM) in Liberia, the direct supervision
of the Senior RMO (Resources Management Officer) and in close coordination with ITC
(Information Technology and Communications) in HQs and Manila, the successful candidate
will be responsible and accountable for coordinating the Information Technology component
of all IOM operations under the purview of the Mission. Specifically, s/he will administer,
supervise and prioritize ITC technical support to IOM operations in Liberia and field locations
as required. S/he will participate in the IOM IT infrastructure evolution, and ensure timely
responses to all business requirements in support of IOM operations in Liberia.

Core Functions / Responsibilities:
1. Coordinate IT needs and interventions with all project managers, heads of
units/sub-offices to support IOM activities in Liberia.
2. Plan and prioritize systems implementation of IT infrastructure changes; install
systems, network components and software; suggest best technical solutions in
order to achieve program standards and objectives.
3. Provide assistance and/or training on use of IT to end-users.
4. Monitor systems and networks (LAN, WAN) and perform essential maintenance
such as: server controls, data integrity tasks (back-up, disk space etc.); Install
and update hardware and software.
5. Plan and supervise the installation, operation and administration of security for
the various system and network components, including protection against
viruses, access to Internet, and implementation of IT disaster recovery services,
among others.
6. Maintain IT inventory and documentation, implement IOM standards, maintain up
to date network diagrams.
7. Help define and enforce policies and relationships with local IT partners,
suppliers and providers.
8. Evaluate and regularly report on IT operations, needs and progress.

Required Qualifications and Experience
Education


Master’s degree in Computer Science or a related field from an accredited academic
institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional
experience.
Experience










Experience in managing a medium to large scale systems/networking environment;
Extensive knowledge of Exchange 5.5 architecture, Windows NT, Windows 2000
and Active Directory;
Experience in design of a large scale global implementation of Exchange 5.5.
Knowledge of Exchange 2000 Server design/implementation a plus. Proficient with
Exchange 5.5 IMS, DNS Server and Internet Protocols;
Able to integrate Exchange Server with best of breed third party management tools;
Familiar with end to end automation of Exchange dependent business and
operational processes Exchange Server related programming skills are a plus;
Demonstrated experience in large-scale email migration and integration projects.
Knowledge of Cisco Products (Routers, PIX Firewall, VPN, etc);
Knowledge of Windows NT/2000 MCSE or MCSA is a plus. Familiar with different
types of messaging connectors;
Experience in troubleshooting Exchange 5.5/Outlook Client issues;
Knowledge of anti-virus/ content filtering software deployment/support;
Experience in providing end-user support to messaging clients.

Languages
Fluency in English is required. Working knowledge of Liberian Kreyol is an advantage.

* With frequent travel to field missions within Liberia.
