Established in 1951, IOM is the leading inter-governmental organization in the field of

Context:
The Government of Afghanistan’s (GoA) E-Taskira initiative is led by the Ministry of the
Interior, in collaboration with the Ministry for Communications and IT and the Ministry of
Finance.
The E-Taskira project is EU- and USAID- funded with additional expressions of interest
in funding from other donors.
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of
the Project Manager (PM), the successful candidate will support the coordination and

execution of information management (IM) activities necessary to the IOM-GoA
Electronic National Identity card (E-Taskira) project.
Core Functions / Responsibilities:
1.
Supervise the Information Management Assistants in the Information
Management Unit, assigning tasks, coordinating efforts, and providing training
and backstop efforts as necessary.
2.
Identify and develop reports for the E-Tazkira project, for the purposes of quality
control, anti-fraud, and caseload/programme pipeline development and
management.
3.
Establish mechanisms that identify and monitor key performance metrics that
contribute to the development of an IOM-supported business process for ETazkira.
4.
In coordination with key national stakeholders, design, develop and implement
reporting solutions to enhance E-Tazkira roll-out.
5.
Manage and implement application project plans, unit testing, release and
support of project databases and applications in a sustainable manner.
6.
Report regularly to internal and external E-Tazkira
implementation activities, problems and solutions.
7.
Support and enforce data confidentiality and information security guidelines in
line with IOM's data protection policy and IT information security policy.
8.
Update staff under supervision of changes in workflow and/or procedures and
provide training and/or conduct knowledge transfer initiatives on application
development, support and report production as required for IOM and partner
ministries’ databases and applications.
9.
Represent the E-Tazkira IM unit at meetings and prepare briefings, trainings,
background information and unit updates, as needed.
10.
Perform such other duties as may be assigned.

Required Qualifications and Experience
Education


Master’s degree in Computer Science, Information Management, or a related
field from an accredited academic institution with two years of relevant
professional experience; or
University degree in the above fields with four years of relevant professional
experience.
Experience








Experience in administering of Structured Query Language (SQL) database
server;
Experience in using SQL queries and T-SQL programming;
Experience in developing and deploying n-tier web based applications using c#
and .NET;
Experience in developing and implementation of various reports using RSS 2008
Report Server;
Previous work experience working with the MiMOSA database an advantage;
Strong knowledge of SQL 2008 server or later;
Strong knowledge of Relational Database Data analyses and reporting of
scalable systems, software development lifecycle, c# and multi-tier web-based
applications;
Working knowledge of database programming and applications such as Access
or similar.
Languages
Fluency in English is required. Working knowledge of Dari or Pasto is an advantage.
