Context:
Under the general supervision of the Director Manila Administrative Centre (MAC), and the
functional supervision of the Director of Human Resources Management (HRM) in Geneva,
the successful candidate will be responsible and accountable for HR Global Operations and
Administrative functions for international staff.

In addition to the administrative supervision of the staff in the Health Claims Processing Unit
(HCPU), Health Insurance Medical Unit (HIM), and the Staff Development and Learning unit
(SDL) in Manila s/he will be directly supervising and accountable for the service delivery of
the following units:
 Personnel Administration (benefits and entitlements of international staff)
 Payroll Administration
 Recruitment (REC) - international staff
In particular s/he will be responsible for the following:
Core Functions / Responsibilities:
1. Management of the Human Resources operations for international staff and local
staff in Switzerland.








Manage the development, implementation, and administration of the Human
Resources (HR) operations for the Organization globally.
Manage performance, empower, and professionally develop the Manila HR team.
Plan and supervise the management of HR activities; ensure that work activities are
carried out in an effective and timely fashion, and in accordance with the Staff Rules
and Regulations.
Exercise delegated authority on behalf of the Director of HRM on recruitment and
personnel administration issues.
Consult with HRM / HQ in the interpretation of Organization's policies with respect to
complex cases.
Provide hands-on supervision to effectively and continuously streamline
processes related to administrative tasks necessary for the functioning of HR
operations.
Ensure quality control of HR administrative actions of HR Manila functions
through effective and hands-on implementation of HR policies and procedures.
Understand the needs of the HR clients, particularly in the field offices, and proactively address any issues and concerns through active engagement and
consultation.
2. Management of the Personnel Administration and Payroll for international staff and
local Staff in Switzerland.


Oversee and direct the implementation of HR personnel actions, i.e. administrative
formalities and processes related to staff hiring, transfers, contract extensions,
changes of status and separation, and entitlements.
Oversee and direct all payroll activities including international staff salary, salary
advances, benefit payments, etc.
3. Management of recruitment and staffing for international positions and local staff in
Switzerland.

Oversee and facilitate the effective selection and recruitment process of IOM local
staff in Geneva, and international staff globally at all levels, including: staffing support

for large and complex emergency / post conflict operations as well as special
programmes and reviewing Terms of References (ToRs) for vacant positions.
Oversee the implementation of staffing rosters.
4. Support of the administrative services



Support the administrative functions of the Health Claims Processing Unit which is
responsible for the claims processing for officials and employees based in
Headquarters (HQs) and field missions, retired staff all over the world, and their
eligible dependents.
Support the administrative functions for Staff Development and Learning (SDL)
activities as needed; assist with the administration and implementation of the
Staff Evaluation System (SES).
Support the administrative functions of the Health Insurance & Medical Supervision
(HIM) unit which evaluates and affirms fitness to work of staff.
5. Development and implementation of HR best practices and improvements




Proactively
pursue
the
continued
development,
implementation, and
enhancement of the Human Resources tool Processes Resources Management
Information System (SAP PRISM).
Assess and review HR administrative and recruitment activities and prepare
recommendations with a view to streamlining and increasing their effectiveness and
improving the quality of the service provided.
Design, implement, enhance, and regularly monitor internal controls relating to HR
operations and administration including in the software application, PRISM-HR.
Effectively coordinate HR actions with finance counterparts to ensure that financial
implications are reconciled and addressed.
6. Development of the HR capacity and knowledge-sharing



Facilitate training for field missions on HR matters under the responsibility of Manila
Human Resources Operations (MHRO).
Continuously gather feedback from HQs and the field and make recommendations for
new strategies, policies, and operational initiatives.
Communicate effectively with the field and HQs on HR matters.
7. Support of Manila Administrative Center (MAC) operations

Participate in the Senior Management team, Crisis Management Team and other
related activities.
8. Perform such other duties as may be assigned.

Required Qualifications and Experience
Education


Master’s degree in Human Resources, Public Administration or a related field from an
accredited academic institution with eight years of relevant professional experience; or
University degree in the above fields with ten years of relevant professional
experience.
Experience










Experience in human resources management, recruitment, and administration;
Experience in the application of HR information management tools;
Excellent management and technical leadership skills and ability to delegate
appropriate responsibility, accountability and decision making authority in concert with
senior management advice;
Ability to identify key strategic issues, opportunities and risks, and to organize work
plans in response to shared strategy setting;
Familiarity with the UN Common System or similar international/multilateral systems
an advantage;
Proven ability to establish and maintain productive partnership with clients;
Ability to identify client needs and match them to appropriate solutions;
Ability to coach, mentor and develop staff;
Previous management responsibility/ experience in a medium sized or complex field
operation or any other UN Offices/Agencies an advantage;
Excellent level of computer literacy, knowledge of SAP/PRISM a distinct advantage.

Languages
Fluency in English is required. Working knowledge of French and Spanish is an advantage.
