Position Title
Consultancy Contract
Established in 1951, IOM is the leading inter-governmental organization in the field of
migration and works closely with governmental, intergovernmental and nongovernmental partners. IOM is dedicated to promoting humane and orderly migration
for the benefit of all. It does so by providing services and advice to governments and
migrants.
CONTEXT
Under the direct supervision of the Head, Online Communications Unit, the successful
candidate will be accountable and responsible for the development of the IOM websites
and online communication tools under MCD.
CORE FUNCTIONS / RESPONSIBILITIES
1. Gather business requirements for MCD managed websites and communications tools
from donors, project managers and MCD business managers.

2. Convert business requirements into website design specification, design elements,
wireframes and other website components
3. Build website mockups and technical implementation taking into consideration the
appropriate Drupal modules and custom development required to best implement the
project and validate alignment with business requirements and design specification
taking into consideration best practices and security requirements
4. Build production versions of websites that are functionally validated through user
tests and deploy them into production use using cloud or on premises infrastructure
and platform services
5. Provide ongoing websites support services including backup, upgrades and functional
enhancement as required.
6. Act as technology resource for OCU in the area of online communications and
collaboration
7. Provide documentation and user training in website operations and contents
publishing as required.
8. Project management and supervision of the work other junior developers, site
builders, designers and contract staff.
9. Keep abreast with technology development and applications in the area of
collaboration and Social computing
10. Perform such other duties may be assigned.

Required Qualifications and Experience
Education
 Master’s degree in Computer Science, Information Technology or any related field
from an accredited institution; or
 University degree in the above fields with two years of relevant professional
experience in IT business and in the design and development of complex
websites.
Experience
 Experience in PHP web development. Extensive knowledge in PHP, Web
development in general, Javascript (jQuery), and SQL;
 Experience in Drupal development. Extensive site building skills using views (etc.),
understanding themes, theme functions, hooks, form API, and features (and git);
 Strong understanding and experience in GIS integrated portals and information
management tools;
 Experience with search engine optimization and social network integration;
 Strong understanding in LAMP stack, varnish and memcache configurations;
 Familiarity with tools such as git, drush, and vagrant;
 Very good interpersonal skills, joy in developing online communication tools and a
passion for using ICT in the domain of humanitarian assistance, community
development and social development;
 Must possess a team player mentality, excellent problem solving skills and a strong
focus on the latest technologies and advancements.
Languages
Thorough knowledge of English.
